Develop an extensive volunteer recruiting and training program. 3. Conduct a comprehensive needs survey, largely consumers and families. 4. Provide ongoing ADA and disability awareness trainings to all Recreation staff. The group wants the Board to support their recommendations/program, and offered to serve as advisors if requested. Marilyn Barnes asked why #3 and #4 could not occur before #1 and #2, and Joan stated it will take a specialist to set the other aspects into motion. Diane Thies said that our existing Baseball for All program is good, but the volunteers really don't know how to let the kids play, which indicates to her that a specialist is needed. Jean Helburg.stated that getting our staff trained is necessary. K-Lynn Cameron asked about adaptive equipment? Joan said some is expensive, and some is not. K-Lynn then asked if our City could consider a consultant, and Joan responded yes, but the City really should have at least one person on staff with the expertise needed to monitor and evaluate a consultant. Diane suggested the upcoming Parks and Recreation Master Plan update needs to include ADA improvements and costs and Recreation program costs. Eric Reno expressed concern as to long-term costs. K-Lynn and Rich Feller echoed his concerns, and requested that the group provide us with a document showing the costs, as well as discussions about the successes of the Boulder program and others. A five-year visionary budget plan and costs would be ideal to help sell this program to City Council. The group will also briefly note the ADA legal mandates, but Mary Ness said we want to do the right thing, not just the legal thing. Diane Thies then made a motion to amend the Board's May 18 memorandum to City Council regarding "Requests for Budget Suggestions," by adding the Board's support of the four recommendations. Jessica MacMillan seconded the motion which passed on a unanimous (8:0) vote. SENIOR CENTER -- NAME THE FACILITY CONTEST Steve Budner said the new Senior Center needs a name to provide the proper identity. The Senior Building Team has encouraged the City to hold a public contest to name the facility. A six -person committee, with one member each from the various appropriate -Boards and staff will run the contest. Rich Feller agreed to be the Parks Parks and Recreation Board Minutes May 25, 1994 Page 3 and Recreation Board representative to the committee, and Jessica MacMillan will be the alternate. ROSSBOROUGH PARK -- IRRIGATION DITCH ABANDONMENT Park Planning and Development Civil Engineer Craig Foreman reviewed his previously provided written report and showed the Board an aerial map of the site. The ditch in question has been filled in, and is flat and is not used as a path. K-Lynn Cameron asked if it has become an informal social trail, and Craig said no. Craig said the value of the land is minimal to the City and is not needed for access to the park. The cost of the long-term maintenance on the site will be eliminated if we can abandon this land. The adjacent homeowners requested this action over a year ago, and intend to add this land to their yards. On a motion by K-Lynn Cameron, seconded by Marilyn Barnes, the Board voted unanimously (8:0) to support the abandonment. OTHER BUSINESS - Mike Powers distributed an attachment to the Recreation Registration information memorandum. K-Lynn asked why'Fall registration numbers were down so dramatically? Staff will check and report. - Jessica MacMillan asked if there was publicity about the public input on Open Spaces and Natural Areas. Staff said yes. - Rich Feller would like some information on playground programs, and wondered about the possibility of adding multi- purpose cement slabs in parks for skating, roller hockey, concerts, etc. He also described the City of Palo Alto, California Regional Park and said it would be wonderful if we could do something similar. - Eric Reno asked about the status of the recommendation to utilize school buildings all year long.
