PARKS AND RECREATION BOARD
MINUTES: Regular Meeting - October 28, 1987
President Karen Schubert called the meeting to order at 6:34 p.m. Board
Members Ann Schroeder, Rick Ramirez and Mike ImMasche called to say they
could not attend the meeting.
Agenda Review: No changes to the printed agenda
New Board Member Roger Tarum was introduced. He gave some background on
himself and was welcomed to the Board by everyone. Staff presented him
with his Board notebook and orientation information.
Minutes: The minutes of the Regular meeting of September 23, 1987, were
approved unanimously as submitted, on a motion by John Rabun, seconded by
Bill Loy.
Citizen Participation: No citizen participation
Natural Resources Presentation
Bob Wilkinson from the City's Department of Natural Resources made a
presentation to the Board. He showed slides and discussed the Wildlife
Habitat Program, their mapping and classification system, and their low,
medium and high concerns. The City was the first in the nation to be
designated as an urban wildlife sanctuary. Bob discussed the various
classifications, criteria, mitigation options, etc. He showed a map of the
sites to be considered. He expressed a need to work with Parks and
Recreation in the selection of parks to integrate natural areas and
wetlands. Bob Aukerman asked about the recent situation at Benson Lake and
other Board members made comments and asked questions. The Board's
reaction was positive to working together.
Recreation Fees and Charges
Staff informed the Board that City Council had adopted the 1988 Recreation
fees and charges as recommended by staff, but NOT recommended by the Board.
The Council had decided to table the portion of the resolution dealing with
affiliated user groups, directing staff specifically to negotiate with FAST
and Youth Baseball toward an equitable solution. At the October 20 Council
meeting one Councilmember stated he wished that the Board had made more
specific recommendations on how to raise dollars other than through fee
increases. He stated he thought fees were heading in the right direction.
The Board was basically pleased that at least they have now been given some
direction by Council, but Bill Loy asked why Councilman Maxey (the Parks
and Recreation Board liaison) had not attended Board meetings, and was
therefore unable to explain the Board's position to Council. Bill was

upset that the Board was not represented by a Board member at the October
20 Council meeting. He said the Board should have been informed of the
meeting and been represented. Jerry and H. R. said prior to the Council
meeting they were not aware of any questions or discussions about the fees
and charges that criticized the Board.
Karen Schubert said that she and other Board members will attempt to meet
with Loren Maxey and Gerry Horak to explain the importance of the Board's
rejection of the fees. Several Board members expressed concerns that
Councilman Maxey needs to attend Board meetings.
Other Business
- H. R. reported on the continuing discussions regarding the possible
acquisition of the Kim Stuart open space area south of Pineridge.
- Karen questioned a temporary fence on the Southwest portion of the open
space south of Rolland Moore Park. Staff will investigate.
- Karen also asked for comments on the recent newspaper articles on EPIC.
H. R. informed the Board of some of the problems at EPIC including
tile, sound system, and some other concerns. Staff is working with the
architect and contractor to try to correct these. The pool will have to
be closed next May/June for several weeks to do the work.
- Jerry noted that the November Board meeting is scheduled for the day
before Thanksgiving and suggested we agree to cancel that meeting
unless a meeting is deemed necessary. There were no objections.
The meeting was adjourned at 8:11 p.m.
