PUBLIC LIBRARY BOARD
MINUTES -- REGULAR MEETING
NOVEMBER 9, 1982 -- 7:00 p.m.

The meeting was called to order by Don Morgan, President. The minutes of the
previous meeting were approved as distributed.
The board members wished Larry Webber well in his new position as Librarian.
Mr. Webber thanked them and said that he was very much looking forward to the
change.
Jane Davis, Library Director, reported that the professional position in the
Children's Area would be advertised immediately. The new Children's Librarian
would then fill the other position or positions.
Larry Webber reported on the High Plains Council meeting held in Fort Morgan
October 27. The representatives from the public libraries met in the morning
and the full Council met in the afternoon. Of the eighty-four members of the
Council, only thirty-two were present.
Mr. Webber also reported on the Colorado Library Association annual conference
held in Aurora October 21-23. Emily Wilmarth and John Power from the Fort
Collins Friends of the Library attended the awards banquet accepting the Colo-
rado Library Benefactor of the Year award for the Fort Collins Friends group.
John Power reported that the Friends of the Library made $6,120 on their annual
book sale. Dennis and Jan Schweitzer were in charge of the sale and did a won-
derful job. Seven hundred boxes of books were collected for the sale. That is
about 20% more than last year.
The statistical report for October 1982 was distributed.
Under old business the non-resident fee situation was discussed at length.
Library board members asked the Board President, Don Morgan, to write to the
Mayor and City Council offering their help in negotiating the fee situation
with the Larimer County Commissioners.

Library board members suggested looking on the bookmobile operation as a
separate entity in relation to the borrower's fee. Non -city residents may
use the bookmobile collection without paying a fee but not the main library
collection. Jerry Johnson moved and Sarah Bennett seconded the motion to
recommend to the City Council that the library borrower's fee for out of
Larimer County residents be $25.00. The motion carried. The Library Director
will communicate this recommendation to City Council in a timely manner.
Copies of the library's staff's theft guidelines were distributed to board
members. Jane Davis announced that David Bagge, Circulation Supervisor,
would be attending a seminar on dealing with shoplifters offered by the
Fort Collins Police Department.
Under New Business, Jane Davis announced that the staff Christmas party will
be held in the Delatour Room on December 15. A potluck luncheon will begin
at noon and extend into the afternoon. The staff hopes that members of the
Library Board will be able to join them.
Before adjournment Board President J. Don Morgan expressed gratitude to
Larry Webber for his years of service to the Board.
