IV Review of Roles of Boards & Commissions and Staff Follow-up- Mike Powers
Mr. Powers reviewed items that were discussed at April meeting. He
suggested that Board focus on a few goals and use their energy to complete
these goals. The conflict of interest issue was discussed in relation to
Fort Fund proposals. Christine Jones offered to help with the formulation
of upcoming goals as part of meeting agendas after she leaves the Board in
July.
V Fort Fund Update
A. Guideline Review/Worksession & Memo
A memo that the Board wrote, through Chris Jones, was distributed.
Mr. Powers explained the delay in sending the memo out to the Council.
The whole issue will be discussed at an upcoming Council session,
staff will notify Board of the exact date of that session. Christine
Jones discussed the April 25th Council worksession which was attended
by Jane Folsom and William Kneeland. Ann Azari also discussed how
the Fort Fund discussion was part of a larger Council agenda item
and that the Council was seeking options from staff on the fund.
There are two issues: 1. Should CRB be independent of Council in
allocating funds and; 2. Is this an appropriate funding source for
the fund (coming from lodging taxes.)
Council has also requested that the City Attorney's Office look into
the legality of having a volunteer citizen board allocating city
funds. The outcome of that investigation will be made available as
soon as possible. Mr. Powers indicated that the CRB would be able
to preview the suggested options before they go to Council. At
417 Wcst Magnolia Surat • Fort Collins, C0 80521-2646 • (303) 221-6735
present, the CRB will continue as it has in the past under the
established guidelines. The next funding session will close on June
15th, CRB will discuss proposals at July meeting and checks will be
distributed to funded organizations on August 15.
