MEETING MINUTES

Board Members Present: Kay Rios, Denise Rogers, Kevin Brinkman, Jon Fairchild,
Joe Hebert and Peter Tippett. Michelle Jacobs was excused.
Advance Planning Staff Present: Maurice Head, Ken Waido.
Council Members Present: None.
Guests: None.
Kay Rios called the meeting to order with a quorum present at 4:11 p.m.
Open Public Discussion:
Marilyn Heller, League of Women Voters representative, thanked the Board for their
hard work. Wendi Robinson, Neighbor to Neighbor, also thanked the Board and the
City for their support over the years.
New Business
Agenda Review
Budgeting for Outcomes and Competitive Process updates were added to OIL
Business as items 1 and 2.
Minutes
Peter Tippett moved the November 3, 2005 minutes be approved as submitted,
Denise Rogers seconded, and the motion carried unanimously.
2006-2007 AHB Work Plan
The Affordable Housing Board drafted their 2006-2007 work plan. Kay Rios asked
everyone for their suggestions, per her request from the November 3 meeting. She
recommended the Board keep in mind the BFO emphasis on economic
development.

At the November 3 meeting, Ms. Jacobs expressed interest in editing the Board's
purpose statement to include stronger action words and a method to gauge the
Board's progress. Mr. Waido told the Board that their purpose statement is a
Council ordinance, and is not easy to change. Kay Rios suggested that Ms. Jacob's
suggestions be included in the work plan, instead.
The Board discussed removing interboard liasons. Mr. Waido reminded the Board
that interboard liasons serve a dual purpose; they inform the AHB of other Board
and Commission issues, and help keep other boards aware of affordable housing.
The Board will keep their liasons in the upcoming work plan.
The Board decided that many sections of the old work plan were no longer relevant
given the City's current government and economic situations. Ms. Rogers stated
that after BFO, the Board should shift their focus to Council and City government,
rather than the public.
The new work plan will focus on educating Council regarding the relationship
between economic sustainability and development, and affordable housing; the
continued advocacy of affordable housing needs to Council; and the retention and
increase of affordable housing funding and stock. Denise Rogers will draft a
final version of the 2006-2007 AHB work plan, and email copies to the
Board.
Old Business
Budoetina for Outcomes and the Competitive Process
Kay Rios cautioned the Board to be aware of changes in funding, and of possible
mergers with other Boards or Commissions. If the AHB were to be absorbed by the
Fort Collins Housing Authority Board, the first tier of the Competitive Process would
be lost. Ms. Rios quoted from the BFO that the City wants to "pursue ways to
encourage participatory government," and that the Board should work to remind
Council of this.

Ken Waido announced that the Performance Institute has invited him to speak in
Washington, DC in February.
Maurice Head gave an update about the Land Bank Kechter Road purchase. The 21
acre site will be purchased as a joint venture with CARE Housing. The purchase will
use the remaining Land Bank funds. The City will hold its portion for a minimum of
five years.
Extra Business
Thank You and Farewell to Kay Rios
Ken Waido presented Kay Rios with an engraved box for her years of service with
the Affordable Housing Board.
