Call Meeting to Order: The regular meeting of the Youth Advisory Board was called
to order at 7:10 p.m. on Wednesday, January 8, 1997 at the Youth Activity Center by Board
President Dallas Davis.
Approval of Minutes: The minutes of the meeting of November 6, 1996 were approved
unanimously (5-0).
Agenda Review: Tom McLellan will replace Scott Gammon on #6 Police Interaction with
Teens and #7 Feedback on Dare Program.
Citizen Participation: No citizen participation.

Agenda Items:
PROPOSED SMOKING ORDINANCE
John Duval from the City Attorney's office summarized the revisions to the City's smoking
ordinance. The ordinance will be presented to City Council on January 21, 1997 for first
reading. After a lengthy discussion, on a motion by Brooke and seconded by Phillip, the
Board voted 5-1 in favor of the ordinance. A letter to that effect will be drafted and
forwarded to City Council. The Board felt that educational programs need to be implemented
to deter minors from smoking and would also be in favor of smoking cessation classes for
offenders as an option to the penalty imposed by the ordinance. The Board was also
concerned with helping minors who were addicted to nicotine.
POLICE INTERACTION WITH TEENS
Board members cited a couple of instances where police officers had been intimidating toward
teens, but for the most part, encounters have been positive. Tom McLellan stated that the
police department is actively attempting to change the perception that people, including teens,
have of the police. Board members felt that the presence of School Resource Officers in the
schools has done a lot to improve relationships between teens and the police. The Youth
Activity Center staff have been pleased with the interaction of police officers and participants
at that site as well as how they have dealt with offenders.
FEEDBACK ON DARE PROGRAM
Tom McLellan feels that DARE officers who are placed in the elementary schools have an
opportunity to connect with youngsters which can prove to be advantageous outside of the
drug education program. Board members spoke highly of the program and its long-term
effect on today's teens, and some would like the program expanded into the junior high and
high school level. McLellan said there is an effort being made to expand but funding is an
issue. As an aside, Dallas stated his disappointment with media coverage of a recent drug -
free rally at Fort Collins High that was attended by 1,300 kids throughout the school district.
YOUTH ACTIVITY CENTER UPDATE
Participation numbers were distributed. YAC staff has been pleased with the courtesy
displayed by and the diversity of participants. Participation has far exceeded staffs
expectations. Jake stated that staff should be applauded.for the increase in participation
numbers at the YAC.
Ski trips have been very successful, and a battle of the bands is scheduled for April.
OTHER BUSINESS
• Lesher Junior High school report. Comments Abby received from Lesher students included
a lack of rollerblading areas, sharing fields for sports, motorists rude to people in bike paths,
and discrimination is being felt (shoplifting, etc.).

On a motion by Abby and seconded by Phillip, the Board voted unanimously (6-0) to adjourn
at 9:02 p.m.
