PUBLIC LIBRARY BOARD
MINUTES -- REGULAR MEETING
MAY 8, 1984 -- 7:OO p.m.

CITY COUNCIL REPRESENTATIVE -- Barbara Rutstein.
The meeting was called to order by the Vice-president, Christine Kneeland.
The minutes of the April meeting were approved as distributed.
Jane Davis, Library Director, read parts of a letter from Esther McCrumb,
Past Chairman, Association of High Plains Public Libraries, encouraging board
members in the High Plains Library System to get involved in the System and
the Association of Public Libraries within it.
Ms. Davis distributed copies of the May Friends of the Library Newsletter.
In it are listed the organization officers for 1984-85 and a complete listing
of the membership.
Under Old Business, Ms. Davis reported to the Board that she would be attending
a meeting of those involved in the quarter -cent sales tax projects on Thursday,
May 9. At that time the projects would be scheduled over the five year life of
the tax. Board members expressed a strong desire to see the library remodel
project included in the first year.
There was limited discussion about the Freedom Shrine since not all the board
members had had an opportunity to view the ones in place at Larimer County
Courthouse and Poudre High School.
Jane Davis reported that she had spoken to Sylvija Widmer, City Budget Officer,
and to John Arnold, City Manager, about the error in the Larimer County Contracts.
Both of them felt that the problem should be corrected this year even though
the revised contracts would mean less revenue for the City. Nona Thayer, Larimer
County Commissioner, will be sending revised contracts with a cover letter to
each library agency affected.
Jane Davis and Robert Holzfaster reported on the 1985 proposed library budget.
The completed budget materials are due back in the City Budget Office on May
11. Copies will be distributed to the Library Board at the June meeting. There
was considerable discussion of the fact that the book budget is, and has been

since 1974, funded from federal revenue sharing monies. Board members feel
this is "soft money" and may disappear. Councilmember Rutstein said she
would discuss this and other library needs with members of the City Council'.
Jane Davis distributed copies of the children's summer programming calendar.
She also reminded board members that the annual tea for library volunteers
would be held May 9.
Sarah Bennett announced to the group that the June meeting would be her last.
She has been a board member for twenty years but her current term has expired
and she will not be eligible for reappointment.
The meeting was adjourned.
