HomeMy WebLinkAboutLibrary Board - Minutes - 08/08/1984C I T Y O F F O R T C 0 L L I N S PUBLIC LIBRARY BOARD MINUTES -- REGULAR MEETING AUGUST 8, 1984 -- 7:00 p.m. BOARD MEMBERS: Lloyd Spawn, President Christine Kneeland, Vice-president Jerry Johnson Don Morgan Polly Walters Tom Sigl Catherine Fine PRESENT: LIBRARY BOARD -- Lloyd Spawn, Don Morgan, Jerry Johnson, Tom Sigl, Polly Walters, Catherine Fine; LIBRARY STAFF -- Jane Davis, Robert Holzfaster. The meeting was called to order by the Library Board President, Lloyd Spawn. The minutes of the June meeting were approved as distributed. Catherine Fine, newly appointed Alternate Member, introduced herself to those present and they introduced themselves to her. Jane Davis, Library Director, read a letter from Board Member Polly Walters which was received a day or so after the June meeting. Ms. Walters, who could not attend the June meeting, had intended the letter to be read at the June meeting - Sarah Bennett's last after twenty years on the Library Board. Lloyd Spawn, Board President, asked Ms. Davis to forward the letter to Mrs. Bennett, Jane Davis distributed the statistical report for July 1984. She pointed out that circulation of library materials was very high in both June and July. June 1984 circulation was, in fact, the highest month in the library's history. Mrs. Davis also reported that the summer programming for children was drawing to a close. Several hundred more children were registered for the program this summer. Ellen Willis, Children's Librarian, will give a complete report to the Board Members at the September meeting. Kathleen Murphy, Adult Services Librarian, will report to the group at the September meeting on 1984 adult book purchases in relation to the Collection Development Study done in Spring 1983 and in relation to the supplemental request for dollars for books funded by the City Council for 1984. Ms. Davis reported that her request for Community Development Block Grant Funds to repair curbs and sidewalks in Library Park had not been funded. However, she has met with Tom Hays and Mike Herzig from Engineering Services and Carol Osborne, Public Works Administrator, and has received verbal commitment that the project will be begun in 1984 and finished in 1985. • -2- Ms. Davis also reported to the group that next year's book budget will be funded from the General Fund of the City rather than Revenue Sharing Funds as has been true since 1973. Under Old Business, Ms. Davis reported that the library service contract with Larimer County had been amended by the Board of Commissioners and the City Council. The amended contract reduces the amount paid by Larimer County to the City of Fort Collins from $87,806 to $77,952. Ms. Davis reported that library directors from Fort Collins, Estes Park, Loveland and Wellington had met to work out their 1985 budget request to be sent to Larimer County. They based the funding request on the $8.05 per out of city user that had been the basis for 1984 funding and increased the funding for the smaller libraries by the same percentage. Outreach funds for each library were figured at 10% of the funds earmarked for reimbursement for ser- vices. Amounts requested for this library are $102,491 for library services and $10,249 for outreach. Glaser Associates, a local firm, has been contacted by Tom Frazier, General Services Director for the City, to begin preliminary design work for the library remodel project. Mr. Frazier hopes actual work on the project can begin in December or January. Under New Business, those present discussed the threatened lawsuit by Steven G. Francis, a local attorney whose library card had been cancelled for non- payment of fines. The various pieces of correspondence were reviewed. Board Members agreed that Mr. Francis' suit appeared frivolous. They also agreed that Jane Davis should meet with Kathleen Allin, Assistant City Attorney, and write a policy statement clearly outlining the circumstances under which borrow- ing privileges are revoked. This can then be officially filed with the City Clerk's Office. Jane Davis distributed brochures announcing the Creativity Conference the City is sponsoring at the Lincoln Center September 26, 27 and 28. Board members informally approved reciprocal borrowing with other public libraries in the High Plains Library System. The meeting was adjourned. Respectfully submitted, Jane B.
