Other Business IX. Adjournment Will Smith, the City Council liaison to the Cultural Resources Board will be joining us for a portion of the meeting. We will work him into the agenda when he arrives. Lodging Tax update - David Siever updated the Board on the additional lodging tax revenues that will be available to Fort Fund by reading a memo from Marty Heffernan, Assistant to the Director of Cultural, Library and Recreational Services. The memo outlined how much of the additional lodging tax revenues will be available to Fort Fund and the guidelines that will be placed on those funds. Some of the questions raised by Board members related to how the money is earmarked and out of what "pot" of revenue the funds are to come out of. Karen Warren asked if the availability of these additional funds will allow organizations to exceed the $5,000 limit set by Fort Fund and is there a separate set of criteria. Mr. Heffernan will attend the next regular meeting of the Board on Wednesday, Feb. 26 to discuss with the Board how the additional lodging tax revenues will be used. V. CIP (Capital Improvement Process) update - At the City Council meeting of Jan. 14, 1997, $1.575 million was included in the Building Community Choices proposal to purchase land for a new performing arts building. This will be included on the ballot for the city election in April. Jennifer Beccard expressed concern over the way the ballot is divided and asked if the Board has any influence on the way the ballot is written. City Council will decide at their meeting of Feb. 4, 1997 as to how the ballot will be presented to the voters. After Feb. 4 staff and Board members have to be careful how they lobby for or against ballot issues as city officials. Ms. Beccard asked how the Board could get involved in educating the public about ballot issues. Don Koessel suggested that perhaps the Fort Collins Area Arts Council might be the group to take the lead on this issue. Staff members will check into the options available for Board members to express their ideas on the process. David Siever will include the CIP process as a discussion item on the Lincoln Center Board's agenda for Jan. 17, 1997 to obtain their feedback on the process. 0 VI. Discussion of 1996 Annual Report - The Board made corrections to the draft of their 1996 Annual Report. Staff will make corrections and additions and submit a final copy to the City Clerk's Office. Fort Fund process/Funding Session preparation - The Board reviewed with staff the process for the Fort Fund funding session that will take place Wednesday, Jan. 22, 1997. A discussion item will be placed on the agenda for the Board's meeting of Feb. 26, 1997 to begin the process of possibly altering the Fort Fund Guidelines. VIII. Discussion re: Changing meeting dates for Feb., March, and April, 1997. Due to some scheduling conflicts, a proposal was made to possibly change the meeting dates and/or times for the months of Feb., March and April of 1997. After discussion, a decision was made to change the meeting times to 5:30 p.m. for Feb., March and April. The meeting dates will remain the fourth Wednesday of each of those months. The Board will "re -look" this schedule at the April, 1997 meeting. IX. Review of any past Fort Fund events - Reports were received and reviewed from the following events: CSU - Homecoming Parade Dance Connection Performance Network CSU - Hatton Gallery Debut Theatre Company Poudre River Trust Canyon Concert Ballet One West Art Center X. Committee Reports - Art In Public Places - No report. CVB - No report. Museum - No report Lincoln Center Board - No report Ft. Collins Council on the Arts - Don Koessel attended the Council's meeting of Dec. 28. They discussed the publishing of an arts calendar as well as the idea of hosting After Hours receptions to increase awareness of the Arts Council. New officers were elected - David Wahl, Lynn Cordiner and Merete Cunningham. The Council will continue to meet the third Thursday of each month. XI. Other Business - The Board approved requests from two prior Fort Fund grant recipients (FortNet and Native American Student Services) to change the date of their events. Adjournment (6:45 p.m.) Moved - Joan Day Second - Don Koessel passed unanimously z tfully s bmitted, Evan Hyatt Publicity Coordinator Cult * Library and Recreational Serv& Lincoln Center CULTURAL RESOURCES BOARD WORK PLAN - 1997 CULTURAL DEVELOPMENT AND PROGRAMMING ACCOUNT - (FORT FUND) Continue to administer Fort Fund Funding Session - January Funding Session - June If additional funding becomes available, develop new procedures to administer the new funds. Re-examine Fort Fund guidelines & process in conjunction with new funding. FACILITIES Explore the possibilities for providing the community with additional cultural facilities. Review the final joint City/CSU feasibility study and make recommendations. COMMUNITY CULTURAL DEVELOPMENT Participate in planning projects which may affect the cultural community. Promote public/private funding for City cultural projects. Identify and pursue a designated revenue source to support the operation of the city's non-profit arts, science, historical and cultural organizations. FORT COLLINS MUSEUM/ LINCOLN CENTER The Board will continue to advise City Council on the Museum and Lincoln Center and on cultural issues. Continue to work with the Museum on the NEH exhibit plan. COLLINS MUSEUM REPORT CULTURAL RESOURCES BOARD February 26, 1997 EXHIBITS Threads of Fort Collins opened and features the Victorian clothing from our textile collection and highlights some of Fort Collins former residents. This exhibit is the first in-house changing exhibit for 1997 curated by John Can, our Exhibits Designer. PROGRAMS The Museum has been sponsoring tours to the Denver Museum of Natural History to see the Imperial Tombs of China Exhibit. Our last tour will be March 1 Oth. These bus tours are an ongoing public service organized by Agnes Dix, our Curator of Interpretation when blockbuster shows are in Denver. In conjunction with the Threads of Fort Collins exhibit, Linda Carlson will be presenting a program at 7:30, on February 26th, called Victorim Their Dress Mores. THE WORTHINGTON WHITTREDGE PAINTING Fundraising for the Whittredge painting continues with more than $23,000 contributed toward the purchase price of this fine art painting of the Cache la Poudre River. SHOP Our newest store product is a postcard of the Frank Miller 1880's painting. Beth Higgins will participate in a panel at the American Association for State and Local History Annual Conference in Denver during October of 1997. Her presentation will highlight the processes involved in Museum Store Product Development. NEW VISIONS PLAN New Visions is an exciting planning tool developed by museum professionals in conjunction with the Excellence and Equity guidelines developed by the American Association for Museums. The museum staff was introduced to the plan and adopted it as a planning tool during the staff retreat. We have been actively engaged in this comprehensive long range plan for the museum which will continue for the next couple of months. We started by analyzing our current situation in October and prioritized our mutual concerns. We have continued to prioritize our needs in four key areas: Public Service, Stewardship and Scholarship, Education and Inclusion. These priorities have been further outlined in an Action Plan. The Action Plans will then form the foundation for the New Vision Plan of the Fort Collins Museum. New Visions meetings have been facilitated by Sharon Roulier, a trainer in Human Resources. NEH The Native American Advisory Committee composed of local Native Americans, Smithsonian employees and an Arapaho elder met with staff on January 25th. Front end evaluation will continue based on their recommendations for topic exploration. The Museum staff has been researching the sections on the Hispanics and Germans from Russia and identifying objects to illustrate the exhibit script. This portion of the script has been sent to the designer to begin composition. 200 Mathews Street • Fort Collins, CO 80524 • (970) 221-6738 and Recreational Lincoln CULTURAL RESOURCES BOARD LINCOLN CENTER REPORT February 26, 1997 PROGRAMMING: Web Page: The Website for the Lincoln Center can be accessed by: ci.fort-collins.co.us This gets you to the City's web page and then click on Arts and Culture. Included in the Web page is information on upcoming shows, visual arts galleries, APP, Artwear, rental information, etc. The site is updated on an ongoing basis. Check it out! Over 1500 8th grade students attended two special school performances of Alvin Ailey on Friday January 24th. These performances are sponsored by the Lincoln Center, The Lincoln Center Support League, and the Lincoln Center Birthday Bail Committee. Students pay $2.00 per ticket. PTO's pay for students who can't afford to pay the $2.00. ADMINISTRATION: Todd Gereats has resigned his position as the PM Events Coordinator in the Scheduling area. He has taken a job at Kodak to be nearer to his home in Windsor. He has been with the Lincoln Center for a little over two years, and will be missed. The position will be announced and hopefully filled within three weeks. Three new line sets have been installed over the Performance Hall stage. This makes a total of 29 line sets and will increase our ability to fly drops/scenery for local and touring productions. The dedication of the sculpture in memory of Chris Ludlum was held on Sunday January 16th. The sculpture was created by John Becker and was purchased with funds donated by individuals and organizations in the arts community. This was the first donated sculpture as part of the Art In Public Places program. VISUAL ARTS: The fiber work of Massachusetts artist Linda Behar and Colorado artist David Johnson will be on display in the Intimate Gallery Feb. 18 through March 27. Ms. Behar will exhibit miniature embroideries which are about the size of a postcard or smaller. Mr. Johnson will display a range of fiber works which include tapestry rugs and wall hangings, and a painted "Mosaic" Series. 417 West Magnolia • Fort Collins, CO 80521-2646 • (970) 221-6735 • FAX (970) 484-0424 An exhibit of art work by students from the Poudre School District will be on display in the Lobby & Walkway galleries Feb. 18 through March 27. Scheduled to coincide with "Youth Art Month" in March, this exhibit will feature two -and three-dimensional art work of all shapes, sizes and media types. The opening reception for these exhibits will be Friday, Feb.21 from 5 to 7 pm.
