PARKS AND RECREATION BOARD
MINUTES: May 25, 1988
President Karen Schubert called the meeting to order at 6:40 p.m. In the
absence of Board Secretary Bob Aukerman, Bill Loy took the minutes of the
meeting.
Agenda Review: No changes to the printed agenda.
Minutes: The minutes of the regular meeting of April 27, 1988 were
approved unanimously, as submitted, on a motion by Cathy Mulcahy, seconded
by John Rabun.
Citizen Participation: No citizen participation
Presentation on the Cache La Poudre River National Recreation Area Study
Kari Van Meter from the City's Planning Department made the presentation.
The study is mandated by Federal Law. She distributed information to the
Board and showed a map explaining the details of the study. Basically,
there is an 18.5 mile corridor being considered for NRA designation. The
lower Poudre criteria is its regional drawing power and high capacity use
potential. There is a $75,000 Federal grant to finance the study. At this
time it is not clear who will manage (and maintain) the corridor. The
Poudre River Trust supports the designation, and this designation will be
the first of its kind. Kari said that a member from the Parks and
Recreation Board will need to be appointed to the NRA Study Committee. The
appointment will occur at a later meeting. Board members generally
supported the concept as it was presented.
Rossborouah Park Master Plan
At the April 27 meeting, the Board voted 3-3-1, which rejected the
Rossborough Park Master Plan as submitted by staff. The staff feels that a
3-3-1 vote, though technically a rejection, is not definitive enough to
clearly establish a clear cut position. Rejection of the plan by the Board
may result in a public meeting with the Rossborough Neighborhood. Another
alternative is for staff to wait until a new Board is appointed in July and
try again. Staff believes that the neighborhood has clearly identified
their desires as per the established public input process regarding the
proposed passive design for the park. This park meets their needs, and
they have been reasonable in their requests. Jerry P. Brown then
distributed copies of Resolution 81-152, authorizing the Parks and
Recreation Board to approve master plans for park development. The
resolution outlines procedures for appealing decisions of the Board.
Rossborough Park has some unique location features. Staff reminded the
Board that all four sides of this park are surrounded by homes. Staff also

stated that the Choices 95 Parks and Open Space Subcommittee has identified
as their Number 1 priority the acquisition of 120 acres for a combined
youth sports fields complex/southwest community park site (at an estimated
cost of $1.8 million). More than likely Rossborough Park will have
'informal' youth soccer/softball, anyway. The design of this neighborhood
park is consistent with all policies and procedures, and the Parks and
Recreation Master Plan, as adopted by the Board.
After further discussion, John Rabun moved

- There was brief discussion on the impact of the School Board's decision
to eliminate junior high school (7th and 8th Grade) athletics, as well
as the elimination of the swimming program.
- Cathy Mulcahy has contacted Loren Maxey about attending Board meetings.
Staff noted that Council has recently appointed Bob Winokur as the new
liaison to the Parks and Recreation Board.
- Cathy asked who do citizens contact regarding the private contractor
maintaining parks. Jerry said they should contact Virgil Taylor with
any concerns, as the City is responsible.
- John Rabun noted he is happy with the City Council decision to retain
the Golf Board.
- Ann Schroeder agreed to again host the annual June Board meeting/dinner
at her "palatial mansion" overlooking the City on June 22.
The meeting was adjourned at 8:18 p.m.
