The following members were present: Fran Johnson, Ayleen Burns, Anna Otto, Ann Wilmsen, Jennifer Sterling Beccard Board Members Absent: Joan Day and Loren Hooper Staff Members Present: David Siever, Lincoln Center Guests: Libby Colbert, Lincoln Center Cheryl Donaldson, Museum None Call to order - (12:06 p.m.) Fran Johnson Consideration of agenda — no changes III. Consideration of Minutes of June 27, 2001 Avleen Burns made one correction to the minutes of June 27, 2001. She stated that there had been a CVB report that wasn't recorded. The CVB committee had brainstormed ways to increase revenues for weekend occupancy. Review of April Fort Fund Process — The Board reviewed June's Fort Fund process. Board members discussed the process of ranking organizations and the allocation of dollars. They decided that the board must first agree on the Rankings and if the members not in agreement, the board has the option of changing the rankings. The board decided to continue the discussion of dollar allocation at the August meeting when more board members will be present. The goal is to determine a more methodological way of assigning funding to the ranked organizations. V. Fort Fund Guidelines for Organizations with dual entities — The Board discussed how to treat organizations with dual entities or who share a tax exempt status. They discussed the option of changing the guidelines to say that organizations sharing the same Tax I.D. number and operating under $1 million dollars cannot apply for Tier 2 funding. In this context, another suggestion was to raise the Tier #1 annual funding cap to $15,000. Tier #2 and Tier #3 levels would remain the same. The Board asked staff to research funded organizations to investigate which groups have dual entities that receive separate Fort Fund disbursements. Staff will bring this information to August's meeting. Staff will also consult with the City Attorney's to receive their feedback on how to better define this issue in the guidelines. VI. Fort Fund Logo Usage — Fran Johnson presented publicity materials from funded organizations that listed Fort Fund as a supporter but did not use the Fort Fund logo. There was a discussion on how organizations should use the logo and it was decided that staff would create a list of requirements based on the Board's discussion and present it to the Board at the next meeting. VII. Brainstorm names for possible appointment to Colorado Council on the Arts Board — The Board discussed potential applicants for a seat on the CCA Board. It was suggested that the Board recommends several applicants and have these names prepared by January 2002. It was also recommended that a government Representative write a letter in favor of the Northern Colorado applicants. VIII. Performing Arts Center Update — David Siever reported on the Performing Arts Center. He stated that the petitions were complete and the issue is scheduled for the November ballot. Ann Azari and Tom Sutherland have agreed to chair the campaign. The campaign is conducting a survey of the proposed tax initiatives (Transportation and Imagine) to better determine the outcome of each of the initiatives if they are both on the ballot vs. whether just one is on the ballot. There is also the possibility of a Foothills Gateway item being added to the November ballot. IX. Review of Past Fort Fund Events — Anna Otto reported on the City's Fourth of July event. The Board reviewed final reports from the following organizations/events: None X. Committee Reports Arts Alive — Jennifer Sterling Beccard reported that Arts Alive has moved their office space to the MBS building on the corner of Oak St. and College Ave. Jim Franzen is the interim director and they have conducted two 4-hour planning sessions but are not yet at the hiring stage. Convention and Visitor's Bureau — Ayleen Burns reported that Mary Robertson gave a presentation about Imagine Fort Collins that was well received by the CVB. The members were in favor of a new performing arts facility. Ms. Burns also reported that the DDA and DBA are conducting a feasibility study to determine the feasibility of a downtown hotel and convention center. Art In Public Places — Ann Wilmsen reported that the APP Board has recommended a Design Consultant to the Collindale Golfcourse project. Artist Andrew Dufford's Lightpole Enhancement Sculptures will be installed in the Civic Center area this month. The City Hall Water Feature project team met with the artist to start designs of the artwork. At Cottonwood Glen Park, one of two stainless steel "watermelon slices" by artist Christopher Weed have been installed. The APP program held a consortium meeting for regional public art programs to discuss current issues such as marketing and maintenance. Lincoln Center - no report XI. Other Business - None. XIL Adjourntnent(1:57p.m.) Respectfully submitted, Libbv Colbert Public Relations Coordinator and Recreational Lincoln City of Fort Collins CULTURAL RESOURCES BOARD LINCOLN CENTER REPORT AUGUST30, 2001 ADMINISTRATION: The Don Williams concert originally scheduled for Saturday November 3, 2001 has been changed to Thursday November 8, 2001, due to a scheduling conflict with Las Vegas. The Don Williams concert is a special event and is not included on the Showstopper or Anything Goes series. School shows for the 7th grades and 9th grades have been set. These performances are underwritten by the Lincoln Center Support League and the Lincoln Center. All 7`h grade students will attend special showings of "Men at Work", which is a tap show similar in nature to "Tap Dogs. Students will attend performance on Thursday September 27`h at 10 am and 12 noon. All 91h grade students will attend special showings of "Lazer Vaudeville" on January 24th and January 25`h at 10 am. David Siever and Mark Breimhorst will attend the first booking conference for the 2002-2003 season in San Jose California September 5ch through September 91h. VISUAL ARTS: Art in Public Places is in the process of installing artist Andrew Dufford's Lightpole Enhancement Sculptures on Mason in front of the Civic Center Projects. Rafe Ropek's metal sculpture was installed in the rotunda of the main lobby of the new city office building. Christopher Weed's oversized "Watermelon Slices" have been installed at Cottonwood Glen Park, between the pond and the picnic area. "Artwear 2001" the Lincoln Center fund-raiser for visual arts will be held September 71" The Colorado International Invitational Poster Exhibition will be in the Center September 8 — October 31. Juror Andrew Lewis's works will be in the Lobby Gallery; Poudre School District High School Posters will be in the walkway gallery; the honor laureate _Kan Piippo will be in the Intimate Gallery. 417 West Magnolia • Fort Collins, CO 80521-2646 • (970) 221-6735 • FAX (970) 484-0424 Lincoln City of Fort Collins and Recreational CULTURAL RESOURCES BOARD MUSEUM REPORT August 22, 2001 • The Museum's Courtyard Summer Programs attracted over 300 students this season. The introduction of the Home Arts program was a great success. • The Museum has hired Brenda Martin as our NAGPRA (Native American Graves Protection Repatriation Act) Coordinator. This position is funded through a National Park Service Grant. The project includes in-depth research on the Museum's artifact collection and consultation with six tribes for potential repatriation of sacred objects and human remains. Brenda will work 20 hrs. a week for the next 18 months. • The Museum will host a series of Dig It! hands on archaeology workshops. The workshops will begin Saturday August 25 at 9:00 a.m. and 1 p.m. The series is scheduled to continue through the middle of December. • The Antique Harvest: Object Appraisal and Identification will be held on September 151h from 10 a.m. — 3 p.m. • Old Town Tours are being offered on Saturdays through Labor Day.
