Approval of Minutes: The minutes of the meeting of October 2, 1996 were approved unanimously (7-0). Agenda Review: No changes to printed agenda. Citizen Participation: No citizen participation. Agenda Items: KIDS VOTING COLORADO As a follow-up to the previous month's discussion about investigating the possibility of implementing a "Kids Voting Colorado" program in Fort Collins, Jake moved, and Brooke seconded a motion that we contact the state organization for finther information. The motion was approved unanimously (7-0) to secure further information. SCHOOL REPORTS Board members reported on their recent contacts with students from the schools they represent. Boltz Junior High. Laura was unable to acquire much information except that students wanted more activities, however they did not elaborate on what they would like those activities to be. Poudre High School. Some thoughts shared with Brooke included Poudre School District's Code of Conduct is too harsh; want more information on the Youth Activity Center; like the location of the YAC, but felt it was for "younger" kids; want more events for teens not necessarily at the YAC (sports tournaments, bands, etc.); curfew is a bad idea; in favor of an ordinance against underage smoking; would like to see kids work in professional jobs, not just fast food; have noticed a rise in drug and alcohol use; Student Council suggested radio and TV coverage of youth events. Frontier High School. Brooke reported that students are saying there is not enough for teens to do; YAC costs money; need more "hip" things (dances); thought the YAC was for younger kids; disliked College Avenue being closed on Friday & Saturday nights; felt teens are automatically portrayed as criminals for no apparent reason; smoking should be kids' choice; concerned with violence in schools; didn't like curfew. Cache La Poudre Junior High. John reported that kids are concerned with transportation and suggested Transfort deliver to downtown transit center and home again; not very aware of YAC activities. Rocky Mountain High School. John reported that he got mixed reviews on smoking (choice vs. illegality); are opposed to the law that allows minors to be ticketed for riding in a car with alcohol. Heritage Christian. Jake reported that students know about some of the things going on at the YAC but thought activities were for younger kids; liked "Kids Voting" idea if implemented in conjunction with school; didn't have concerns about getting to the YAC, but didn't know about things going on there. r, 0 . Students informed Bonnie that they didn't like YAC dances; want ping pong and table tennis tournaments, extended hours, and more soccer and football; wanted more advertisements about what is going on. Wellington Junior High. The principal reported to Bonnie that students there wanted more dances and more advertisement for activities. Lesher Junior High. Abby had nothing to report. Fort Collins High School. Abby reported that students felt discrimination against teens is prevalent and that it is difficult to find jobs and get access to job information (maybe offer job seminar/class); don't like dances. Lincoln Junior High & Webber Junior High. Phillip reported that kids want more dances and more information on dances. Preston Junior High. Students suggested to Dallas that they would like a program that rewards kids for grades (discounts at mall or restaurants). Board and staff discussion following the school report presentation included the following thoughts and ideas: Maybe dances should be for grades 7 and older; maybe advertise on Denver radio stations which attract local (Fort Collins) teens. John mentioned the Renaissance Program at Rocky Mountain High School as an example of a program that rewards kids for grades. Suzy reported that the YAC is talking about the possibility of rewarding kids for improvement in grades, not just getting good grades (maybe coupons for discounts in snack bar at the YAC. YAB endorsed this idea. Have the YAC staff go to junior high schools and host dances; maybe have key teachers at each school that can pass along information about upcoming activities; maybe do a dance at each junior high with a finale at the YAC; maybe offer dances to 7th graders and up (high schoolers more interested in "dance club" or concerts with local bands or big name bands); more alternative music. At Dallas' suggestion to pursue some of the ideas presented regarding transportation issues (Transfort from CLP Junior High or school district provide transportation), Suzy offered to contact Poudre School District about providing transportation to the YAC. Youth Advisory Board Minutes November 6, 1996 Page 4 SCHOOL REPORTS (cont.) Board members were encouraged to take YAC calendars with them to the schools they represent. TAPPING THE TALENT OF TEENS The Youth Advisory Board viewed a video entitled "Tapping the Talents of Teens" from Vancouver where teens submitted community service project ideas for funding. Selected groups shared $15,000 to secure tools and equipment needed to complete their projects. SMOKING ORDINANCE UPDATE Staff support Janet Urban reported that John Duval from the City Attorney's office will give a presentation to City Council's Health & Safety Committee on the federal regulations regarding youth access to tobacco products. This presentation will take place on November 21. The results of that meeting will be shared with the Youth Advisory Board at a later meeting. If this item is ready for YAB discussion, it will be placed on the December agenda. YOUTH ACTIVITY CENTER UPDATE Suzy Danford shared information regarding upcoming skiing/snowboarding trips which include transportation and lift ticket. Handouts included job information flier, exhibition CSU men's volleyball game flier, November YAC calendar. Participation numbers are up; Tuesday night basketball league is in progress; movie night attendance fluctuates (movies are rated PG-13). OTHER BUSINESS • The January meeting will be held on Wednesday, January 8 because the first Wednesday of the month falls on a holiday.
