MINUTES - REGULAR MEETING
Cultural Resources Board
Wednesday, October 23, 1991

IV. Fort Fund
Letter was sent to Council for feedback re: funding
of tourism events. Mike Powers presented
information from City Attorney's office re:
taxing funds as they relate to tourism.
Discussion was held re: issue of funding Cultural
events vs Tourist events as it related to the
city code. Ann Azari discussed responsibility
of the Cultural Resources Board giving out funds
in lieu of City Council. Who is finally
accountable? A work session will be held in the
future with various Boards whose responsibility
it is to distribute funds. Issue was discussed
re: Is Cultural Resources Board funding Tourism
events as we are currently operating. Decision
was made to leave guidelines as they are and to
stress Cultural development and programming as
well as tourism in marketing Fort Fund.

Administrative charges - Mike Powers will check
on admin charges as they relate to the lodging
taxes from Economic Development. Then Board
will discuss where funds should come from to
administer Fort Fund - General Fund or the
lodging tax.
V. Plan -to Plan Feedback
No feedback was received so, press release
was sent out October 15, 1991
VI. Cultural Policy Planning Process
Discussion was held as to how to proceed.
Staff will present a rough draft to the
Board and the Board will then make corrections
and revise. A special meeting will be held
on January 9th at 4:30 PM to work on the
policy. Meeting will be at the Lincoln
Center and dinner will be provided.
VII. Work Plan
Bill Kneeland, Jane Nevrivy, and David Siever
will work on rough draft of work plan for
1992 to bring to November meeting.

X. Other Business
Jane Folsom reported on the Tuesday Business/
Arts Partnership lunch meeting. Gully Stanford
addressed the group on cultural issues and
taxing districts and how to approach the issue.
Partnership Opportunities Directory was handed
out - prepared by Business and the Arts and
Cultural Partnership Committee.
Craig Swing suggested we begin to think about how
to form a steering committee for plan -to -plan.
It will be discussed at the November meeting.

Collins Museum.

Museum Director Application Process (see attached)
Museum staff is working with the Fort Collins Historical Society
to host two receptions for Museum Director Applicants:
One for Cultural Resources Board and one for interested
citizens. Invitations will be sent to various historical
groups along with a paid invitation in the Coloradoan
and Triangle Review.

DESCRIPTION OF WORK: DIRECTOR/FORT COLLINS MUSEUM
GENERAL STATEMENT OF DUTIES: Responsible for all operations at
Fort Colling Museum. Administers and monitors annual budget;
oversees administrative support functions; provides programming,
special events, exhibits; works closely with community groups;
coordinates fund raising and marketing activities; sets long range
planning and goals; supervision of museum employees.
SUPERVISION RECEIVED: Works under the general supervision of
Director of Cultural Services and Facilities.
SUPERVISION EXCERCISED: Supervise employees (full time and part
time) providing curatorial, secretarial, receptionist functions.
Supervise volunteer program.
DUTIES: Prepare museum budget, coordinate annual budget
preparation, m.-.'`o-s budget expenditures.
Supervise Cura-_ mositions at Museum and provide direction for
future activitie- _ growth. Supervise and provide direction for
hourly, temporary employees (Secretarial, receptionists, set-up
workers, etc.) Update and revise job descriptions.
Provide and coordinate special events and exhibits designed to
attract the general public to the museum. Create a'system to
update, change and maintain permanent display exhibits.

Provide outreach into the community including, but not limited to,
traveling exhibits, special presentations, school lectures,
collaborative programming, etc.
Establish and provide direction for a support group for the museum.
Provide direction to increase visibility and marketing for the
museum in the Fort Collins community and in northern Colorado.
Work closely with Cultural Resources Board, advisory committees and
various historical groups in the city to involve them in museum
activities.
Provide a system for enhancing research capabilities.
Establish a fund raising program to provide for additional
programming, special events, capital needs, etc.

Work with, and maintain good working relations, with other city
departments, and adhere to all city policies.
Prepare short and long term planning to expand the museum and
increase visibility in community.
Explore room rental and outside sales possibilities.
Explore computer data base for collections and general museum
procedures.
Create a spirit of excitement, enthusiasm and fun for museum staff
and volunteers.
Perform other duties and special projects as assigned.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES: Ability to establish and
maintain effective working relationships with the public and museum
employees.
Excellent communication skills.
Knowledge of museum procedures.
Creative programming and fund raising skills.
Ability to organize record keeping systems and make recommendations
regarding procedures and systems.

Another success again this year.
400 people attended with proceeds of approximately $18,000.00.
Proceeds will be used to purchase a permanent sculpture for the
Sculpture Garden.
Millikan Carpet is not satisfied with the carpet tiles in the lobby
areas. Two different dye lots resulted in uneven coloring.
Therefore, they are going to install new carpeting throughout the
Center (not including the Performance Hall area). This will be done
the latter part of December when the Christmas rush is over.

Support League:
The Great Christmas Hall is November 23-24 and the Hall of Trees is
November 21-24. The Support League has purchased new plants and
Pottery for the Center and contracted with Palmer Florist to do
weekly maintenance.
Sound Letter:
A letter was sent to Showstopper season ticket holders regarding
amplified sound levels. (see attached)
New York Theatre Trip:
Several Seats remain for the New York Theatre Trip. Ticket price
of $1,098.00 includes tickets to Miss Saigon, Will Rogers Follies,
and Lost in Yonkers. If anyone asks about the trip they can contact
Jane Folsom at Aggie Travel.
Marketing Meeting:
Staff is meeting with local arts groups to explain new marketing
tools available from the new box office system. (see attached)

Dear Showstopper Patron,
October 15, 1991
We have received several letters and comments concerning high sound levels at the Barbara
Mandrell concert. We know that for every person who contacted us, there must be many more who feel
the same way. Because our goal is to create a pleasant experience for every patron, we felt we should
respond to you regarding the problem of "appropriate" sound levels.
The problem for most people is concerts that have amplified sound and almost all "big name" artists
utilize amplified sound systems. Because the Performance Hall was designed to be 'live" enough for
theatrical events, and still be "dead" enough for amplified sound, it is impossible to reach a sound level
that satisfies everyone. In fact, we get comments from people who think that at times symphonic and
acoustical concerts (which are not amplified) are too loud. In addition, we realize that some of our
Showstopper patrons may not be accustomed to listening to amplified sound. The sound level at the
Mandrell concert was within the limits we have set for concerts, which is lower than the levels
recommended by the Federal Occupational Safety and Health Administration (OSHA). It has been our
experience that levels we have set in our contracts are as low as we can make them and still complete the
agreement.
Since we continue to hear from you concerning high sound levels, it seems we have two options; (1)
not to book "big name" concerts with amplified sound or, (2) offer hearing protection. Having discussed
this situation with the Lincoln Center Board, the Showstopper advisory committee, and various
Showstopper season ticket holders, we have decided to offer protection before discontinuing some of our
most popular programming. As in the past, we will continue to work with performers to keep sound at
a reasonable and pleasant level.
For all Showstopper events the docents (ushers) will carry hearing protection with them for your
use at no charge. These earplugs are easy to use and allow you to hear the show, however, they drop
the level of sound by 20-30 decibels. If you have experienced discomfort in the past, we suggest you
ask for the earplugs from a docent prior to the beginning of the show. They will also be available during
the show if you decide you would like a pair once the concert has started.
We felt it important to get this letter to you before the Doc Severinsen concert, which is an
amplified show. Your enjoyment of the events is always our priority and sound levels (whether it is too
loud, or not loud enough) are the comments we hear the most.
Your feedback is important to us, so feel free to communicate any concerns you may have.

system last fall it has become apparent that the promise of
increased marketing potential is being realized. Season ticket
sales for the Center's Film, Dance and Showstoppers Series have
reached all-time highs.
Because the success of your organization is important to us

information and marketing tools now available to you as part of
Lincoln Center's service.
