CULTURAL RESOURCES BOARD MEETING
Summary Minutes
May 23, 1979
7:30 p.m, Ludlow Rooms
Present:
Cultural Resources Board- Martha Trimble, Ross Loomis, Colleen Cassell, Ray Dixon
Jack Curfman, Jim Weitz
Absent: Pauline Birky/Kreutzer
Staff; Ellen Thexton, Brian Moroney, Mark Breimhorst, Vicki Sanstead, Edwina Echevarr
Guests: Frank Johnson, Bob Lee
The meeting was called to order by Ross Loomis.
1, The minutes of the meeting of April 25, 1979, were approved as written.
2, The agenda was approved, with some minor rearrangements,
3, Frank Johnson presented to the Board the Lincoln Community Center Guild
Executive Committee's resolution regarding authority on making operational
decisions in connection with the Lincoln Community Center to the LCC Guild.
Bob Lee presented the proposed LCC Guild By -Laws, Mr. Johnson and Mr.
Lee asked the Board to review the two items and have pertinent questions
ready at the proposed joint CRB/LCC Guild committee work session on May 30.
4, Staff Reports
A, Lincoln Community Center
(1) Ellen Thexton introduced Mark Breimhorst as LCC's Public Relations
Aide, who presented an advertising analysis of LCC-sponsored 1978-79
programs (Arts Series and special programs). He explained how he has
solicited ads for printed programs of LCC-sponsored events and how these
ads have paid for the programs, Also, the monthly LCC calendar is printed
at no cost by a local printing firm.
(2) Discussion centered around the newspaper article about LCC's cost
overrun,
(3) The "malicious mischief" in the lobby and in the dressing rooms
over the weekend of May 19 and 20 was discussed, A suggestion was made
that a "mandatory supervision of children" requirement be added to the
contract of appropriate LCC users.
(4) Ellen Thexton announced that the Daughters of the American Revolution
prints, with the DAR insignia in them, will hang in the Triangle Review
newspaper office (146 North College), by mutual agreement between the
DAR, the LCC Art Accession Committee and the Triangle Review. (The DAR
had offered the prints to the LCC,)
B, Museum
(1) Schoolhouse- Mr, Moroney presented the structural engineer's diagrams
of the Schoolhouse, which showed the basic defects and the unsafe conditions
which came about when the Schoolhouse was moved to and re -settled on
Museum grounds, Various suggestions were made to correct the defects,
such as: get an estimate on the cost to re -settle it correctly on its

foundation or take it apart piece by piece and put it back together,
Vicki Sanstead, the City's Renovation and Rehabilitation Specialist,
will examine the Schoolhouse and work with Mr, Moroney on how to solve
the problem,
(2) Photo policy - Mr, Moroney reported that he has checked with several
museums as to their policy on allowing outsiders to photograph the Museum
and parts thereof for advertising purposes, He and Ellen Thexton will
prepare a policy for the Fort Collins Museum and present it to the Board
at the June 27 meeting,
(3) Mr. Moroney reported that the Poudre Rl school district is cancelling
school tours because of the fuel shortage, A new way to get children and
other groups to the Museum (such as involving Transfort) needs to be
devised,
(4) The philosophy of how museum exhibits and storage areas and space in
general are best presented and utilized was discussed,
5, Vicki Sanstead asked to be on both the June and July agendas, Members of the
Old Town Merchants Association plan to bring a petition advocating local
designation for the Old Town Triangle District at the June 27 meeting, At
the July 25 meeting, Ms, Sanstead plans to bring the National Register
nomination for the residential Remington Street district and will recommend
to the Board that that district be locally designated,
6, Discussion and action on LCC task force.
Jim Weitz presented his five memos to the Board, each one concerning a
different or related LCC issue that the task force has studied:
A, High priority needs for effective scheduling, April 25, 1979,
B, April 26, 1979 Compatabilit_y of space at Lincoln Community Center
C, May 3, 1979 Pricing Structure
D, May 17, 1979 (1) Clarification of the distinction between revenue -
based events set ups Cu tuna fairs ice an commu m ty groin
E, May 22, 1979, Clarification of the role of the LCC Guild as a
citizen input group,
