Cultural Resources Board- Pauline Birky/Kreutzer, Jack Curfman, Martha trimble, Ross Loomis, Jim Weitz, Colleen Cassell Absent; Ray Dixon Staff: Ellen Thexton, Brian Moroney, Edwina Echevarria 1, The meeting was called to order at 7:30 p.m, by Ross Loomis, 2, The minutes of the meeting of February 28,1979 are to be approved or corrected at the April 25 meeting, 3. The agenda was approved, 4, Staff Re orts & Re ort from CRB Chairman a,Museum-(1) Mr, Moroney reported that the months of Feb, and March have been outstanding as far as the visitation count is concerned. (2) A structural engineer has examined the Schoolhouse thoroughly; his report is forthcoming. (3) Mr, Moroney asked whether or not there is a policy for photographing Museum items for use in private advertising. Discussion followed on this question. b, Ellen Thexton reported that a proposal was presented yesterday to City Council.on Lincoln Community Center facility rental rate increases - 7% effective July 1, 1979 and another 7% effective January 1, 1980, Council approved the proposal, c. Ross Loomis reported that all chairpersons of citizen boards in the Community Services Department meet regularly with John McGraw. At the last meeting, the capital improvement tax issue was discussed. Capital improve- ment Tax Proposal B is being re-evalued. 5. Report from LCC_Guild (Mrs. Birky/Kreutzer a. Mrs. Birky/Kreutzer announced that the guild's executive committee has drafted guidelines and by-laws for the Guild and will present them to the Executive Board March 29, which will then present them to the Office of Cultural Affairs and then on to the City Manager and City Council for approval. b. Mrs. Birky/Kreutzer reported that the Women's Symphony Guild has asked the City Council to review the Fort Collins Symphony Orchestra and Colorado Festival Orchestra topic. Mr. Loomis asked Board members if they would like to make a formal statement on this issue and send it to City Council. The Board agreed that a statement was in order and that Mr. Loomis, Mrs. Thexton and Mrs. Birky/Kreutzer would prepare that statement, submit it to the rest of the Board for approval and then present it to Council before the April 10 Council meeting. Cultural Resources Board Meeting Minutes, March 28, 1979 6, An updated statement of CRB goals was given to the Board, Mr. Loomis asked for input and revisions so that the statement can be finalized, 7, The Board discussed preparing policy guidelines for LCC event scheduling. Jim Weitz and Pauline Birky/'Kreutzer agreed to be on a committee for this purpose, with an additional member from the Lincoln Community Center Executive Board to act as liaison, (A suggestion was made that eventually the CRB and the LCC Executive Board have a joint meeting,) 8, Mr, Loomi's handed out a memo which brought up the question of the Board taking a po5ttion on the continued subsidy of the Fort Collins Symphony Orchestra by the City, The Board discussed the memoy the general feeling was that the Board is not ready to make a statement on that topic and that it needs that ttem to come back to the Board for study from City Council (e, g., how and why cultural groups are subsidized by the City), The meeting was adjourned at 9;30 p,m, Respectfully submitted, Edwina Echevarrta, Secretary
