GOLF BOARD
MINUTES: Regular Meeting - August 16, 1989
The meeting was called to order at 7:30 p.m. sharp by President Roger Sample.
Alternate Member Alan Bednarz was granted voting status in the absence of Terry
Gilmore.
Newly appointed Board Member Cathy Fromme was unable to attend the July meeting.
President Sample welcomed her to the Board, and all Board members and staff
present introduced themselves to her.
Agenda Review: No changes to the printed agenda.
Minutes: The minutes of the regular meeting of July 19, 1989 were approved
unanimously, as submitted, on a motion by Iry Wilson, seconded by Steve Jouard.
Citizen Participation: Henry Fry from the Collindale Men's Golf Association
questioned the status of the Capital Improvements/Enhancements committee created
earlier this spring. Jerry P. Brown said that the first meeting of the committee
would probably be held in late September or October.
1990 Fees and Charges
Staff previously distributed a report and recommendation for 1990 Golf Fees and
Charges. The staff proposal was prepared using the existing fee structure and
fee philosophy policy. Jerry said that the proposed fees keep up with our basic
costs and inflation in Operating Expenses. The Board approved this approach for
1990 in a vote of 6:1 at their February 15, 1989 meeting. Jerry noted that there
was some suggestion that if significant changes were to be made to the fee
structure that it would be appropriate to solicit public input and discussion
and any changes should be made starting in 1991.
Iry Wilson suggested we should limit Senior Citizen Annual Passes to week days
before 3:00 p.m. only. Dick Zubradt said the idea appealed to him, but wondered
if the cost of the pass would be the same. Roger Sample identified the need to
increase revenues and suggested perhaps it is becoming the time to add a
surcharge to the annual passes. Jerry said if passes are restricted or changed
that perhaps we shouldn't first single out seniors, and he still feels that
public comment/input should be made before we initiate any significant change.
Alan Bednarz questioned when we should take action, and said it seems as though
the issue should be addressed within the broad framework of annual passes, per
se.
Jerry noted that the proposed 1990 Green Fees for 9-holes will go up to $6.75
from $6.50 (3.8%) and for 18-holes to $11.50 from $11.00 (4.5%), which are fair
and competitive prices in the market place, and will provide us with the
necessary operating revenues to properly manage. Jerry also said that the
proposed 1990 Annual Pass rates will increase 4.8% for Single Adults from $315
to $330. The other annual pass rates will increase proportionately based upon

our formula of charging Students/Seniors/Spouses 75% of the Adult rate, and
charging Juniors 50% of the base Adult rate. All other fees and charges,
including Golf Car Rentals, Tournament Fees, Locker Fees, Surcharge Fees, and
Miscellaneous Fees will remain the same as 1989 rates. After further discussion,
the Board, on a motion by Steve Jouard, seconded by Alan Bednarz, voted
unanimously (7:0) to approve the 1990 Golf Fees and Charges as submitted by
staff, and recommend the same to City Council.
Committee Appointments
Jerry requested that two Board members review the renewal of the agreements with
the two Golf Professionals prior to final review and approval by the full Board.
Both agreements expire December 31, 1989. Jerry is suggesting renewal for a
period of two years. Steve Jouard and Dan Preble volunteered to serve on this
committee.
Jerry also requested two Board members serve on the City Park Nine Snack Bar
Concession Bid committee. Other members of the committee will be representatives
from the City Park Nine Women's Golf Association, and a fourth member selected
from the general golfing public at City Park Nine. Opal Dick from Purchasing
and Jerry will also serve on the committee. Dick Zubradt and Roger Sample
volunteered to serve on this committee.
Earlier during discussions on fees and charges, it was agreed to form a Fee
Structure Committee. Jerry recommended at least one if not more citizens/golfers
be included on this committee. Jerry will advertise for citizen/golfer
volunteers to be appointed by the Board at the September meeting. Alan asked
about the time frame and Jerry suggested that the committee recommendations to
the Board should occur no later than next March, with final Board approval no
later than May. Iry Wilson, Cathy Fromme, and Alan Bednarz volunteered to serve
on this committee.
Other Business/Comments
- Jerry suggested that the Golf Board annual dinner/event be held on Sunday
afternoon, September 17, at Collindale, using the same format as last year
at City Park Nine. We will invite John Drescher and Tom Skillman as our
special guests. There were no objections.
- Dick Zubradt noted that the High School Golf season has begun and he stated
he has had problems getting enough tee times to accommodate all the kids
trying out for his team at Rocky Mountain High. He said he needs the extra
tee times (more than our existing policy of no more than three consecutive
tee times) for only one week until cuts are made. Dick said one of our
unwritten rules has been to allow only one high school per course, per day,
but this doesn't always work out. Jerry noted that if we expand our policy
to meet the needs of the high schools we are subjecting ourselves to some
additional revenue losses. Dick said that we should not turn away kids

because of a few dollars. Board members generally agreed we should try and
accommodate the needs of the high schools. Jerry asked Dick to get together
with Teri Loney of Poudre High and Mark Crabtree of Fort Collins High and
prepare a request with their needs. Staff will work out a solution.
- Neil Johnson asked Dick to please remind the other Golf coaches to instruct
their kids on proper golf etiquette, and to replace all divots and fix all
ball marks.
- Jerry reviewed the correspondence including the letters of approval to CSU
for usage of golf cars at football games and for usage of Collindale on
October 28 for a cross-country meet. He also noted the story in the August
10 "Triangle Review" on slow golf play that we wrote. Jerry also briefly
reviewed the financial and statistical reports through July 31.
Iry Wilson made a motion to adjourn, which was seconded. The vote was unanimous,
and the meeting was adjourned at 8:43.36 p.m.
