FORT COLLINS PARKS AND RECREATION DEPARTMENT
GOLF ADVISORY BOARD
MINUTES: Regular Meeting, February 17, 1982
The meeting was called to order at 7:30 P.M. with Tom Skillman presiding.
The minutes of the January 20th meeting were approved unanimously on a motion by
Jim Mitchell and seconded by Kathy Bohmont.
PROPOSED MEETING WITH CITY OF LOVELAND AND LARIMER COUNTY
There was a discussion regarding a potential meeting with the City of Loveland
Parks and Recreation Department, and Larimer County, to discuss issues of common
interest. H. R. Phillips said Loveland Parks and Recreation is receptive. He
also noted that Nona Thayer is interested in participating. and suggested inviting
the President of the County Recreation Board. Tom Skillman suggested inviting a
member of the Chamber of Commerce.
Jim Mitchell asked what the goal of this meeting would be. Tom Skillman feels
initially to discuss mutual concerns and common interests and also the possibility
of a common golf course. Kathy Bohmont, Jim Mitchell and Tom Skillman will attend
for the Golf Board. H. R. Phillips will set up the meeting in the next couple of weeks.
FEE STRUCTURE COMMITTEE
Members of this Committee will be: - Eileen Banks, Jerry P. Brown, Bill Metier, Jim
Mitchell and former Board member, Ron Sisson. Jim Mitchell will chair the Committee.
The mission of this Committee will be to make recommendations to the Golf Board re-
garding the establishment of proper relationships amoung fee categories. It is
necessary for this Committee to begin work early because budget process deadlines
this year are earlier. Jerry P. Brown explained that when preparing the preliminary
1983 budget, he will use current 1982 fees for projections. The Board concurred.
OTHER BUSINESS
- Jerry P. Brown reported on the status of the Fort Collins Municipal Railroad
Society Trolley Project. In December 1980, the Golf Board approved the trolley
storage structure adjacent to the #2 fairway at City Park Nine. The structure
will now be wooden, rather than metal, as originally planned. There will also be
windows on the south side. The Board sees no problem as long as golfers will not
have liability for broken windows. Currently, the workers will be parking in the
ballfield parking lot. When the building is done, they will probably not park
there, but rather off Mountain Avenue.
- Jim Mitchell brought up an article in the paper that evening regarding re-routing
of South Lemay. He was concerned that decisions might be made that will affect
Collindale Golf Course without consulting and/or apprising the Golf Board of the
plans. H. R. Phillips said they may want to put a walkway on the west side of the
railroad tracks. It was agreed that the Board will need to watch how the plans for
South Lemay progress.

- Tom Skillman received a letter from the City Manager asking the Golf Board to
put together a statement explaining concerns and/or issues the Golf Board would
like to see the City Council address.
Jim Mitchell moved that Jerry P. Brown draft a statement concerning the following
issues:
1. Since there will be no more Revenue Sharing, what is the policy
and/or philosophy of the City Council regarding support of the
golf program? And, should the golf program continue to be an
Enterprise Fund?
2. What is the policy and/or philosophy of City Council regarding Capital
Improvement budget for a new golf course?
The motion was seconded by Kathy Bohmont. The motion passed unanimously.
- Neil Johnson said the Rocky Mountain Golf Course Superintendents will have their
annual meeting at Collindale on April 15.
- Jerry P. Brown announced that Shawn Donovan from the Parks Division, has been
hired for the Golf Technician's position at City Park Nine.
The meeting adjourned at 8:40 P.M.
