IV. Changes —to Fort Fund Guidelines -
During the course of the three Fort Fund grant session
this past year, the Board identified four areas of concern
regarding the Fort Fund guidelines. These areas of concern were
set aside to be considered for possible changes within the Fort
Fund guidelines. The areas of concern that were identified
include:
1. Adding "need" to the criteria
2. Further explanation of what
being "open to the public".
3. How to address a concern
organizations from Colorado
are receiving funds.
4. Raising the maximum amount

The Board members discussed ideas for possible changes
to the Fort Fund guidelines but wanted to wait to make any final
decisions regarding changes until the entire Board could meet
together. The Board will finalize changes at its regular meeting
in September with the following ideas as input:
1. The criteria of "need" should be added to the
criteria for funding.
2. Board members will each draft an explanation of
how they interpret the current Fort Fund
guidelines when they are making funding decisions.
These interpretations will be discussed at the
next regular meeting and staff will compile a
document that reflects each Board members
interpretations. This document will be used as
information in discussions on any possible changes
to the Fort Fund criteria such as events being
open to the public.
3. No action should be taken at this time to address
the number of organizations from Colorado State
University that are receiving funds.
4. Joan Day raised concerns over what she feels is an
unequal distribution of funds between Tier #1 and
Tier #3 grant recipients. Ms. Day asked that the
Broad discuss this item further when all Board
members are in attendance and can have input.

VIII. Other Business -
Canyon Concert Ballet submitted changes for their
annual events that were funded under Tier #1 within Fort Fund for
the 2000-2001 season. The Board discussed the changes that were
submitted and agreed unanimously to allow the funding of $3,000 to
remain in place without changes.
Wingshadow, Inc. has had to move the Horsetooth
Marathon Swim from Horsetooth Reservoir to Carter Lake because of
the low level of water in Horsetooth Reservoir. Wingshadow
submitted this change to the Board and asked that their funding of
$1,500 be allowed to remain in place. Board members asked Rosann
Winn of the Convention and Visitors Bureau to call the organizers
of this event to determine the impact of moving this event out of
Fort Collins. If Ms. Winn determines that moving this event would
have little or no negative impact, the Board voted to allow the
funding to remain in place.
