1. The meeting was called to order at 7:30 p.m. by Ross Loomis.
2. The minutes of the June 27 meeting were approved as written.
The agenda was approved.
3. The two new Cultural Resources Board members, Barbara Cain and Michael
Griffith, introduced themselves. Ms. Cain is the manager of the Out of
Bounds restaurant and Mr. Griffith is a local attorney. The existing
Board members and the staff introduced themselves to the new Board members.
4. Staff Reports
a. Ellen Thexton reported:
(1) The City Council passed 4-3 an extension of the CIP sales tax.
Mrs. Thexton gave a brief background on the operation and
maintenance monies for Lincoln Community Center.

(2) Some departments and various duties of some city personnel have
recently been shifted around; she is now Assistant to the City Manaaer
in Cultural Resources, her duties to include Museum, Historic
Landmarks and Performing Arts Programs at Lincoln Community Center.
(3) DT2, a citizen's group concerned with CIP, has re-formed.
b. Brian Moroney reported:
(1) The Museum is ahead of last year and is ahead of projections
as far as walk-in visitors and tours are concerned.
(2) The cataloguing of all museum items is almost completed.
(3) The Stone and Janis cabins in the courtyard are open this summer
for several hours each day.
(4) The Museum and the Fort Collins Historical Society have initiated
co-sponsorship of programs and events.
(5) The engineering study on the Schoolhouse is going on and involved
persons are getting ready to pull up the floor.
(6) The Museum has been encouraged to apply for State Historical Society
grants in view of the fact that the Society is concentrating on
historic -building restoration this year.

(7) He would like to invite the Board to hold its August 22 meeting
at the Museum. The Board accepted Mr. Moroney's invitation.
5. Ross Loomis reported on a recent meeting with the City Manager regarding
planning for potential reductions in city financial support of cultural
programs and requested from the Board a one -day retreat to look for ideas
and for solutions to financial problems in cultural programs.
6. Update and work session on Historic landmarks designation
Vicki Sanstead gave an update on the Old Town designation process, stating
that it must be done according to the City Ordinance, to avoid any legal
challenges. A meeting was held today setting up a schedule and target date
for designation; the process will take 4-5 months.
Discussion then centered around the possibility of modifying the local landmark
ordinance some time in the future and having it certified by the National Trust
for Historic Preservation. Ms. Sanstead announced that she is planning to have
several workshops next year for the Old Town Merchants Association. Mr. Loomis
suggested that one of those workshops include Nore Winter's Design Guidelines
slide program.
Jim Weitz made the motion that those names recommended for the standing
committee for historic design appropriateness, as listed on his (the CRB
Landmark Preservation Section) memo to the CRB July 25, 1979, be adopted and
that the CRB devise the charge for that committee. Motion seconded by Jack
Curfman. Vote: Ayest unanimous,
Ms. Sanstead suggested that an alternate list of names be kept in case additional
members are needed, The Board concurred,
Discussion then centered around possible conflicts of interest regarding
standing committee members who are also Old Town property owners or who have
other interests in Old Town,
Ms. Sanstead reported that the Historic Design Guidelines, as devised by the
CRB, are not part of the City's landmark ordinance, but should be, The City
Council will need to have them added as an amendment to the ordinance.
Colleen Cassell gave a brief report on the Midtown Historic District'public
hearing on July 9. Twenty to thirty people from Midtown attended the
meeting, which was a step toward possible national designation for the
district, a process which takes approximately 6 months.
The meeting adjourned at 9:35 p.m.
