I The meeting was called to order at 7:30 p.m. by Jim Weitz, Chairperson.
II The minutes of the meeting of August 26, 1981 were approved as written. The
agenda was amended to add an item: Discussion of Seat Tax at Lincoln Center.
III Mike Schultz of Columbine Cable TV showed the Board the video-tape "Legacy in
Logs", the 10-minute film on the Museum Courtyard.
IV Mr. and Mrs. Terry Shetler requested that the Board consider recommending
their house at 649 Remington a local historic landmark. After some discussion
on the historic significance of the house, Jack Curfman moved and Barbara Cain
seconded that the Board recamiend that City Council designate 649 Remington as
a local historic landmark. Discussion: The Board recommended further that the
Shetlers prepare sane preliminary plans for a wheelchair ramp and that those
plans be reviewed by the Landmarks Preservation Commission as soon as possible.
Also, the Shetlers indicated that they would try to obtain further information
about the history of the house and provide additional photos for inclusion in
recommendation packet that goes to Council. VOTE: AYES: Unanimous
V Staff Reports
A. Lincoln Center - David Siever
1. The City is looking into an energy retrofit system for Lincoln Center.
2. The construction of the wall in the Mini -Theatre is continuing - Jan.
1982 is the target date for completion.
3. Lincoln Center staff is looking into making the Performance Hall more
functional for the hearing -impaired.
4. An invitation to submit designs for three exterior Lincoln Center
signs, with a $500 award, is being publicized.
5. Lincoln Center staff is looking at the possibility of a total remodeling/
modernizing of the Ludlow Roans - a $12,000-$14,000 expense.
6. The new Lincoln Center League by-laws have been prepared. Copies will be
sent to all CRB members.
7. The Mini -Theatre stage floors have been refinished.
8. The Mayor's Ball (Sept. 12) was very successful; about $2,700 was raised
for benches and planters for the interior at Lincoln Center.
9. Profit and non-profit users of the Center will probably be looking at a
$17% and 13% fee increase, respectively, in 1982, plus an electrical and sound -use charge,
B. Museum - Brian Moroney
1. Courtyard fund-raising project: The CM requested that Mr. Moroney obtain
written fund-raising plans from Eleanor Gale, Inc. Mr. Moroney presented to the Board
Denver architect Cathy Hoeft's written evaluation and reomrendations regarding the
Cultural Resources Board minutes, September 23, 1981, Page 2
Courtyard and Schoolhouse.
2. The City is looking into an energy retrofit system and other energy -
saving devices for the Museum.
3. Upcoming exhibits:
(a) Military uniforms - Oct. 6 - Nov. 29.
(b) Art Trek van from Denver Art Museum for 3 days at the end of Oct.
4. The summer was quite busy at the Museum, especially with walk-in visitors.
VI Designation of 622 Reaington: tabled until more information on the property can
be obtained.
VII Discussion of Opera House: The possible local historic designation of the Opera
House (100-b1ock of North College Ave. -west side) was discussed. CRB members
who missed the last tour of that structure scheduled another walk-through for
Saturday, Oct. 3, pending the availability of a tour -guide.
VIII Seat tax discussion: The proposed 10% seat tax, to be levied on tickets sold for
performances at Lincoln Center, was discussed. Chairman Jim Weitz reported that
on Sept. 22, Mayor Elery Wilmarth requested that the CRB study the viability of
such a tax and report its findings to Council on Oct. 6. Mr. Weitz has begun to
solicit response on this proposal from several local arts groups, most of which
are unable to gather their board members and/chair people together to discuss the
issue on such short notice. In light of this problem, Mr. Weitz will send a
memo to Mayor Wilmarth requesting that the seat tax item on the Oct. 6 Council
agenda be tabled until the Oct. 20 Council meeting.
