CULTURAL RESOURCES BOARD
WEDNESDAY, APRIL 19, 1989
5:15 PM
FORT COLLINS MUSEUM
Present: Ruth Hornberger, William Kneeland, Jane Folsom, Christine Jones,
James Petersen, Jane Nevrivy
Absent: James Weitz

I Call to order - Chairman Jones - 5:25 pm
II Consideration of tonight's agenda
No changes
An invitation to the Poudre Valley Art League's opening was distributed.
A memo concerning interest in preservation of the Rhodes House was
distributed.
III Consideration of the minutes of March 22, 1989
Jane Folsom moved to approve minutes as submitted, seconded by William
Kneeland, passed 6-0.
IV Staff Reports
Fort Collins Museum - Brian Moroney
A written report was distributed. Mr. Moroney highlighted:
-Boxelder schoolhouse project is completed, still needs landscaping.
-Will be working with the intern program through CSU.
-Ansel Adams opening had 75 people; banner used as advertising.
-Lincoln Highway will be next exhibit.
-Outlined plans for the Museum's part of the FC Festival.
-Tours are up; done mostly by volunteers.
-Conservation study is in rough draft; will have final completed soon.
-Building repairs continue; done by Facilities. After completion, will
start on infestation problem.
Lincoln Center/Performing b Visual Arts - David Siever
A written report was distributed. Mr. Siever highlighted:
-All series are set; expanding travelogue series
-Nylons will be a special event.
-There will be a brown bag lunch series this summer at noon on Friday
on The Terrace.
-Tables and Chairs will be purchased for The Terrace by the Support League.
-Volunteer Party will be May 17; 6:00 pm.
-Some tickets for the performance of "Jack and the Beanstalk" will be given
to underprivileged children. Target and Wendy's are underwriting.
-James Petersen commented on the Poudre Valley Art League show to which
he was the liaison from the Board.

V Committee Reports
A. Standing Committees:
Downtown Plan - Jane Folsom
Ms. Folsom, Lorrie Wolfe, and Ruth Hornberger attended the meeting and
read the memo from the CRB.
Museum Sub -committee - Jane Folsom
No report.
LC Board/Arts and Humanities - Jane Nevrivy
-LC Board covered under Lincoln Center report.
-A & H Council meeting with past board members to work on fund-raising
ideas.
-Discussed brown bag lunch and festival plans.
-The fact that the Council may not be giving out grants in the future may
affect the number of proposals received for Fort Fund.
B. Nominating Committee - Christine Jones
Chairman Jones asked for volunteers for this committee. Jane Folsom and
Jane Nevrivy volunteered to meet and offer a slate of officers for
election at the next meeting.
VI Fort Fund Updates
A. Guideline Review
The Board reviewed changes to the guidelines for Fort Fund.
The following motions were made during the discussion:
Bill Kneeland moved that tickets for liaisons would be purchased out of
administration funds. Seconded by Jane Folsom, vote 3-3, motion does not
pass.
Ruth Hornberger moved that if a group receives more than $500, they are
obligated to provide tickets to liaisons; less than $500, if tickets are
not provided by the group they will be purchased from administration funds.
Seconded by James Petersen, passed 4-1.
Bill Kneeland moved to keep the available funds split at 70% non -reimburs-
able, and 30% reimbursable. Seconded by Jane Nevrivy, passed 3-2.
James Petersen moved to place a maximum amount of funding of $10,000 per
event. Seconded by Ruth Hornberger, vote 2-3, motion does not pass.
Jane Folsom moved to add that in the event that an organization does not
receive full funding from non -reimbursable funds, at the discretion of
the CRB, funding may be offered from the reimbursable funds. Seconded by
James Petersen, passed 6-0.
James Petersen moved to accept revised guidelines, with all changes and
corrections. Seconded by Ruth Hornberger, passed 6-0.
The revised guidelines will be presented to Council on Tuesday, April 25.
Jane Folsom will attend representing the Cultural Resources Board. Bill
Kneeland will also attend.
The marketing of the fund was discussed. Mark Breimhorst and Linda Green
to present ideas at a future board meeting.
B. Other Reports
A letter from the Performing Arts Studio concerning their event was
distributed. No other reports have been received.
VII Review of Roles of Boards & Commissions and Staff - Mike Powers
Mr. Powers discussed the way that the boards and commissions are set
up within the City system. The Cultural Resources Board is an advisory
board which is set up to advise and recommend policy to City Council
concerning their area of responsibility. The focus of the CRB's goals
should be on policy issues; for example, seat tax issues, Choices '95
issues, Art in Public Places program, etc.
The role of the staff is to provide the administration of the department.
This would include such items as the centralized box office, the Museum
storage, Lincoln Center restrooms renovation, etc.
There is no need to redo the CRB's goals and objectives at this time but
in the yearly review, changes could be made to follow the intent of the
duties of the Board.
VIII Other Business
Copies of the proclamation concerning the City-wide festival was
distributed. The new name will be announced the first week of May.
Ruth Hornberger moved to adjourn meeting, seconded by James Petersen, passed
6-0.
Meeting adjourned-7:20 pm.

Docents, Receptionists, Mailing crew: Wednesday, May 17 at
5:00 P.M.
Poudre Valley Art League Show very successful. 645 entries by
267 artists has been over $3,800. Show will be up until
May 19th.
House of Blue Leaves will play the 1st 3 weekends of May. Jim
Peterson and David Siever are in the cast.
