PARKS AND RECREATION BOARD
MINUTES: June 22, 1988
After the annual dinner meeting, which began at 6:00 p.m. hosted by Ann
Schroeder, in her palatial mansion on the hill, President Karen Schubert
called the meeting to order at 7:55 p.m. Cathy Mulcahy called to say she
could not attend the meeting. Staff took minutes in the absence of
Secretary Bob Aukerman.
Agenda Review - Staff added one item to the printed agenda -- Recreation
Fees Citizen Committee.
Minutes: The minutes of the meeting of May 25, 1988 were approved
unanimously on a motion by Ann Schroeder, seconded by John Rabun.
Citizen Participation: No citizen participation.
Bignall Property
Park Planner Leslie Beckmann gave a presentation on a parcel of property
appraised at $66,500 for open space land adjacent to the Poudre River
(between Lemay and Prospect). She explained that this piece of property
has a host of amenities. This 2.3 parcel of land has a single family
house, a four -car garage, unique vegetation, wildlife habitat, and is
adjacent to the Poudre River Trail. Staff feels that this open space land
could be used for recreation programming, a rest/picnic/information area
for trail users, and possibly a home for interns. Also, this could be used
for Natural Resources Summer Day Camp. The 4-car garage could be used for
Parks snow removal equipment storage or for trail maintenance equipment.
Bill Loy questioned if we had funding available, and Leslie replied that we
do have funds available in the Conservation Trust Fund (lottery) Poudre
River Open Space Acquisition Account. Leslie passed pictures of the
property and a location map around for the Board to get a better
perspective of the land. On a motion by Bill Loy, seconded by Ann
Schroeder, the Board then voted unanimously (5-0) to make an endorsement to
recommend Council approve the purchase of this property for $66,500, as
assessed.
Recreation Fee Citizen Committee
Recreation Superintendent Jean Helburg explained to the Board that one of
City Council's goals for this year is to restructure the Recreation User
Fee. They are requesting that staff form a citizen committee to review the
fees. It has also been recommended that it is imperative that a Board
member be on the committee. Since there were only five members present at
the meeting, it was suggested that Jean send a letter to the Board
outlining the details of the committee and asking for representation.
Karen said that it should be someone who has served on the Board for a
number of years. John Rabun said if the committee is formed after the
first of August, he would be interested in serving; Bill Loy, who is
leaving the Board this month, said he would be interested in serving in the
capacity of a citizen; Karen stated that she would be very much
interested; Roger Tarum said he would have to check his calendar with the
meeting dates/times; Ann said she would be interested, but is out of town
too much to make the commitment. Jean will follow-up on the details with a
letter to the Board.
Other Business
- Karen is concerned with the fences at the Spring Park. The tubing
behind home plate and three sections on the east field along the third
base line are broken due to pitching machines used at these facilities.
Karen will call Ron McClary to advise him and staff will let the Parks
Division know about the problem.
- Staff will let the Board know if there is a need for a July meeting.
- Since Bill Loy chose to not re -apply for his position on the Board,
tonight's meeting was his last meeting. Ann Schroeder said she was very
disappointed to learn that Bill resigned from the Board. Jerry P. Brown
said he will miss Bill as a Board Member, and he was also sorry to see
Mike ImMasche resign from the Board earlier this year after nearly
eight -years of service.
Bill said he has enjoyed his four years on the Board and thanked
everyone for their participation.
The meeting was adjourned at 8:35 p.m.
