A regular meeting of the Cultural Resources Board was held on
Thursday, September 28, 2000 at 12:00 p.m., at the Lincoln Center.
The following members were present:

DISCUSSION ITEMS •
IV. Changes to Fort Fund Guidelines -
During the course of the three Fort Fund grant session
this past year, the Board identified four areas of concern
regarding the Fort Fund guidelines. These areas of concern were
set aside to be considered for possible changes within the Fort
Fund guidelines. The areas of concern that were identified
include:
1. Adding "need" to the criteria
2. Further explanation of what

3. How to address a concern

The Board members discussed ideas and finalized the
following changes to the Fort Fund guidelines:
1. To address the issue of adding the criteria of
"need" the fourth criteria in the area of CRITERIA
FOR FUNDING was changed to: "Financial need and
efforts made to secure other funding".
2. Board members will continue to work on
explanations of how they interpret the current
Fort Fund guidelines when they are making funding
decisions. These interpretations will be used as
information in discussions on the Fort Fund
criteria such as "events being open to the
public".
3. No action will be taken at this time to address
the number of organizations from Colorado State
University that are receiving funds.
4. Jennifer Beccard moved that the limit on proceeds
that an event can raise under Tier #3 be raised
from $2,500 to $5,000 and the amount that can be
applied for under Tier #3 be raised from $1,500 to
$2,500 with an annual limit on Tier #3 of $5,000.
Joan Day seconded the motion.
The motion passed by a vote of 3 to 1. Fran
Johnson opposed. Corinne Govan abstained.
Staff will make the adopted changes to the Fort Fund
Guidelines and Application forms.
V. Performing Arts Center Update -
Mike Powers updated the Board on the status of the new
Performing Arts Center. City staff is actively working on several
issues related to the new Performing Arts Center.
One issue is exploring a partnership with Colorado
State University to share performing arts facilities, scheduling,
box office, etch
A sect issue is designating thOsouth half of Block
31 as the location of future performing arts facilities. Staff is
working on a proposal to go before City Council that would have
them designate this area as the site for future performing arts
facilities. Once this is completed, staff would work with CSU and
local arts groups to determine what facilities would be built on
this space.
Board members expressed concern over not including both
a 2,200 seat theatre and a 300 - 500 seat theatre to go on Block
31 at this time.
VI. Review of any Past Fort Fund Events -
The Board reviewed final reports from
organizations/events that were funded by Fort Fund including:
Holy Family Church
Discovery Center
VII. Committee Reports
LC Board - Did not meet.
Fort Collins Museum - Jill Stilwell announced that the
Museum will be receiving an "Award of Excellence" from the Federal
Institute of Museum & Library Services in the amount of $61,959
over the next two years. The grant will be used for programs and
activities outside of the Museums regular exhibit schedule.
The Museum's first "Appraisal Day" was a big success
with over 500 attendees. A taping of the event will air on Cable
27 in the near future. Planning has already begun for a larger
and better "Appraisal Day" for next year.
Convention/Visitors Bureau - Rich Harters from the CVB
reported that the CVB's contract with the City is up for renewal
in 2001. Mr. Harters and his staff are working on a proposal to
continue their services with the City. Mr. Harters also stated
that the CVB does not consider Fort Fund as a potential funding
source in the future.
Arts Alive - The organization will begin its first
major fund-raising campaign Friday, Nov. 10 with hosted dinners in
selected homes.
APP - No report.
VIII. Other Business -
At their regular meeting in October, the Board will
begin working on their Annual Report for 2000 and their Work Plan
for 2001.

GRANTS
• The Fort Collins Museum has won its largest grant ever, a General Operating Support (GOS) Grant
through the federal Institute of Museum and Library Services (ROLS). The GOS grant is an award of
excellence and is . The $61,959 will allow the museum to pursue projects beyond those normally
performed within current budgetary allotments.
• The Museum received a $3,000 grant from Agilent Technologies towards development of an
archaeological program for children in conjunction with the 2001 exhibition "Dig It! The
Lindenemeier Archaeological Site".
STAFF
Mark Dodge started as the new half-time Exhibits Designer/Preparator on October 2" 1. Mark comes
from Denver with a degree in Museum Studies and Anthropology from the Univeristy of Denver. Mark is
fulfilling the other half of the Curator of Exhibits position.
Beth Higgins returned on October 16' from maternity leave. Brennan is a healthy 13 pounder!
COLLECTIONS
The Museum reinstated the Collections Advisory Committee in late September. Under the new guidelines,
members are selected for their particular area of expertise and ability to inform acquisition and de -
accessioning decisions. Current members inlcude: Dr. Larry Todd, Dr. Janet Ore, Linda Carlson, Dr.
Liston Leyendecker, Rheba Massey, and Betty Herrmann.
PROGRAMS
Two Ghost Town tours explored the Western part of Larimer County in October. The tour focused
on Stout which is partially uncovered with the draining of Horsetooth Reservoir

OCTOBER 25, 2000
ADMINISTRATION:
Showstopper, Dance, Classical Music and Children's series advisory committees have
all met during the month to review materials for the 2001-2002 season. The Associai ion
of Performing Arts Presenters booking conference will be held the I" week in January
and the goal is to get input from the committees prior to the conference/trade show.
Several problems have surfaced with the Canyon West sound system. We are
currently looking for both a short-term fix and a long-term fix, which will bring the
system current with new modern technology for the conference area.
At the regular meeting October 17°i, City Council approved a resolution designating
the South half of Block 31 as the site for the new Performing Arts Center. City staff will
begin negotiating with the county and other involved parties to secure the site.
The Great Christmas Hall and Hall of trees, sponsored by the Lincoln Center Support
League will be held the second week of November. The Hall of Trees will be open to the
public November 9' through the 15' and the Great Christmas Hall will be open
November 10, 11', and 12'.
VISUAL ARTS:
The Center's gallery spaces will be filled with the "Holiday Tables" and "Hall of
Trees" for the month of November. However on November 27" the Intimate Gallery Lei I l
turn into an exhibit of "Great Glorious Gifts." This exhibit will display one -of -a -kind
handcrafted items for the Holiday season.
