A regular meeting of the Cultural Resources Board was held on Thursday, October 25, 2001 at 12:00
p.m., at the Lincoln Center. The following members were present:
Joan Day, Loren Hooper, Fran Johnson, Anna Otto, Jennifer Sterling Beccard , Ann Wilmsen

AGENDA
Call to order - (12:07 p.m.) Fran Johnson
II. Consideration of agenda — Fran Johnson announced that Kara Smith of the Convention and
Visitors Bureau (CVB) would be joining the meeting and asked her to say a few words before
the meeting progressed. Ms. Smith introduced herself and described her involvement in the
arts community. She reported on the newly formed task force that will develop a cultural
brochure/calendar to be distributed through the CVB. The publication will be completed as
early as the end of January 2002 and no later than June 2002.

IV. Annual Report
Fran Johnson described the purpose of the Board's annual report and work plan. The
Board revised the annual report to reflect 2001 activities. Staff will mail a new draft to the Board
members with November's meeting packet. Board members were asked to call Libby Colbert if
they think of additional items to be added to the report.
V. Work Plan -
The Board reviewed last year's work plan and discussed changes to reflect appropriate
2002 work plan items. Fran Johnson apologized to Joan Day for not re -visiting the issue of revising
the Board's vision statement. The Board discussed how and when to complete this task. Since Joan
Day is not re -applying to the Board, she will give her input regarding changes to the vision
statement before she leaves, then the Board will complete the vision statement in February or
March of 2002. The Board agreed to keep the current mission statement. Staff will mail a new
draft of the work plan to board members with November's meeting packet.
VI. Performing Arts Update -
David Siever reported on the progress of the Imagine campaign. He stated that there had been
many letters to the editor in support of the ballot issues. Board members shared experiences they
had in talking to people about the ballot issues. Jennifer Sterling Beccard reported that letters to
the editor were due the next day (10/26) by 5:00 pm. The Board discussed what they would
include in a letter to the editor.
VII. Possible Board candidate for Colorado Council on the Arts —
Jennifer Sterling Beccard reported that she had not been able to contact Carol Ann Hixon
or Terry Sutherland. The Board asked to keep this agenda item on next month's agenda. There
was also discussion about the Colorado Business Award for the Arts and the possible candidates,
Bruce Hendee and Lucia Liley. Libby Colbert agreed to check on the deadline for these awards and
to add this item to next month's meeting agenda.
VIII. Review of Past Fort Fund Events —
Front Range Music Expo — Anna Otto — reported that event was well organized, but the
logo was not used on all publicity.
Food Bank — Shared Abundance — Ann Wilmsen — Reported that the event was not very
well organized. Fort Fund was listed as an "In Kind Sponsor" and the there was no
logo.
Dance Connection —Jennifer Sterling Beccard — reported concern about attendance at
dance performances in Fort Collins and the need to assist dance companies in this
Staff agreed to prepare a list of previously funded organizations who did not use or
incorectly used the Fort Fund logo. They will distribute this list at the next funding session.
IX. Committee Reports - Committee Reports
Lincoln Center Board — no report — meeting cancelled
Museum — Joan Day - Jill Stilwell has returned from maternity leave. The Museum has
completed a "re -vamp" of the Museum Shop.
CVB- October 23 board meeting — no report
Arts Alive — Board Meeting last night (Jennifer Beccard) They are in the beginning phases
of hiring new executive director. They defined three areas/committees of focus:
1) Arts advocacy 2) Arts Education 3) Development of a business center for the
arts.
Art in Public Places — Ann Wilmsen — Ann Wilmsen was out of town. Fran will serve as
alternate to Art in Public Places Board Meeting.
X. Other Business —
Dave announced the names of the applicants to the Cultural Resources Board.
The Board discussed dates of future board meetings. The next board meeting will be
November 29`s. There will be no December meeting unless the events over the next month
warrant a December meeting.
Due to the New Years Holiday, the Board agreed to change the deadline for Fort Fund
applications for the January funding session to Friday, January 4".
Staff presented a request from Whitebird Productions to change the date of the Music Fest.
Jennifer Sterling Beccard moved to approve Whitebird Production's request for a change of date.

LINCOLN CENTER REPORT
NOVEMBER 29, 2001
ADMINISTRATION:
Showstopper series:
We have been notified that `Burn the Floor" a Showstopper Series show
scheduled for February 25 thru February 28`h has been cancelled by the production
company. Dates on the road had to be rerouted due to the events of September
I Ith and we were unable to come up with replacement dates. The show has been
cancelled as well in Colorado Springs and Cheyenne.
The show has been replaced with "Dallas Brass" on February 11 thru
February 14. Dallas Brass is a show that staff saw at the Western Arts Alliance
conference this September in San Jose. The Showstopper Series committee
looked at tapes of the Dallas Brass and unanimously recommended that we book it
for a future Showstopper Series. We were fortunate to be able to find a time slot
that worked so we could use it as a replacement this season.
Art -In -Public -Places:
Mosiac work has been completed on the Water Cycle Wall Project south
of the Drake road bridge, which is the first phase of an art -in -public -places
project. Next summer the artist will install the bronze and ceramic tiles
representing the animal and plant cycles. The images are inspired by drawings
from Poudre School District students.
VISUAL ARTS:
The Lincoln Center Galleries will present "Great Glorious Gifts," and exhibition
of one -of -a -kind, hand-crafted holiday gift items, Nov. 27 through Dec. 26 in the Center's
Intimate Gallery.
Over 33 quilts by members of the Front Range Contemporary Quilters
organization will be on display in the Center's Lobby Gallery from Nov. 29 through
January 1, 2002, in an exhibit entitled "The Artist and the Quilt 2001."
Mixed media sculptures by Loveland artist Jeffrey U. Cole will be on display in
the center's Walkway Gallery Nov. 30 through Jan. 8, 2002.

November 29, 2001
PROGRAMS
The Museum hosted the first ever "Terror Tours" through Old Town Square on October 27`h. 80
people explored the hauntings of Fort Collins.
Eric Gantt presented "Finding More: New Studies of the Coffin Collection" on November 3rd as part of
the Dig It! exhibition lecture series. The next lecture is "Fluorescent Rocks: Trade Patterns of the
Folsom People" by Bridget Ambler of the Colorado Historical Society and will be held on Saturday
December I, 2001.
The Museum Store presented a display at the Hall of Trees at the Lincoln Center, November 8 — 14.
The Tumbleweed Tannenbaum workshop was held on November 171h
Carol Fest will be held on December 7`h this year, with caroling through Old Town commencing at
6:15pm at the fountain and the Annual Community Tree Lighting at the Museum around 7:30p.m.
Firefighters from Station One will officially light the tree, and the Museum's 1937 Diamond T Fire
Truck will be on display.

The Museum staff had a team building retreat on November 19`h at the Edwards House,

ANNUAL REPORT - 2001
BACKGROUND:
The Cultural Resources Board consists of seven members. Regular meetings were held on
the last Thursday of each month from 12:00 p.m. to 1:30 p.m. at the Lincoln Center.
The Board receives monthly staff reports and acts in an advisory capacity to City Council
for the Cultural Services and Facilities Department that includes Lincoln Center, the Fort
Collins Museum and other responsibilities as needed. The Board reviews and advises staff
on the following: Annual Budget, Facilities improvement and Programming (Exhibits,
Shows, Outreach) and other issues as they arise. The Board continues to gather community
input on cultural issues and represent the ideas expressed.
Members who served in 2001 were Ayleen Burns, Joan Day, Loren Hooper, Fran Johnson,
Anna Otto, Jennifer Sterling Beccard and Ann Wilmsen. Fran Johnson served as
Chairperson. Ayleen Burns served as Vice -Chairperson.
Council liaison: Karen Weitkunat.
Staff Liaisons through April 2001 were Mike Powers, David Siever, Jill Stilwell and Evan
Hyatt. Libby Colbert replaced Evan Hyatt in May 2001 and Cheryl Donaldson substituted
for Jill Stilwell for the months of July — October 2001
Liaison from the Convention & Visitors Bureau was Rich Harter.
YEARLY HIGHLIGHTS - 2001
CAPITAL IMPROVEMENT PROCESS - NEW PERFORMING ARTS CENTER
The Board continued to consult with staff concerning the petition drive for the Imagine
campaign. The Board wrote a letter to the council expressing their support for the new
performing art center and urging Council to do the same. Fran Johnson gave a presentation
to Council on behalf of the Board in support of the Imagine campaign. The Board wrote a
letter to the editor in support of the Imagine campaign.

FORT COLLINS MUSEUM
The Board consulted with staff on the expansion of the Fort Collins Museum's
Heritage Courtyard and began working with staff towards recommendations for future
growth of the Museum facilities.
The museum conducted a feasibility study to evaluate the structural integrity and the
potential reuse of the 201 Peterson Library building, if and when the Library relocates to a
new, larger facility
The Museum sponsored a breakfast for the council members at the Museum to
increase their awareness of the Museum and its programming.
FORT FUND:
The Board monitored the impact of the three -tiered funding system that was
instituted in 1998 and made changes as needed. The Board recommended funding in the
amount of $48,287 to 28 organizations in January, $102,300 to 15 organizations in April,
and $30,585 to 15 organizations in June. City Council approved all funding
recommendations. The Board continued to evaluate and streamline the Fort Fund process
as reflected in the October 2001 revision of the Fort Fund Guidelines.
The Board will continue to monitor the Fort Fund process and make changes as
needed.
ARTS ALIVE FORT COLLINS
The Board assigned a liaison to Arts Alive and the Board continued to assist the
organization in the areas of public awareness.
The Board and staff helped plan two joint meetings with the Convention and Visitors
Bureau and Arts Alive. The meetings focussed on marketing opportunities for arts
organizations.

WORK PLAN - 2002
VISION: Pretty stuff and good stories make happy people. The Fort Collins Cultural
Resources Board envisions a community where art, music, performances and
the stories of its people enhance the quality of life for all residents and visitors.
MISSION: The mission of the Fort Collins Cultural Resources Board is to advise City
Council on cultural issues for the greater good of the Fort Collins community.
Cultural resources are defined as the arts and history, which stimulate community
potential and pride.

COMMUNITY CULTURAL DEVELOPMENT
Participate in projects, which may affect the cultural community such as:
Arts Alive Fort Collins
Public/private funding for City cultural projects
Fort Collins Convention and Visitors Bureau collaboration
Designated revenue sources to support the operation of the city's non-profit arts,
science, historical and cultural organizations (such as a Scientific and Cultural
Funding District, a seat tax, an increase in the City lodging tax, etc...)
Raise the awareness of City Council members and the community as a whole of the
value of the cultural assets of the city.
Promote the establishment of a Mayor's Community Award for the Arts.
