PARKS AND RECREATION BOARD
MINUTES: Regular Meeting - August 26, 1987
President Cathy Mulcahy called the meeting to order at 6:35 p.m. at
EPIC. Member Ricki Slack previously submitted her resignation from the
Board.
Agenda Review: No changes to the printed agenda
Minutes: The minutes of the regular meeting of July 22, 1987 were
a t� ereCon a motion by Mike ImMasche, seconded by Karen Schubert as
follows: "adjustment to user fees - Maintenance is not passed on to
users in softball" should be struck from the Master Plan... should read
"adjustment to user fees Maintenance is passed on to the users in
softball". The minutes were then approved unanimously.
Citizen Participation: none
Decision on EPIC Sculpture
H. R. introduced Ellen Martin, who represents the Art in Public Places
Committee. She said the Committee voted on the green ice skating
sculpture. The Parks and Recreation Board felt possibly another
sculpture should depict the swimming portion. Ellen said their
committee suggests that this piece be placed on the ice arena side and
then design a place for the swimming side. H. R. updated the Board on
the costs in this project. Everitt Company is providing the artist
and the City is paying for the materials. Bill Loy asked Ellen if her
committee felt the same way about no swimming sculpture. She replied,
yes, but felt it is a wonderful donation. Ann Schroeder suggested that
an additional sculpture should be done by the same designer. The Board
voted unanimously on the green ice skating sculpture a motion by Bill
Loy, seconded by Mike ImMasche. H. R. advised the Board of Everitt's
plan on making limited edition replicas for sale and sharing revenues
with Parks and Recreation. It was suggested that those proceeds go
toward the swimming sculpture.
Neighborhood Park Acquisition
Randy Balok, Superintendent of Park Planning and Development pointed
out on the City map to the Board the proposed neighborhood park site in
Clarendon Hills Subdivision, which has been annexed in the City. The
cost of the land is $14,000 per acre. The problems are that it
boarders South Shields, an arterial street, and two tributaries run
around it. Randy talked to the developer about acquiring area "H
however it is $30,000 an acre. H. R. advised that we could try to
renegotiate with the developer. Bob Aukerman felt this piece of
property would be advantageous as it would protect the floodplain and
perhaps it would be accessible by trail along the creek. The Board
felt that H. R. should renegotiate and return to the Board next month
with comments.

FAST Request
Wayne Peak, President, introduced Jim Mathews, Vice President of the
club. Wayne then brought the Board up-to-date since he last met with
them in December. He said that his primary correspondence has been with
EPIC Manager Jeff King. He stated that practice fees are the major
problem. FAST is presently being charged $3.50 per lane hour, a
reduction from the $4.00 adopted by City Council for 1987. Staff
recommends that FAST pay the $4.00 per lane hour in 1988. Prior to the
construction of EPIC, the club paid $2.50 per lane hour at the
Community Pool. It was understood that $3.50 per lane hour was a
temporary fee. The club has proposed $4.75 per lane hgur for 50 meter
and $2.50 per short lane. Their proposal was rejected. Wayne
suggested it be a fair public facility price, not referring to it as
revenue as a business would refer.
Karen Schubert said that when Wayne came before the Board in December,
he indicated that the club would be trying to increase their club
membership and get their feet on the ground. At that time they had 60
to 70 swimmers. They presently have a club membership of over 160
swimmers over the summer, who pay from $20 to $70 per month depending
on water time. H. R. asked Jeff if we had a swim meet this summer at
EPIC hosted by FAST, and what did EPIC receive in revenues? Jeff
replied that we waived the lane fee and charged 75 cents per swimmer.
It was a full one -day event. Cathy Mulcahy asked Wayne if they have
sponsors? He said they brought in $12,000 total in fund raising for
the year. Ann asked what other communities pay for pool time. Wayne
responded that Loveland pays nothing (they use the school pools) and
Greeley pays a small fee. He said most clubs affiliated with cities pay
little or nothing (these teams are co -sponsored by these cities).
Bill Loy referred to the memo from staff referring to monthly charges
around the state. When asked the usage of lanes, EPIC Assistant
Manager Steve Budner replied that anywhere from 5 to 7 swimmers are in
a lane and most of the time they occupy 7 lanes. Jim Mathews stated
that if you have a child in swimming and the family travels to swim
meets with the child it costs a family $2,000 a year. Mike said that
is not a concern of the Board. Jean mentioned that a lot of the
problem is in method of cost accounting. The City figures a cost per
program hour, and FAST's method is based on a cost per building hour.
FAST does not agree with the City's method of distributing costs.
Wayne's figures show 110 percent of recovery and City figures are
approximately 25 percent of recovery. Other affiliated groups pay a
recovery based on 30 percent. Jeff said the costs are distributed to
all program uses. The argument could be used for hockey. The Youth
Hockey pays $80/per hour, and they don't have any complaints about ice
time or money. FAST is not being singled out.
Bob Aukerman asked if the same scenario was used to determine costs for
ballfields, soccer fields, etc. Jean replied that maintenance and
labor costs and associated material and equipment costs were figured
into a cost per hour rate. These costs did not include Recreation
staff time.

Cathy asked Wayne what is the worst scenario if FAST has to pay the
recommended fees of $4.00 per lane hour for 1988. He replied no
increase in pay for coaches, the team shrinks, the swimmers will
decrease. Mike ImMasche suggested staff look into offering FAST
reduced fees for swimming early in the morning as we do for non -prime
time for the Hockey Clubs. Ann wants to have a month to explore how we
can do it; Bob said the $4 fee is a comfortable fee in conjunction with
the other fees and charges. Ann also asked for a cost breakdown for
next month. Cathy wants Wayne and FAST to propose a more accurate
proposal. H. R. said we have to recover a certain amount of money.
1988 Fees and Charges Schedule

Jean Helburg explained to the Board last month about the fees and
charges, and meetings with the Budget Team. Most fees are going up.
There is a need for funds that can generate revenue to assist in
reducing the drain on General Fund monies Therefore,. revenues are
being proposed for the Recreation Fund that will not increase the
General Fund transfer in 1988. Ann Schroeder asked, "why do you have
to wait until you are 85 to swim free?" Staff replied that historically
that is the way it has, been. However, this year seniors will receive a
one-third off in fees instead of one-half as in the past. Mike
ImMasche questioned the user fee for softball fee increasing. Jean
replied that all the adult sports fees are going up. Jean explained
the difference in the percentage recovery in fitness classes versus the
arts and crafts classes where you need a smaller ratio of
students/teacher. She then explained that we are paying an increase in
facilities maintenance. The 1988 proposed budget has a recovery of 64
percent. Does the city give price break for several kids in one
family, John Rabun asked? Staff replied, no. Mike ImMasche advised he
is not going to vote on these fees. The fees have gone up enough and
it is time to halt. Mike also wants to know the difference in in-house
concession versus contract concessions.
After much discussion, the Board decided to table the fees and charges
until next month. They asked staff to prepare more information for
their review.
Other Business
- Jerry P. Brown noted that next month is election of officers for
1988 Parks and Recreation Board.
- Ricki Slack's resignation letter was acknowledged.
- Friday night programs at EPIC- Karen said she received a call about
a youth getting beat up last Friday night outside of EPIC. Steve
Budner and Jeff King are investigating, along with the Police
Department:
