HomeMy WebLinkAboutParks And Recreation Board - Minutes - 12/06/1989CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT PARKS AND RECREATION BOARD MINUTES: December 6, 1989 Vice President Bob Aukerman called the meeting to order at 7:04 p.m. President Cathy Mulcahy, Mary Ness, and Poudre R-1 Representative Keith Goosman called to say they would not be able to attend. Agenda Review: No changes to the printed agenda. Minutes: The minutes of the meeting of October 25, 1989 were unanimously approved on a motion by Elery Wilmarth, seconded by Bob McCluskey. Citizen Participation - No citizen participation Status of Poudre R-1 Athletic Advisory Committee Recreation Supervisor Dave Mosnik has been appointed to the Poudre R-1 Athletic Advisory Committee. He met with the Board to discuss the status of the committee. He said that the committee is compromised of various citizens interested in youth sports (grades 7 through 12) in the community. Dave's role in the committee is representative of Parks and Recreation and his involvement with youth sports. The committee will put together recommendations for the school board. Jerry P. Brown asked Dave to explain the newspaper article that stated that junior high sports will be dropped and Parks and Recreation would pick up the programs. Dave said that is not true and that the City would not be able to fulfill these requirements economically and because of the shortage of facilities. Karen Schubert said her biggest concern is the rumor to make the junior high sports intermurals. Dave said there is controversy over that issue. At the last meeting the committee made it clear that they felt it was wrong to cut the district athletic director's position. Roger Tarum asked what the biggest coordination between Parks and Recreation and Poudre R-1 is? Dave replied that the coordination of facilities is our major tie. They use some of our baseball fields, soccer fields, and pools, and in turn we use their gyms. Park Planning and Development Superintendent Randy Balok said his division's interest with Poudre R-1 is coordination of new schools and neighborhood parks adjacent. Bob Aukerman thanked Dave for his report and asked him to keep the Board informed. Review and Approval of 1990 Parks and Recreation Board Work Plan Jerry asked the Board to review the plan that was mailed to them last week. John Barnett asked what is the tree resources plan? Mike Powers answered that it is a grand master plan for City -owned trees. Bob McCluskey suggested a meeting with the Natural Resources Board during a month when a light agenda is planned so that the two Boards would meet. The Board thought the Timberline Road improvements should be added to the bottom list. Elery suggested that we have joint meetings with the County, Greeley, and Loveland. John Barnett agreed with Elery. John's recommendation is to have coordination of the Boards in the tri-cities area. Bob Aukerman thought it would be an important issue to add to Parks and Recreation Board Minutes December 6, 1989 Page Two a lean night. Elery asked if the Board could see the budget prior to June. Mike said that he would like the Board to review the supplemental requests for budget prior to submitting. On a motion by John Barnett, seconded by Karen Schubert, the Board unanimously (7-0) accepted the workplan as altered. Review and Approval of Five -Year Trail Plan Report At 8:00 p.m. the Board, on a motion by Bob McCluskey, seconded by Roger Tarum voted (6-1) with Elery Wilmarth opposing, to adjourn to an executive session for discussion of land purchase and land acquisition for potential trail expansion. The Board re -convened at 8:40 p.m. The Board, on a motion by Elery Wilmarth, seconded by John Barnett, voted unanimously (7-0) to recommend to Council that they reallocate resources City-wide to accelerate the completion of the trail system within three years instead of five years. Other Business Jerry distributed a copy of the Cable 27 schedule because CLRS has produced a pilot video that will be aired this month. The show will be shown on Wednesdays and Saturdays hourly beginning at 7:00 p.m. Mike said the objectives are to market what we do, image, and to get a communications tool for our employees for recognition of what we do. Mike asked the Board to critique this pilot and make suggestions. This will be discussed at our next meeting. Discussion of the Condition of the Computerized Recreation Registration System: Recreation Superintendent Jean Helburg said the system is a five- year -old system that was written in an old language and no one in the City knows how to fix it if it goes down. The support documentation was written by an employee in ICS (City's Computer Department) who no longer works for the City. The Recreation Registration system will be part of the 1991 budget plan and a needs analysis will be performed in 1990. Board Members and Staff Comments Jerry said there will be an open house at 281 North College Friday, December 15 from 3:00 to 5:00 p.m. This will be the new location for staff in April. Board Members are invited to attend. Jean said Christmas at the Farm has begun. There is a Christmas tree lot, hay rides, crafts for sale, and Santa's visits. "Winter Wishes", this year's Christmas ice program at EPIC, will feature four performances by 250 participants in our programs. This year Paul Wylie will be performing at all programs (Friday, December 15, through Sunday, December 17). Parks and Recreation Board Minutes December 6, 1989 Page Three - Jean said that this year Parks and Recreation is taking messages for Santa. If you, or your children need to talk to Santa, you can leave a message for him at 221-6640. Santa will return your call. - Christmas lights are up at the Farm, Lincoln Center, and the Christmas Village at Library Park (to benefit the American Cancer Society). The Forestry Division staff has put up the lights at these location.
