MINUTES -- REGULAR MEETING

The meeting was called to order by Don Morgan, President. The minutes of the
September meeting were approved as distributed. Mr. Morgan distributed copies
of a letter to him from Laurie Thomsen, former Children's Librarian, and, also,
copies of a letter Ms. Thomsen had written to Mike Powers, Employee Development
Director for the City of Fort Collins. He asked if board members had comments
on the letters. Tom Sigl asked for information on the other person mentioned
in the letter. Mr. Morgan explained that Elsie Mannon, a long-time employee,
had taken early retirement as of September 1. Mr. Morgan said that he felt
Ms. Thomsen's letter was an attempt to justify the timing of her resignation.
He said that he doesn't understand but that that is beside the point for she
is gone and someone else is coming. Christine Kneeland asked about the process
of filling the two Children's Area positions. Larry Webber, Library Director,
explained that 24 city positions are vacant and on hold because of the hiring
freeze. In the interim, Jane Davis, Assistant Library Director, is acting as
Children's Librarian.
Larry Webber reported that the Larimer County Bookmobile is now repaired and
operating. He also said that the effect of the borrower fee for out of city
residents upon the bookmobile program had not yet been assessed. He also
announced that the Friends of the Library have won the Colorado Library Asso-
ciation Benefactor Award for 1982. The award will be made at the Awards Banquet
at the annual meeting to be held October 21 and 22 in Aurora.
Mr. Webber and Kathy Murphy, Adult Services/Media Librarian, will be attending
the High Plains Council Meeting in Fort Morgan October 27.
The statistical report for September 1982 was distributed as were copies of the
ordinances dealing with the Library Board that were revised by City Council in
September.
Results of the Larimer County Library Survey done by the Larimer County Library
Services Board were distributed. The survey forms were tabulated by Ted Schmidt
of the Estes Park Public Library.

Larry Webber reported that he had participated in the CSU Jogathon to raise
money for the library. He completed twenty laps.
Under new business, the Library Board discussed at length the resolution setting
a borrower's fee for non -city residents which the City Council had voted on
favorably on October 5.
Library Board President Don Morgan stated that he and Lloyd Spawn, Board Vice-
president, were very surprised at the action. They had met with the City
Council earlier in the summer and emphasized the needs for the library book
budget. There was some discussion that statistics presented at that time did
show that Larimer County was not paying a fair share for library service but
at that time emphasized that a fee for non -City residents should be a last
resort. Negotiations on funding were not productive at a joint meeting of the
Fort Collins City Council and the Larimer County Commissioners on September 28
but neither Library Board members or staff members were asked whether they
wanted a fee for next year. The board members voted to write a memo to the
City Council pointing out the lack of Library Board input on the borrower fee.
Dave Bagge, Library Circulation Supervisor, reported that no libraries in this
geographic area having a 3-M Theft Detection System had a policy on what action
should be taken against people caught in flagrant thefts. These people could
be prosecuted, Library Board suggested that staff members come up with a policy
and make members aware of it at the next meeting.
Board members asked Board President Don Morgan to write a letter of congratu-
lations to the Friends of the Library in recognition of the group having won
the CLA Benefactor of the Year Award for 1982. Larry Webber, Library Director
will get information on the award to the Fort Collins newspapers.
