The meeting was called to order by Mr. Hagemeister.

LIBRARY/MUSEUM
Larry Webber said that with Charlene Tresner working with the Historical
Society and the photographs at the Library, there needs to be a clear disision
of labors on the handling of paper items between the Museum and Library.
Mr. Webber suggested that paper items of historical significance, that the
public would want copies of or access to, should be housed and catalogued at
the Library with the understanding that these are available to the MUseum
for display. Mr. Webber does not want the Library to be a collector of old
and rare books which cannot be made available to the public because of disin-
tegration by use. There is not room available in the Library for a ciosed room
for such purposes. He suggested that if a paper item were in such condition that
it would disintegrate, it should be microfilmed and the original put into the
Museum.
Mr. Hagemeister suggested housing items at the Library but also cataloguing
them at the Museum. Places like the Smithsonian ask how many items are owned
by a Museum and then rate the Museum by this number. It would also be in the
Library catalogue for people using the Library reference. Mr. Webber said
that related items already owned by the City and catalogued in the Library
could also be catalogued in the Museum for such ratings.
The Museum is moving toward having a climate control room. Manuscripts and
documents from the Library could be housed there. An agreement on policy of
handling historic material between the Library and the Museum is to be devel-
oped. A meeting will be held after October 20th with some of the Cultural
Resources Board, Larry Webber and Charlene Tresner.
There was discussion on the photograph project at the Library. It is going
well. The possibility of storing some of the framed photographs at the Museum
was mentioned and benefits of storing photos in or out of frames.
ELECTION OF OFFICERS
Mr. Hagemeister nominated Ross Loomis as chairman. Mr. Johnson seconded
the nomination and moved that nominations cease.

Mrs. Birky nominated Mr. Johnson as vice-chairman. Miss Trimble seconded the
nomination and moved that nominations cease.

Tha chairmanship was turned over to Ross Loomis and thanks was given to
Ray Dixon.
HISTORIC LANDMARKS ADVISORY PANEL
The Consultant position on the panel would be a paid position.
Discussion was held on the terms used to name the group.
The suggested list is a point of departure. It was suggested to have a real
estate person on the panel also. It must be understood that Avery House does
not stand separate from historic landmarks division, but is a part of it.
A work session will be held to discuss in more detail an advisory panel.
Ideas and documents for study will be pulled together and sent out to the
members of the Board before the work session.
Similar discussion must be had for the other divisions under the Cultural
Resources Board. These committees or panels would do the leg work and make
recommendations to the Board.
The suggestion was made to look at comparable Boards and advisory subcommittees
within the City and also a cultural board from another area to see how its
committees are set.
LINCOLN COMMUNITY CENTER/LIQUOR LICENSE
The Cultural Resources Board is to devise a set of guidelines for the
regulation of the sale of liquor at Lincoln Community Center. This to be approved
by City Council. It was said that if a special election was held in the Liquor
issue, the cost to the City would be $11,000. Mrs. Thexton will gather more
material for the Board to prepare this policy. The concessionaire's license
can be granted through the Arts Complex license to a non-profit organizations.
The Fort Collins Arts and Humanities Council has expressed an interest. The
Cultural Resources Board was neither registered for nor against the issue of
liquor at Lincoln Community Center, but as being in favor of freedom of choice.
A special work session will be held to prepare these guidelines.
MUSUEM
It was said that the written report on Museum progress is information for
the Board. It is a sample of what will be presented each month if the Museum
sub -committee is developed. The reports would come in time to be sent to
members of the Board before each meeting.
The temporary position of Ben Dixson ds Interim Classifier was explained.
145 people applied for the new position of Museum Manager.
GENERAL
Concern was expressed for the Board's goals; the goals must constantly
be kept in mind, and it must be remembered that the Boards role is an advisory
one. A thorough work session must be held in order to set up committees and
reorganize the systems of the Board for better efficiency.
