HomeMy WebLinkAboutParks And Recreation Board - Minutes - 09/28/1988CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT PARKS AND RECREATION BOARD MINUTES: September 28, 1988 The regular meeting was called to order at 6:40 p.m. by Vice President John Rabun. Board Members Cathy Mulcahy and Rick Ramirez called to say they would not be able to attend the meeting. Karen Schubert joined the meeting during the Trails presentation. Agenda Review: No changes to the printed agenda. Minutes: The minutes of the regular meeting of August 31, 1988 were approved unanimously, as submitted, on a motion by Ann Schroeder, seconded by Roger Tarum. Citizen Participation: No citizen participation. Election of Officers for 1988/89 Board By-laws state election of officers shall be the first item of business at the regular September meeting. John Rabun was elected president; Cathy Mulcahy was elected vice president; and Roger Tarum was elected secretary. All were unanimously elected to office. Presentation of the Trail System Superintendent of Park Planning and Development Randy Balok introduced his staff: Craig Foreman, Civil Engineer, and Leslie Beckmann, Park Planner. To update the Board members on the trail system, Randy opened the program with a background on the trails and the 1974 Open Space Plan and explained the acquisition of land for the Poudre and Spring Creek Trail Systems. He then turned the program over to Leslie, who showed slides of the present trail and explained the construction phases of the project. She mentioned that the majority of the Foothills Trail was constructed by Volunteers for Outdoor Colorado. She also noted that in the future we will build 10 ft. wide trails instead of 8 ft. wide. She then turned the program over to Craig who explained where we are going from here with the trails. The main focus at this point is the construction of a tunnel under College Avenue with construction beginning this fall. The Board expressed their appreciation of the update and Elery Wilmarth asked that Randy, Craig, and Leslie give the Board a quarterly update on the trails. All Board members agreed and staff will coordinate. Security Issues on the Trails. Parks. and Recreation Facilities Fort Collins Police Sergeant Jim Broderick, Selective Enforcement Unit, spoke to the Board about security issues on the trails and parks. He said that his special force consists of six officers. He said their main focus this summer was to enforce no alcohol in the parks. Since we have issued a curfew in the parks, their job has been much easier. With regards to the Parks and Recreation Board Minutes September 28, 1988 Page Two patrolling the trails, he said the force performs routine checks as time permits. After much discussion, the Board asked that a news article be published showing officers on the trail. The Board felt that the intermittent visibility of police on the trails would help security issues. Officer Broderick agreed. Request for Support from the Fort Collins Convention and Visitors Bureau Assistant to the Director Jerry P. Brown said that staff had sent the Board a copy of a letter from John Dowd, President of the Fort Collins Convention and Visitors Bureau informing the Board of the building of a visitors bureau at the north end of the city (across the street from Anheuser-Busch). Bob Aukerman said that the Board should respond in writing that we endorse this project. Staff will prepare a memo and have President John Rabun sign it. EPIC Advertising Policy Status Recreation Superintendent Jean Helburg opened discussion by giving the Board a background on the EPIC advertising policy. She said that this is going back to Council for their decision next week. She explained that staff is preparing three options as follows: Option 1 states that advertising of alcohol and tobacco is prohibited in Parks and Recreation facilities. Option 2 states that advertising of alcohol and tobacco is acceptable, and Option 3 states that the Corporate name will be allowed for example "Anheuser-Busch" and "Adolph Coors" are acceptable corporate names, but "Budweiser" or "Coors" would not be acceptable. Jerry read to the Board the minutes of their meeting of February 1988, where the Board stated that they are making a business decision and not a moral decision. At that time, the Board voted 6:1 (Karen Schubert voting no) to accept the revisions to the advertising policy to allow alcohol advertising within the specific guidelines as proposed by staff. After much discussion, the Board voted 5-1-1 to accept the third option (John Rabun, John Barnett, Ann Schroeder, Roger Tarum and Bob Aukerman voted yes; Karen Schubert voted no, and Elery Wilmarth abstained because he felt the Board was not asked by Council to recommend one of these options). The Board would like to go on record that they support the corporate name only in advertising, but do not support the advertising of alcohol or tobacco in public facilities. The emphasis is on reducing public expenditures to maintain quality facilities and programs. Only advertising which enhances programs and facilities should be permitted. Other Business Jerry advised the Board that the director's position has not been filled yet. The seven candidates interviewed last week and Cathy Mulcahy was the only Board member who came to the reception to meet the candidates. There Parks and Recreation Board Minutes September 28, 1988 Page Three are six candidates with strong Parks and Recreation backgrounds and Mike Powers, Employee Development Director, who does not have a Parks and Recreation background, but does have a strong management background. Board Members and Staff Comments and Reports Bob Aukerman wants it to go on record that he feels it would be a tremendous disservice to the community if a director was chosen who does not have a Parks and Recreation background. Jean introduced Janet Robinson, Recreation Specialist, who is taking Barbara Schoenberger's place at the indoor pool.
