The meeting was called to order by the President, Lloyd Spawn. The minutes
of the March 1984 meeting were approved as distributed.
Jane Davis read a letter from Lisa Blankenship, Secretary, Loveland Public
Library Board of Trustees, announcing that the April 12 meeting of repre-
sentatives of the public libraries in Larimer County had been postponed and
would be held at 7:00 p.m. on May 10 at the Loveland Public Library. Jane
Davis and Lloyd Spawn will attend that meeting from the Fort Collins Public
Library.
Mark Roloff, an inteen with the City Manager's Office, presented a group
of slides showing the capital improvements package to be funded by a quarter
cent increase in the city sales tax. This issue is on the ballot at the
May 1 city election.
The library director distributed the statistical report for March 1984. Total
materials circulation for March was highest in the library's history. Mrs.
Davis also reported that gifts for the 1984 summer programming for children
had been received from the Fort Collins Friends of the Library, Knights of
Columbus, Woodward Governor Trust, Alpha Delta Kappa Phi, Unit #4, American
Legion Auxiliary and Fred and Judy Bodenham. The Friends of the Library
have also committed an additional $500 to the newspaper microfilm replace-
ment project.
Under Old Business Don Morgan moved that the Library Board endorse the passage
of the quarter cent sales tax for capital projects on May 1. Jerry Johnson
seconded the motion. It carried. Mr. Spawn asked Mrs. Davis to write to
Mayor Horak informing him of the Board's support with copies to the news media.
Mrs. Davis reported that Darek Johnson had been hired to coordinate outreach
services for this library and the Loveland Public Library. She also reported
that Larimer County will submit an amended contract for library services to
out of city residents. The original contracted amount of $37,806 will be
reduced by about $9,500 because of a mathmetical error in figuring the payment.

Amended contracts will also be sent to Estes Park and Loveland Public Libraries.
Also under Old Business the board members asked Mrs. Davis to again remind
the Streets Division of the City that stripping lines for parking around the
library need to be repainted.
Under New Business Mrs. Davis reported that 1985 budget preparation was under
way. Excluding the book budget and salary costs, the 1985 target budget
allowed only a 3 percent increase over 1984. The 1985 proposed budget is due
May 11. The Children's Summer Program 1984 will begin June 11 and run through
August 11. School visits to publicize the activities are now being set up
and the calendar of events is being printed.
The Volunteer Tea, held annually to honor library volunteers, is scheduled for
2:00 p.m. on May 9.
Board members asked that the library director write a letter of support from
the Board for a grant proposal to the Colorado State Library for funds to
establish a circulating videocassette collection. This is a cooperative grant
with the Estes Park and Loveland Public Libraries.
Board President, Lloyd Spawn, reported that the Exchange Club, of which he is
a member, is willing to place in the library a permanent display entitled
"Freedom Shrine." There are currently two such displays in Fort Collins - one
in the Larimer County Courthouse and one in Poudre High School. Board members
and staff members should try to view one of these displays before the May
meeting.
The meeting was adjourned.
Respectfully submitted,
Jane B. Davis, Secretary Pro-tem
