CITY OF FORT COLLINS
PARKS AND RECREATION DEPARTMENT
PARKS AND RECREATION BOARD
The dinner meeting at the Marriott Hotel was called to order at 7:40 p.m. by
President Cathy Mulcahy. Newly appointed (July 1, 1989) Board Member Mary Ness
attended the gathering briefly to meet the Board and staff, but couldn't stay
for dinner or the meeting. The other two newly appointed Board members Rene'
Clements Cooney and Bob McCloskey, Jr. both attended the meeting.
Agenda Review: No changes to the printed agenda.
Minutes: The minutes of the regular meeting of May 24, 1989 were approved
unanimously (6-0) on a motion by Roger Tarum, seconded by John Barnett.
Citizen Participation: No citizen participation.
NRA Recommendation: Subcommittee Members John Barnett and Karen Schubert
reported their recommendations on the Cache La Poudre River National Recreation
Area Study. Their report elaborates on this one-time unique opportunity to
secure a federal partner for the development of the Poudre River for recreational
use. City Planner Kari VanMeter explained to the Board that if this NRA is
developed, the biggest impact would be on the Parks and Recreation Department
and that should be a factor in the Board's decision in their recommendation.
After much discussion, the Board on a motion by John Barnett, seconded by Karen
Schubert, voted unanimously (6-0) to endorse the NRA for the Cache La Poudre area
from Taft Hill Road to the Weld County Line.
Other Business
- Jerry P. Brown asked the Board if they had a chance to review the letter Randy
Balok sent them regarding the request for a bike trail in the northern part
of the City. He said that we are not the only City agency working on this
issue. Cathy Mulcahy said that she thinks the handicap issues Mr. Beaucamp
brought to the Board last month have merit and should be addressed.
Board Members and Staff Comments/Reports
Jean Helburg thanked the Board for their application to the National
Recreation and Parks Association C-BM nominating her for the Professional
Excellence Award. The Board unanimously agreed that the nomination is well
deserved.
Cathy Mulcahy welcomed the new Board Members Rene' Clements Cooney, Mary
Ness, and Bob McCluskey to the Board.
She also thanked Ann Schroeder for her dedication to the Board for the past
eight years. Jerry Brown spoke on behalf of the Parks and Recreation Staff
stating that Ann's dedication and contributions to the community in her role
as a Board member have been greatly appreciated.

- Jerry Brown informed the Board that in the next packets they receive from
staff there should be a resolution from the Natural Resources Board regarding
the warming and greenhouse effects.
- Cathy Mulcahy attended the City Council meeting last Tuesday night and
accepted a proclamation from Mayor Bob Winokur proclaiming July as National
Recreation and Parks Month.
The meeting was adjourned at 9:40 p.m.
