PUBLIC LIBRARY BOARD
MINUTES -- REGULAR MEETING
OCTOBER 8, 1985 -- 7:00 P.M.

The meeting was called to order by the President, Christine Kneeland. The
minutes of the September meeting were approved as distributed. There was
no correspondence.
Larry Webber, Library Program Administrator/Media, gave the group a guided
tour of the newly remodeled Media Area. Jane Davis, Library Director, and
Robert Holzfaster, Administrative Aide III, gave the group a tour of the
newly remodeled office area.
Jane Davis reported the following facts concerning the 1986 materials
budget:
The revised 1986 Budget incorporates Council-s direction to
provide funding for Library books and related costs. A total
amount of $95,000 has been incorporated into the revised Budget,
and an additional $40,000 will be included on the 1986
Supplemental Request (Inflator) list for potential funding in
1986. The combination of these two amounts is equal to the 1985
Budget appropriation of $135,000 for this expenditure.
Following is how the $95,000 was made available:
Elimination of the first phase of a
computerized card catalog at the Library
(reduction of 1985 appropriation) $ 40,000
1985 Deflators at Library (no closing
down of facility) 10,000
1986 Deflators at Library (no closing
down of facility) 10,000

1986 Deflators in Information and
Communications Systems 5,000
Reduction of 1986 City Manager's
Contingency 30,000
Total for 1986 Library Funds $ 95,000
You will note that the Library's 1986 appropriations have
increased by only $85,000. This is because the Library will
divert $10,000 of previously recommended appropriations to the
book budget.
In future years' budgets, books and related costs will be
included in the Library's base budget.
Board members expressed appreciation to the City Council for their support
of the 1986 materials budget and are especially gratified that in future
budgets books and related costs will be included as part of the base.
Robert Holzfaster distributed the statistical report for September.
Jane Davis reminded the group that the annual Friends of the Library
Booksale will be held at Foothills Fashion Mall the weekend of October 18,
19 and 20.
Jane Davis reported on the first meeting of the Poudre R-1 Committee on
Hispanic Student Progress of which she is a member. The members of the
committee will be undertaking a survey of teachers, students and
administrators in the school district as their first activity.
Jane Davis also announced that the library staff had begun using an express
line at the Circulation Desk during busy times and that we will be adding
another terminal for use in making library cards at busy times after
January 1.
Under Old Business, Ms. Davis reported that the City Council was
comfortable with the library policy on videocassette selection. The
Councilmembers would like for library staff to find some way to make free
videocassette viewing available in the library in the future as money might
become available. Ms. Davis also reported that Junior Women's Club members
had met with library staff to develop the "Giving Tree" project. This will
become an ongoing gift book program. The club members on the committee,
which is chaired by Sue Renner, are now working on the publicity. The
program will get underway in four to six weeks.
Under New Business, the group discussed the City Boards and Commissions
attendance policy. Christine Kneeland, Board President, asked that members
of the Library Board call if they are unable to attend a meeting. She also
stated that regular attendance had never been a problem for this board.
Jane Davis distributed copies of a draft of an agreement between the City
and the Fort Collins Historical Society dealing with the historic photo
collection.

Christine Kneeland appointed an ad hoc committee made up of Catherine Fine
and Jerry Johnson to read the book Father Christmas, by Raymond Briggs, and
report on it to the full membership at the November meeting. A library
user has requested that it be moved from the Children's Area to the adult
shelves.
The Library Board will meet at 6:45 p.m. on November 12 for a short tour of
the newly remodeled meeting room.
