HomeMy WebLinkAboutBuilding Review Board - Minutes - 10/27/2005to. be approved by file Board at the December 16, 2005 Meeting FORT COLLINS BUILDING REVIEW BOARD Regular Meeting — October 27, 2005 A regular meeting of the Building Review Board was held on Thursday, October 27, 2905, in the Council Chambers of the Fort Collins Municipal Building at 300 LaPorte Avenue, Fort Collins; Colorado. BOARDMEMBERS PRESENT: David Carr Charles Fielder Leslie Jones Gene Little John McCoy Jim Packard Michael Smilie BOARDMEMBERS ABSENT: None STAFF MEMBERS PRESENT: Felix Lee; Biilding & Zoning Director Delynn Coldiron, Contractor Licensing Administrator Angelina Sanchez -Sprague, Staff Support AGENDA: 1. ROLLCALL The meeting was called to order and roll call was taken. 2. APPROVAL OF MINUTES Carr made a motion to approve the minutes from the September 29, 2005 meeting. McCoy seconded the motion. The motion passed. 3. Contractor Appeal, John Mason, dba Brentwood Renovation, License # D2-37, Case 23-05 Fielder explained the procedure for contractor appeals. Lee introduced the appeal. He stated that the appellant currently holds a Class D2 license and had appeared before the Building Review Board on numerous occasions seeking approval of project exemptions for small commercial tenant finish projects. He added that approval for these exemptions was granted and the projects were successfully completed. Next, Lee noted that the appellant had taken and passed the City's Class E (tenant finish) exam, but clarified that he has not completed a tenant BRB 10/27/2005 Pg. 2 finish project that has a value of $50,000 or more which is the last thing needed to enable staff to grant the Class E license for which the appellant has applied. Lee mentioned that the appellant has two possible projects pending including a removal of a commercial bathroom and some demo work in a commercial building and was seeking approval of a limited Class E license that would enable him to complete tenant finish projects up to $20,000 without having to seek approval from the Board on each occasion. Appellant addressed the Board. He noted -that be has extensive construction experience and that he's worked in construction since high school, mostly on the east coast. He added that in the east, the customers pull the permits which has made it difficult for him to get records for past jobs. In fact, appellant stated that after a year Ott -Aug to locate a client for a large job ($50,000) he completed, he finally was able to make contact and will pursue getting the last reference needed to meet the requirement for his Class E Iicense. Due to his pending projects, appellant requested that the Board approve a conditional license that would enable him to do tenant finish projects based on a maximum dollar amount of $20,000. There was some discussion regarding the proposed project dollar limit as well as the background of the $50,000 valuation limit included in the ordinance. Lee provided clarification. Little made a motion to approve a Class E license for projects up to a limit of $25,000. Carr asked for a friendly amendment to increase the project valuation limit to $30,600 which Little accepted. Jones seconded the motion. Vote: Yeas: Carr, Fielder, Jones, Little, McCoy, Packard, Smilie Nays: 4. Contractor Appeal, Mario Medina, dba Precision Roofing Lee introduced the appeal. He stated that Medina has applied for a roofing license and that he had taken and passed the City's roofing exam. He added that the appellant lacked a project from three years ago that demonstrates, as prescribed by ordinance, the he has three years of roofing experience which would enable staff to grant the roofing license the appellant was seeking. He noted that the appellant's information stated that although he does not have a project from three years ago, he has a number of referrals due to his employment with Tico's Roofing. Appellant addressed the Board. Medina stated that his roofing experience had come from the many jobs he's worked on during his employment. He noted that for the past year of his employment, he's been in charge of all aspects of the roofing company including sales, hiring, scheduling, supervision, customer relations/satisfaction, and fixing problems. Medina mentioned that he's been a part of Tico's Roofing business expansion and that during his employment their sales have tripled. He noted that he likes to do things right including getting permits and quality control and that he's never failed an inspection. Medina also mentioned that believes that he's ready to go out on his own and believes he has the experience needed for being a responsible roofing contractor. The Board asked for information on which jobs he's performed over the past two years. Medina named several. Medina also mentioned he's had specialized training in commercial roofing. He clarified that his most recent project was for the Light Center on South College. BRB 10/27/2005 Pg. 3 Little made a motion to grant Medina his roofing license contingent on his providing referrals from a couple of larger customers he has done work for over the past two years. Little stated that he thought it was important that the appellant's file reflect the depth of this experience. Fielder asked that the motion be. revised to reflect that based on his additional training the three-year experience requirement be waived. Little agreed Fielder seconded the motion. Vote: Yeas: Carr, Fielder, Jones, Little, McCoy, Smilie Nays: Packard NOTE: Staff asked for clarification on precisely what type of experience should be noted in the contractor file. Little said that approximately three letters from some of the large builders in town outlining the work Medina had done for them would suffice. 5. Contractor Appeal, G. Parks Marsh, dba Aardvarkl Carpentry, Inc., License D-494, Case # 25-05 Lee introduced the appeal. He stated that the appellant currently has a Class DI license which allows him to perform residential construction up to and including a duplex. Lee added that he is also allowed to do any work allowed under the miscellaneous and minor structures specialized . trade contractor license (to construct, repair, or demolish (a) detached structures such as shelters, storage sheds, playhouses, greenhouses, and gazebos; and (b) unenclosed structures such as open carports, patio covers, open porches, and decks. Any such work is further limited to one story buildings or structures not exceeding two hundred.(200) square feet in floor area and which contain occupancies limited to those classified by the building code as Group R, Division 3; Group S, Divisions 1 and 2; and Group U other than private garages). Lee noted that the appellant was seeking a one-time exemption that would enable him to perform a commercial tenant finish project. Appellant addressed the Board Marsh stated that he has the opportunity to complete a project for Anytime Fitness, located at 200 W. Foothills Parkway, which includes modifying a loft area in the building into a boxing training area and reworking existing bathrooms. He clarified that the job also includes converting a storagearea on the main floor into bathrooms and showers. He requested that the Board grant a project exemption to his DI license that would enable him to complete the proposed project for Anytime Fitness. Packard asked if he had projects similar to the scope of the Anytime Fitness project. Marsh noted his experience is more in the residential construction realm —including apartment building projects. He added that he was not pursuing a different license he only wanted a single exemption for this project. Lee noted appellant's fairly extensive project experience list showing the scope of his experience. Carr moved that a one-time project exemption to the Appellant's DI license be granted that would enable Marsh to complete the Anytime Fitness project. Packard seconded the motion. Other Business 2006 Work Plan Carr made a motion to approve the 2006 Work Plan (draft distributed prior to the meeting.) Packard seconded the motion.
