HomeMy WebLinkAboutPersonnel Board - Minutes - 11/15/2005PERSONNEL BOARD MINUTES November 15, 2005 12:00 P.M. 215 North Mason Conference Room 2-A Council Liaison: Diggs Brown, Council Member Staff Liaison: Rick DeLaCastro, Human Resources Director Board Chair: James Lyall Board Members Present: Wynette Cerciello, James Lyall , Sid Simonson Cisco Romero City Staff Present: Rick DeLaCastro Human Resources Director Wendy Williams, Assistant City Manager Joan Busch (Recorder) Call to Order James Lyall, called the meeting to order at 12:05 p.m. and confirmed that a quorum was present. II. Approval of Minutes Sid Simonson moved that the September 20, 2005 meeting minutes be approved. Wynette Cerciello seconded. Motion passed (4-0). III. Appeal Procedures Cisco provided a draft of changes to the appeal hearing procedures and members reviewed. James Lyall asked if the changes would be reviewed by the City Attorney's office as well. Rick said yes. IV. Personnel Board's Role Wendy Williams advised that the City has completed its budget process and part of the discussion included support for Boards and Commissions. The Personnel Board is the only board advisory to the City Manager rather than Council. Darin has been looking at ways to streamline the appeal function and after discussion with staff and City Council has decided that he will be proposing an ordinance to Council which will disband the Personnel Board at the end of the year. This ordinance will be presented to Council on November 29. Wendy also said that if any Board member feels the Board should be continued, to please contact Diggs Brown who is their council liaison. James said he wished the Board had known this before today so Cisco wouldn't have spent time drafting procedure changes. Rick advised that any employee appeal that comes up between now and the end of the year would need to be heard. There is a possibility that one or two employees who are being impacted by the reduction in force may appeal. The procedure the Board has adopted would apply. Wynette said she agreed with the decision and felt that if the Board was only getting updates, it was a waste of time. Sid said that although the appeal procedures weren't the most efficient, he thought having an outside perspective was important. Cisco said Personnel Board Minutes November 15, 2005 Page 2 of 2 he didn't see how the internal appeal process could be more streamlined than involving an outside board. He said there may be other alternatives rather than disbanding. Rick advised that in most other organizations the final decision maker in appeals is either the City Manager of the HR Director. Wynette said there isn't an appeal board at the county, and that the commissioners are the ultimate decision makers. James asked what the deadline was for filing appeals. Rick said employees had seven days after receiving their packets to file an appeal. So the Board would need to review and adopt the revised appeal procedures prior to any hearing. Cisco will make any additional changes and forward to the Board. Rick said he would forward the proposed changes to the City Attorney's office for review. If an employee files an appeal between now and the end of the year, the Board will meet to ratify the changes. V. Other Business Joan advised that minutes from today's meeting will need to be approved and asked how to facilitate that if the Board is disbanded. Rick said the Board could move to approve the minutes electronically at today's meeting. James moved that the November 15 meeting minutes be approved by the Board through an electronic vote, after receiving the minutes through email. Sid seconded. Motion passed (4-0) VI. Adjourn There being no further business, Wynette moved that the meeting be adjourned. Cisco seconded. Motion passed unanimously (4-0). Meeting adjourned at 1:05 p.m. Approved:
