A regular meeting of the Cultural Resources Board was held on
Thursday, Nov. 19 at the Lincoln Center. The following members

DISCUSSION ITEMS
IV. Fort Fund Guidelines -
Staff has submitted the changes to the Fort Fund
guidelines requested by the Board to the City Manager for
approval. The goal is to have the new guidelines adopted by Dec.
1 so that staff can contact past recipients of Fort Fund grants
and inform them of the changes to the guidelines.
An informational meeting is scheduled for Tuesday, Dec.
8 at 5:30 p.m. at the Lincoln Center to discuss the Fort Fund
guidelines with the public. All Board members will try and be in
attendance for this meeting.
A suggestion was made to contact the Fort Collins
Coloradoan when the new guidelines are approved and ask that they
perhaps write a feature story about the changes to Fort Fund to
help inform the public. The Board agreed unanimously that this
would help in explaining the new guidelines. Staff will contact
the Coloradoan when the new guidelines are approved and ask them
if a feature story is possible.
After reviewing a draft of the proposed changes to the
Fort Fund guidelines, Carrie Daggett, Assistant City Attorney,
asked that the Board consider two additional changes.
1. Changing the title of the fund to the Cultural
Development & Programming and Tourism Accounts.
2. Consider altering the last paragraph in the
guidelines to require Fort Fund recipients to supply
tickets to funded events if tickets are needed to
attend the event.
The Board unanimously agreed to change the title of the
fund to the Cultural Development & Programming and Tourism
Accounts and decided not to alter the last paragraph of the
guidelines in any way.
V. State of the Arts update
Corinne Govan and Jennifer Beccard present the Arts
Alive initiative to the City Council at their work session on Nov.
10.
Although the response from the City Council was
generally supportive, some members of the Council were concerned
about the additional funding needed and expressed that they would
perhaps like to see private support for the initiative before the
City provides funding. The Council was definitely not in favor of
increasing the Lodging Tax to support the initiative. Council
sent the initiative to the Finance Committee for advisement.
The Finance Committee was not able to find a funding
source to support the initiative and did not recommend adopting
Arts Alive. One possible idea that was suggested was to
reallocate the money used to support Fort Fund for two years to
get the Arts Alive initiative started. Board members were not
supportive of this idea. It was disappointing to the State of the
Arts committee that the City did not adopt Arts Alive, but they
will continue to work towards enacting Arts Alive. The City may
be willing to reconsider the Arts Alive initiative in December.
The State of the Arts committee continues to pursue
non-profit status for Arts Alive and appointed the current
committee members as the acting Board of Arts Alive. Committee
members will continue to pursue private sector funding from two
sources, the Styker/Short Foundation and the Griffin Foundation.
VI. New Performing Arts Center Update -
On Nov. 5, Board members attended a joint meeting with
staff, the Lincoln Center Board and Halsey North to begin
discussions on fund-raising for the new Arts Center. Mr. North
met later that same day with fund-raising organizers of the
community. Mr. North is a representative of the North Company and
was brought in as a consultant on the initial phase of fund-
raising for the new performing arts center.
Staff now needs to evaluate the three possibly sites on
an architectural level and take a final recommendation to Council
in the near future based on that evaluation.
VII. Letter to Robin Planer -
Robin Planer was appointed to the Board in July of
1998. Since that time he has not attended a meeting. Jennifer
Beccard drafted a letter to Mr. Planer informing him that the
Board discussed his non-attendance at meetings and now considers
his position vacant. (see attached letter) The Board approved the
letter unanimously. Staff will send the letter to Mr. Planer and
begin the process of looking for a new Board member.

X. Other Business -
The Board decided not to hold a regular meeting in December.
The next regular meeting will be Thursday, Jan. 21 at 7:30 a.m.
at the Lincoln Center. The first Fort Fund funding session of the
year will be held on Wednesday, Jan. 27 beginning at 4:00 p.m. at
the Lincoln Center.
The Environmental Learning Center at Colorado State
Universitv is asking the Board if it can retain funding granted
from Fort Fund during the first session of 1998 that was not used
for the Earth Fest event held in April. Before the Board makes a
decision on whether or not the group may retain the funding to be
used for its Earth Fest event in 1999, they asked to receive a
proposal regarding the 1999 Earth Fest event. Staff will contact
the Environmental Learning Center and ask that they submit a
proposal for the Board to consider at their meeting on Jan. 20.

ANNUAL REPORT - 1998
The Cultural Resources Board consists of seven members. From January through June,
meetings were held the fourth Wednesday of the month at 5:00 p.m. at the Lincoln Center
and the Fort Collins Museum. For the remainder of the year, regular meetings were held on
the fourth Thursday of each month at 7:30 a.m. at the Lincoln Center with the exception of
November when the meeting was held on the third Thursday. No meeting was held in
December.
Members who served in 1998 were Jennifer Sterling Beccard, Fran Johnson, Marcella
Wells, Joan Day, Bruce Hendee, Loren Hooper, Brenda Martin, Corinne Govan and Robin
Planer. Jennifer Beccard served as Chairperson. Fran Johnson served as Vice -Chairperson.
Members as of December 31, 1998 were Jennifer Sterling Beccard, Fran Johnson, Corinne
Govan, Joan Day, Bruce Hendee, and Loren Hooper.
Council liaison was Will Smith.
Staff Liaisons were Mike Powers, David Siever, Jill Stilwell, Evan Hyatt and Joy Poole.
Liaisons from the Convention & Visitors Bureau were Rita Greene and Jeff Williams
The Board receives monthly staff reports and acts in an advisory capacity for the Cultural
Services and Facilities Department that includes Lincoln Center and the Fort Collins
Museum. The Board reviews and works with staff on the following:

FORT FUND:
The Board recommended funding in the amount of $59,800 to 38 organizations in
the first session and $71,176 to 33 organizations in the second session. City Council
approved both funding recommendations.
In November changes were made to the Guidelines and Application Forms for Fort
Fund. These revisions were approved by the City Manager and took effect Dec. 1, 1998.
The Board will re-evaluate these revisions in 1999 and make changes if necessary.
CAPITAL IMPROVEMENT PROCESS - BUILDING COMMUNITY CHOICES
Through the City's Building Community Choices initiative that was passed in April
of 1998, funding was created for the purchase of land for a new Cultural Arts facility.
Based on criteria developed with the Lincoln Center Board, the Board recommended to
City Council that the site for the future facility should be in the downtown area of Fort
Collins. The Board also recommended to City Council that it was not feasible to create a
joint facility with Colorado State University at the old Fort Collins High School site. The
City Council approved the recommendation of the Board and directed city staff members to
begin the process of selecting a potential site in the downtown area.
FORT COLLINS MUSEUM
The Board was involved in the selection of a new Museum Director. The Board
began the process of assisting the Museum with the creation of an Advisory Council.
STATE OF THE ARTS: THE FUTURE OF THE ARTS IN FORT COLLINS
City Council asked the Board to initiate a process known as State of the Arts: The
Future of the Arts in Fort Collins to determine the future of the arts in Fort Collins. Jennifer
Beccard, Loren Hooper, and Bruce Hendee worked with members of the community to
formulate the agenda for the State of the Arts. An initial meeting was held on March 30
and was attended by more than 300 community members. A follow-up meeting was held
on June 29 at which time committees were formed to work on various issues that were
identified at the meeting of March 30.
As a result of the work by the committees, a proposal was made to the City Council
to begin establishing a community arts organization known as Arts Alive.

DECEMBER PROGRAMS
• Twenty-five people attended the Tumbleweed Tannenbaum workshop Dec. 1 and created
decorative tumbleweeds for the Holiday season.
• The Holiday Tree Lighting ceremony Dec. 3 attracted more than 250 visitors to the
Museum. This year's tree lighting benefited abused and neglected children through the
Realities Foundation who secured corporate sponsorship for the lights.
• 160 people attended the Thanks for the Memories Dec. 3 opening reception honoring the
hundreds of donors who contributed artifacts, financial support, and their time to the
Museum in 1998.
• 1400 people visited the Museum during FirstNight Fort Collins on Dec. 31. The Museum
hosted the early countdown for kids, tote bag making in the Courtyard, storytellers,
magicians, and dancers between 4p.m. and 10p.m.

Total Visitation: 24,049 (23% increase over 1997)
Total Volunteer Hours: 3,673 by 116 volunteers
Total Intern/Work-study Hours: 792 by 2 interns and 3 work-study students

The Museum Store had its most profitable year since opening in 1993. Total Gross Sales
exceeded $18,000 with the net profit coming in around $6,500.
STAFF
John Carr attended an all day workshop on Adobe Photoshop on December 17`h. Volunteers and
staff trekked to Idaho Springs for a bi-monthly meeting of the Association of Northern Front
Range Museums.
WAGON TRAIN HEADING FOR COLORADO
Starting in April, the Official Gold Rush Wagon Train, sanctioned by the California
Sesquicentennial, is recreating the 1849 rush from St. Louis to the gold fields of California and
will be traveling on several historic routes, including the Overland Trail through Fort Collins.
The Train will include 25 historic wagons and participants in authentic dress and take nearly six
months to complete the trip. The train is scheduled to stay one night in the grassy parking area at
Hughes Stadium on Memorial Day. The CVB and the Fort Collins Museum, with the support of
several other local organizations, have submitted a Fort Fund request to help support this historic
event by providing animal feed and water, restrooms, security, traffic control, and two meals for
the participants.

LINCOLN CENTER REPORT
JANUARY 21, 1999
ADMINISTRATION:
Work has begun on renovation of the seats in the Performance Hall. This includes
new padding and fabric, along with tightening of seats, and new end panels. The project
is expected to be completed by mid January.
Staff will be attending the annual APAP (Association of Performing Arts
Presenters) from January 7`s through January 13t'. This is the annual booking conference
held every year in New York City.
An electronic authorization system for credit cards has been installed in the Box
Office. This allows for instant authorization on credit purchases. This helps lower staff
time spent calling for authorizations at the end of the day.

VISUAL ARTS:
A one-man show of paintings by North Dakota artist Brian O. Paulsen will be
presented in the Lobby Gallery January 9-February 20.
Photographs by Mark Abrahamson, Misako Akimoto, and Bernard Mendoza will
be exhibited in the Intimate Gallery January 2 — February 16.
Littleton artist Don Mitchell will display his small sculptures in a one-man show
in the Walkway Gallery January 14-February 20.
A full-scale sculpture by Mitchell is permanently placed in the Xeriscape Garden
by City Hall through the Art in Public Places Program.
