Call To Order Called to Order by Acting Chairman Napheys at 7:45 p,m „ City Council Chambers, 300 W. LaPorte. II. Approval of N,',nutes Commission Memnber Don Lambert moved approval of the July 14, 1977 Annual Meeting minutes. Commission Member Kelsey Smith second the motion and the minutes ware approved 5-0. Ayes: Ben Napheys, Gloria Hershberger Kelsey Smith, :Don Lambert, and Bob Zimdahl. Nays: None. IV. Election of V`ficers A. Chairperson Commissio-, Member Hershberger nominated Ben Napheys for Chairman, Commission Member Kelsey Smith second the nomination. With no further n_nminations, Commission Member Zimdahl moved that nominations be closed. Commission Member Lambert second the motion and Ben Napheys w=-s elected Chairman by a vote of 5-0. Ayes: Gloria Hershberget� r, Kelsey Smith, Don Lambert, Bob Zimdahl, and Ben Napheys. Nays: No-ae. Human Relations Commeion • Minutes of the 8/11/77 Regular Meeting Page Two B. Vice Chairperson Commission Member Hershberger nominated Commission Member Shoemaker for Vice Chairman, Commission Member Kelsey Smith second the nomin- ation, With no other nominations, Commission Member Zimdahl moved that the nominations be closed. Commission Member Lamber second the motion, and Commission Member Shoemaker was elected Vice Chairman by a vote of 5-0, Ayes: Ben Napheys, Gloria Hershberger, Kelsey Smith, Don Lambert, and Bob Zimdahl, Nays: None, C. Secretary Commission Member Napheys nominated Commission Member Hershberger for Secretary, Commission Member Kelsey Smith second the nomination. With no other nominations, Commission Member Kelsey Smith moved that nominations be closed, Commission Member Lambert second the motion and Commission Member Hershberger was elected Secretary by a vote of 5-0. Ayes: Ben Napheys, Gloria Hershberger, Kelsey Smith, Don Lambert, and Bob Zimdahl. Nays: None, Police -Grievance Procedure John McGraw stated that Assistant City Attorney Lucia Liley has indicated that the Police -Commission Relations Committee had met the - previous week and had confirmed the following:_.._-_ 1) A complaint must be filed within 30-days of the alleged incident. 2) There will be no misdemeanor charge for the filing of an erroneous complaint. 3) The polygraph test will be used only as a last resort--(e.g.-in a factual conflict situation), and if it is used, both parties shall be required to take the test.- (If the Complainant refuses to take - the polygraph -when requested, the case is dropped. If the Police Officer refuses to take the poly) raph when requested, he/she is subject to a possible discharge. The final draft of the procedure will go to City Council late in September for approval. At that time, the necessary Human Relations Commission By-laws amendment will be included. The Committee requested that there be one representative from the Human Relations Commission at the presentation to City Council, The Committee further requested that the Human Relations Commission write a letter of support for the procedure, - Norman Wynn, Executive Secretary of Support Your Local Police Committee, urged the Human Relations Commission to favorably consider the proposed Police -Grievance Procedure. Human Relations Common Minutes of the 8/11/77 Regular Meeting Page Three - Commission Member Zimdahl requested that a final draft of the proposed procedure be mailed to the Human Relations Commission members and that John McGraw draft a letter of support to be considered for approval at the next meeting, Commission Member Hershberger moved that the Human Relations Commission not act on the adoption of the suggested police -grievance procedure at this meeting, but that it be an action item for the September meeting, after receiving the final draft with the amendments from Assistant City Attorney, Liley. Commission Member Zimdahl second and the motion passed 5-0. Ayes: Ben Napheys, Gloria Hershberger, Kelsey Smith, Don Lambert, and Bob Zimdahl. Nays: None. VI. Larimer Human Resource Board Commission -Member Napheys gave a brief background on the activities of the Larimer Human Resource Board, indicating that the Board is respon- sible for recommending the expenditure of approximately:$150,000 in - revenue sharing funds. Prefinal funding recommendations will be made August 22, Final funding recommendations,- following the hearing of agency appeals, will be made September 6, 1977. VII. Annual Report and Goals and Objectives -- A. There was discussion regarding the title of the Human Rights Administrative Rules manual. Commission Member Zimdahl moved that the Human Resource Commission approve the annual report as submitted. Commission Member Kelsey Smith second and the motion passed 5-0. Ayes: Ben Napheys, Gloria Hershberger, Kelsey Smith, Don Lambert, and -Bob Zimdahl.- Nays -None.- B. Goals and Objectives Proposed goals and objectives were distributed. Commission Member - Hershberger moved that endorsement of the proposed goals and objectives be on the September meeting agenda, Commission Member Lambert second and the motion passed 5-0. Ayes: Ben Napheys, Gloria Hershberger, Kelsey Smith, Don Lambert, and Bob Zimdahl. Nays: None. VIII. Other Business A. Rosita Bachmann invited the Human Resource Commission to attend the public information workshops being given in conjunction with the Fort Collins Chamber of Commerce, in September on "Involvement '77; The Untapped Resources". Following is the schedule for these workshops: 10/11 - "Free Enterprise" 7-10 p.m. United Bank of Ft, Collins 10/13 "Equal Employment Opportunity" 7-10 p,m, United Bank of Ft. Collins 10/18 F "Citizenship" 7-10 p,m, Ft. Collins City Library Human Relations Comm* Minutes of the 8/11/7T Regular Meeting Page Four Rosita Bachmann suggested that the Human Resource Commission consider attending one of these workshops in lieu of their. regular October meeting. This will be discussed at the September meeting, B. Chairman Napheys requested that each member submit their preference for appointment to the following sub -committees: Standing Committees Special Committees 1. Education 1. Police -Community Relations 2. City Council Advisory 2. Handicapped Advisory 3. Fund Expenditure 3. Housing Improvement C. Commission Member Hershberger read the minutes from the Handicapped Advisory Committee meeting of August 8, 1977. (See Attached) IX. Adjournment Meeting adjourned at 8:45 p.m. 0 MIN=ITES OF THE HANDICAPPED ADVISORY COMMITTEE The Handicapped Advisory Committee to the Human Relations Committee met Monday evening, 8 Aug-ist 1977 at 7:20 p.m. at the Human Resources Bldg. The minutes from July's meeting were read and approved. Susan Jones had received a letter from Mr. Andrews from Denver stating that the Oakbrook Apartments will be remodeled according to the Committee's recommendations. This will mean lowering the kitchen counters and installing benches in the bathtu Ds, etc. The Committee is operating a booth at the Latimer County Fair from 4:00 - 6:00 p.m. from Saturday, 13 August to Tuesday, 16 August 1977. Ray Harper has made a film to make the public aware of the handicap. He will show this film, "Happiness Is" Thursday evening 11 August 1977 at 9:00 p.m. at his home. The Committee has received a complaint regarding the accessibility of a local doctor's office_ They referred the complainant to Rosita's Office. On the basis of this complaint they have organized a questionnaire on the accessibility to doctor's offices aid mobility within the office which will be sent to local doctors. Margaret Duncan of CSU wrote Dorothy Lasley asking her to please distribute the information of the current job opening at CSU. They would prefer a handicapped person for this job. Several of the members met with Mr. Parsons of the City Engineer's Office to discuss the curbing of sidewalks. There is at present no standard curbs for the subdivisions. Mr. Par -sons suggested that the Committee write letters to his office complaining about the curbs and he will forward them to City Council. Several members will meet wits the city Engr. and Chief Smith at their regularly scheduled meeting. There will be cl`_nics in September in Greeley, Denver, Colorado Springs, and Grand Junction to im;-ement 504 in Colorado. The meeting adjc srned at 8:35 p.m.
