The following members were present: Joan Day, Corinne Govan, Ayleen Burns, Loren Hooper, Fran Johnson and Jennifer Beccard Board Members Absent: Bruce Hendee Staff Members Present: Mike Powers, CLRS David Siever, Lincoln Center Jill Stilwell, Fort Collins Museum Evan Hyatt, Lincoln Center Guests: None AGENDA I. Call to order - (12:08 p.m.) Corinne Govan II. Consideration of agenda - Jennifer Beccard asked to add an item to discuss an Economic Impact Study being conducted by Arts Alive Fort Collins. This will be considered following the discussion on the Performing Arts Center. No other changes. III. Consideration of Minutes of August 31, 2000 - Corinne Govan asked that the minutes of the August 31, 2000 meeting be amended to strengthen the Board's objection to not including a 300 - 500 seat theatre in the City's plans for the 417 West Magnolia • Fort Collins, CO 80521-2646 • (970) 221-6735 • FAX (970) 484-0424 Performing Arts Onter complex on Block 31 •Ms. Govan and other members of the Board strongly advocate support for a smaller theatre t th a at sate. The spelling of the name the Convention and Visitors Bureau, that Mr. Harter made concerning Fort state that he does not consider Fort operating revenue for the CVB. Motion to accept minutes as Second - Ayleen Burns Passed unanimously of Rich Harter, Director of was corrected. A statement Fund dollars was amended to Fund as a source of future amended - Joan Day DISCUSSION ITEMS IV. Performing Arts Center update - On October 17, 2000, the Fort Collins City Council designated the south half of Block 31 as the future site of the new Performing Arts Center. Representatives of the City are continuing to meet with representatives of Colorado State University to" determine the possibilities of a shared performing arts theatre at CSU,s Performing Arts Campus. A committee of representatives from local arts organizations and CSU, along with Rob Knebel from Arts Alive Fort Collins, has begun the process of meeting to determine the needs of the groups that would use such a space. Based on those needs, this group will also provide input on what type of facility would be needed. At the same time, City staff and CSU management are meeting to determine how a joint facility would be managed if a partnership existed. City Council has asked all city departments to submit a list of needs for new facilities in the next 10 years to them by December 12, 2000. These needs will be included in a projected budget for all new city facilities. The new Performing Arts Center, expansion of the Museum and all other city projects will need to be included in this budget proposal. City Council will use this projected budget to set priorities on new facilities. Fundraising for a new Performing Arts Center can begin now that a site has been selected. City staff and fundraising leaders will begin meeting again with Halsey North to discuss the plans for the fundraising effort. V. Economic Impact Study - Jennifer Beccard presented information on an Economic Impact Study being conducted by Americans for the Arts. Arts Alive Fort Collins has been asked to take part in gathering information for the study in the Fort Collins area. The study will help to determine the impact of arts related activities on the economy. The information and results gathered could be used to bolster the arts as an economic draw to the City and the surrounding area. The estimated cost of conducting the study is $5,000. Arts Alive Fort Collins is seeking community partners to help with the funding of the study. They will be seeking the support of the Convention and Visitors Bureau, the Chamber of Commerce, Poudre School District, the City of Fort Collins and other community organizations. Wts Alive Fort Collins isOasking the City for ♦ $1,000 to fund the costs of staffing to conduct the survey, printing the surveys, obtaining results and data analysis. The funds received from the City would be used as matching funds to obtain funds from other donors. Data from the survey could possibly be available by the fall of 2001. Ayleen Burns moved that the Board support the idea of conducting the survey in the Fort Collins area and to ask the City for financial support of $1,000. Joan Day seconded the motion. Passed unanimously. On behalf of the City, Mike Powers will take the request for funding support under consideration. VI. Annual Report for 2000 - The Board discussed the draft of its Annual Report for 2000 and made changes/corrections. (see attached copy) Joan Day asked how is it that the Board actually gives input on Programming. Input from the Board is not on and individual show basis at the Lincoln Center or on an individual exhibit basis at the Museum, but is in general feedback/advisory nature. Joan Day moved that the Board approve the Annual Report for 2000 with the changes that were made. Fran Johnson seconded. Passed unanimously. Staff will forward a final copy of the Annual Report to the City Clerk's office. VII. Work Plan for 2001 - Board members were presented a draft of a Work Plan for 2001. (see attached copy) Changes were made under the area of Facilities to specify the areas that the Board makes recommendations. The Board will finalize the Work Plan at its next regular meeting in November. The Board will also discuss possible changes to its Mission Statement at future meetings. VIII. Memo re: Amendment to the City Code - The Board discussed proposed changes to the City Code regarding functions of the Board. These changes have been proposed by the City Attorney and would alter the way that the Board makes recommendations and provides advice to City Council. Under the proposed changes, the Board would provide feedback directly to the City Manager and copies to its Service Area Director. Board members expressed a negative reaction to the proposed changes. All members felt that this kind of change would slow up the process of providing feedback and were not in favor of the changes. David Siever will provide this feedback to the City Attorney. IX. Arts Alive - The organization's first major fundraising effort begins Friday, Nov. 10 with hosted dinners in selected homes. APP - Is exploring the possibility of water features at City Hall and in Oak Street Plaza. Xi. Other Business - None XII• Adjournment (1:33 p.m.) Respectfully submitted, Evan Hya Public Relations Coordinator Fort City of Fort Collins MUSEUM STORE and Recreational Museum FORT COLLINS MUSEUM REPORT CULTURAL RESOURCES BOARD November 30, 2000 • The Museum Store created a display of "shoe trees" at the Lincoln Center Support League's Hall of Trees. The display played off the theme of the Heart & Sole exhibition currently in the Overland Trail Gallery. MUSEUM ADVISORY COUNCIL • The Museum Advisory Council has agreed to utilize the proceeds from the Antique Harvest: Antique Appraisal and Identification Day to develop several new trunk out programs. • The MAC is planning a retreat in February of 2001 to discuss their activities -in support of the Museum over the next several years. PROGRAMS • On Tuesday, November 7"', Museum volunteer Mike Dean presented a program for the Fort Collins Historical Society based on the recently donated Remington Diaries. Luther Remington was a Sergeant in the 21" New York Cavalry and was stationed at Fort Collins. Mr. Deanstudied the diaries and history of the Fort and developed a first person interpretive lecture. We look forward to subsequent performances by Mr. Dean to schools and other interested groups. • On Saturday, November 18`h, the artist of the Between the Lines exhibit, Tom Morrissey, arrived al the Museum. He constructed a video installation piece and then gave a lecture titled "Doctunentary Photography as Art". The Museum looks ahead to special events in December: Friday, December 1 Winter Fest: A Holiday Celebration in Old Town 6:30 Caroling, gather at the fountain in Old Town Square 7:30 Community Tree Lighting Hot Cocoa and Cookies in the Courtyard Storytelling and more singing! November 1 - February 2, 2001 Heart and Sole: A History of the Shoe, August 10 - April 15, 2000. 200 Mathews Street • Fort Collins, CO 80524 • (970) 221-6738 City of Fort Collins and Recreational Lincoln Center CULTURAL RESOURCES BOARD LINCOLN CENTER REPORT NOVEMBER 30, 2000 ADMINISTRATION: All seventh grade students from the Poudre School District attended special performances of River North Dance on November 7th. The performance featured "Dance through the Century", beginning with the 20's and ending up with hip -hop from the 90's. These school shows are underwritten by the Lincoln Center Support League and the Lincoln Center. The cost to the students is $3.00. PTO's from the various schools pay for any children who are unable to pay the $3.00. CSU Master Classes — two master classes were held at CSU during the month of November. A dance master class featuring dancers from River North Dance was held at the CSU dance studios on November 01 and a music master class featuring the Jacques Thibaud trio was held at CSU music department on November 10'. Outpost Sunsport, sponsor of the Warren Miller Ski Film, added an extra showing of the film this year. For the past several years they have been having two showing and this year it was increased to three. The Great Christmas Hall was a success again this year, in spite of the bad weather on Saturday November 11d': Final figures haven't been tabulated, however the event usually brings around $ 15,000. This event is sponsored by the Lincoln Center Support League. The 2nd year for the Symphony Guild's Christmas fund-raising event "Cranberry Pops" will be held Thanksgiving week -end November 25d' and 26t°. A new web page has been developed for Fort Fund and will be up and running by December Is`. The web page will feature guidelines, applications forms, and logos. VISUAL ARTS: November 27`" the Intimate Gallery will turn into an exhibit of "Great Glorious Gifts." This exhibit will display one -of -a -kind handcrafted items for the Holiday season. Paintings of Kevin Evensen and Louise Victor, will be on display in the Lobby Gallery from December 1 — January 2, 2001. Diana Jacobs mixed media work will be on display with the sculptures of Elizabeth Jonasson and Miles Whitcher in the Walkway Gallery. For the first six months of 2000, regular meetings were held on the fourth Thursday of each month from 7:30 a.m. to 9:30 a.m. at the Lincoln Center. For the remainder of the year, meetings were held on last Thursday of each month from 12:00 p.m. to 1:30 p.m. at the Lincoln Center. The Board receives monthly staff reports and acts in an advisory capacity for the Cultural Services and Facilities Department that includes Lincoln Center, the Fort Collins Museum and other issues as they arise. The Board reviews and advises staff on the following: Annual Budget, Facilities improvement and Programming (Exhibits, Shows, Outreach). The Board continues to gather community input on cultural issues and represent the ideas expressed. Members who served in 2000 were Jennifer Sterling Beccard, Fran Johnson, Joan Day, Bruce Hendee, Loren Hooper, Corinne Govan and Ayleen Burns. Corinne Govan served as Chairperson. Fran Johnson served as Vice -Chairperson. Council liaison: Karen Weitkunat. Staff Liaisons were Mike Powers, David Siever, Jill Stilwell and Evan Hyatt. Liaisons from the Convention & Visitors Bureau were Rita Greene and Rich Harter. YEARLY HIGHLIGHTS - 2000 CAPITAL IMPROVEMENT PROCESS - NEW PERFORMING ARTS CENTER The Board continued to consult with staff concerning the recommendation of a site for a new performing arts center in the downtown area. The Board was also involved with discussions regarding the number and type(s) of facilities needed. 417 West Magnolia • Fort Collins, CO 80521-2646 • (970) 221-6735 • FAX (970) 484-0424 FORT COLLINS MUSEUM The Board consulted with staff on the expansion of the Fort Collins Museum's Heritage Courtyard and began working with staff towards recommendations for future growth of the Museum facilities. The Board and the Museum Advisory Council held a joint meeting to discuss future plans for the Fort Collins Museum. The resulting document will be valuable in future planning. In striving to raise City Council members' awareness of the cultural assets of the city, the Board invited City Council members as special honored guests to the Museum's Upper Boxelder Schoolhouse Summer Program. Councilmen Kurt Kastein, Scott Mason, and Mayor Ray Martinez attended recitals in August and presented certificates to the school children. FORT FUND: The Board monitored the impact of the three -tiered funding system that was instituted in 1998 and made changes as needed. The Board recommended funding in the amount of $52,187 to 42 organizations in January, $83,750 to 15 organizations in April, and $38,100 to 22 organizations in June. City Council approved all funding recommendations. The Board will continue to monitor the Fort Fund process and make changes as needed. ARTS ALIVE FORT COLLINS After assisting with the establishment of a Board for Arts Alive Fort Collins and the hiring of an Executive Director in 1999, the Board continued to assist the organization in the areas of public awareness and fund-raising. The Fort Collins Cultural Resources Board envisions a community where art, music, performances and the stories of its people enhance the quality of life for all residents and visitors. MISSION: The mission of the Fort Collins Cultural Resources Board is to advise City Council on cultural issues for the greater good of the Fort Collins community. Cultural resources are defined as the arts and history, which stimulate community potential and pride. STRATEGIES TO FULFILL VISION AND MISSION CULTURAL DEVELOPMENT & PROGRAMMING and TOURISM ACCOUNTS - (FORT FUND) Continue to administer Fort Fund Funding Session - January Funding Session - April Funding Session - June Continue to work in conjunction with the Convention and Visitors Bureau when making recommendations for funding from the Tourism Account. Re-examine Fort Fund guidelines & process and make changes if necessary. Designated revenue sources to support the operation of the city's non-profit arts, science, historical and cultural organizations (such as an SCFD, a seat tax, an increase in the City lodging tax, etc...) Raise the awareness of City Council members and the community as a whole of the value of the cultural assets of the city. Continue to monitor and support the Art In Public Place Program as needed. FORT COLLINS MUSEUM/ LINCOLN CENTER The Board will continue to advise City Council on specific issues regarding the Museum and Lincoln Center. Assist the Museum staff with the implementation of the NEH exhibit plan. Assist Museum Advisory Council with promotion of Museum as a cultural asset of the city. Assist staff with the development of new/expanded facilities for the Museum.
