Alternate Dick Zubradt was allowed voting status. Members Sandy Bickel and Jim Mitchell were absent. The minutes of the July 21st meeting were approved unanimously on a motion by Carl Kansala and seconded by Eileen Banks. Guests Richard Frye, Inez Tomlinson and Paul Meuwissen were present to observe the meeting. H. R. reviewed the 1983 Proposed Budget and Financial Statements and discussion followed, mainly about the use of the Surcharge as recommended by the Board. H. R. explained the recommendation by staff to keep the Surcharge and use the interest for equipment and other golf needs. The recommendation came from Ron Wood and Jerry P. Brown who had done extensive golf budget reviews. Dick Zubradt moved and seconded by Bill Zech to approve the revised budget. The Surcharge was discussed and with Dick Zubradt moving and seconded by Eileen Banks that the Surcharge revision remain as a budget line item. Bill Basow reviewed the Survey and discussion followed on the need for a Marshall. No recommendation was officially made; however, Neil Johnson suggested that funds spent for a Marshall could help the maintenance of the golf course by allowing him to hire two seasonals, and this would help him improve the course and help speed up play. Bill Basow indicated that additional discussion would be done at the next Board meeting on the balance of the Survey. Chairman Tom Skillman appointed Bill Zech, Eileen Banks and himself to serve on a committee to review the contracts for 1983. Discussion followed on the Out -of -City rates; however, no recommendations were made at this time. At 8:46 P.M. Bill Zech moved and seconded by Carl Kansala that the meeting be adjourned.
