Call Meeting to Order: The regular meeting of the Youth Advisory Board was called
to order at 7:05 p.m. on Wednesday, February 5, 1997 at the Youth Activity Center by Board
President Dallas Davis.
Approval of Minutes: The minutes of the meeting of January 8, 1997 were approved
unanimously (6-0).
Agenda Review: Abby Jones requested to share comments from students on the tobacco
ordinance. That item will follow #9 and will precede Other Business.
Citizen Participation: No citizen participation.
KIDS VOTING COLORADO
Jolene Park, Northern Colorado Director of Kids Voting Colorado, shared information with
the Board on "Kids Voting", a curriculum -based, community -based program that prepares kids

for voting upon turning age 18. Ms. Park expressed an interest in working closely with the
Youth Advisory Board as the plan to implement this program in Fort Collins develops. On a
motion by John Kietzmann and seconded by Kevin Funk, the Board voted unanimously (6-0)
to support Kids Voting Colorado for implementation in the Poudre School District. A letter
will be drafted from the Board to the Mayor indicating support.
NATIONAL YOUTH SERVICE DAY
On a motion by John Kietzmann and seconded by Kevin Funk, the Board voted unanimously
(6-0) to declare a date in April (unknown at this time) as National Youth Service Day. Staff
will draft a proclamation for the Mayor's signature.
MEDIA COVERAGE OF YOUTH EVENTS
The Board discussed what they view as a problem with inadequate media coverage of positive
youth events and happenings in Fort Collins. It was suggested that a seat be requested on the
Coloradoan's editorial board to be occupied by someone from the youth community. A letter
to the publisher of the Coloradoan will be drafted by staff and brought to the next Board
meeting for their approval. Kevin Funk stated an interest in serving on the editorial board if
a seat is approved.
NORTHSIDE AZTLAN COMMUNITY CENTER UPDATE
The Northside Aztlan Community Center staff programs extensively for low-income families
in Fort Collins, and staff is trying to get new kids into the facility in addition to keeping the
"regulars". Staff provides transportation from different neighborhoods and trailer parks so that
youngsters can attend and participate at the Northside Center. A tutoring program is
underway, and a self defense class is being offered in conjunction with TEAM Fort Collins.
YOUTH ACTIVITY CENTER UPDATE
Staff distributed the calendar for February and the participation report for January. The
public library has supplied the YAC with books, and there will soon be a computer
connection to link the YAC with the library. A local adult fencing club uses the YAC at no
charge in exchange for instructing teens in the art of fencing at no cost to them.
TOBACCO ORDINANCE
Abby Jones was invited by Nancy Grove of the Larimer County Health Department to speak
to City Council regarding the ordinance prohibiting minors from possessing tobacco products.
Abby also shared two "thank you" notes she had received and reported that Nancy is seeking
participants for a videotape of "why I don't smoke and don't do drugs".
The Board was reminded that the second reading of the ordinance is scheduled for the
February 18 City Council meeting. Opponents and proponents are welcome to address
Council at that time.

OTHER BUSINESS
• Janet Urban distributed copies of the Youth Advisory Board's annual report for 1996.
• Board members were reminded that the next school reports are due at the May meeting of
the Board. As Board members talk to their constituents, they are requested to tell them that
applications are due in April for openings on the City's boards and commissions.
Adjournment:
On a motion by John Kietzmann and seconded by Abby Jones, the Board voted unanimously
(6-0) to adjourn at 8:15 p.m.
