Call Meeting to Order: The regular meeting of the Youth Advisory Board was called to order at
7:07 p.m. on Wednesday, April 1, 1998 at the Youth Activity Center by Board Chairperson Abby Jones.
Approval of Minutes: On a motion by Richy Lynn and seconded by Steve Hill, the minutes of the
meeting of March 4, 1998 were approved unanimously (8-0).
Agenda Review: No changes to printed agenda.
Citizen Participation: No citizen participation.

SMOKING ISSUES
Scott reported that the Police Department was in the process of doing compliance checks at retail stores
where tobacco products are sold. Retailer cannot have tobacco products within reach of youths, nor can
underage persons make purchases. The results of the compliance check will be reported in the
Coloradoan.
BASH REPORT
Councilman Smith reported that the BASH trip to Glenwood Springs was wonderful - the hot springs

were great as was the college setting. Forty students participated. It was felt that the destination required
too much travel time. It is unknown what happened to the money and food donations that exceeded the
need for the Glenwood Springs event.
The next event will be April 18 hosted by Poudre; location is undecided at this point. Rocky Mountain is
scheduled to host the subsequent event.
ZERO TOLERANCE GRANT
Jim Weber from CSU's Center for Drug and Alcohol Education shared information with the Board about
a new zero tolerance law that targets underage youths (ages 16-20) who drink and drive. It is similar to
the Minors in Possession law, but it pertains to drivers with .02 BAC, and it also includes walking or
riding a bicycle. One beer will put a teen over .02 BAC. If a teen is caught, they will lose their driver's
license for 3 months for first offense, 6 months for second offense, and 1 year for third offense.
One of the leading killers of 16- to 20-year-olds is drinking and driving. This law is meant to crack down
on those offenders. Citing non -drinking riders in a car where there is alcohol may be left to the discretion
of the officer. Enforcement will be discussed with DA's office, Police Department, Sheriff s Department
and CSU Police.
YOUTH ACTIVITY CENTER UPDATE
Suzy Danford distributed the calendar for April. Because there were not enough teams for the spring
basketball league, the deadline has been extended. The high school boys volleyball program holds games
at the YAC on Wednesday; there is an admission fee because this program is not funded. Free tickets are
available at the Northside Aztlan Community Center.
Rock climbing, llama trekking, and mountain biking are scheduled for ages 12-17 this summer (teen
adventure program). Transportation, all supplies and equipment provided.
Dave Mosnik handed out an "active participants" list which categorizes participants by school (based on
IDs processed since January). March participation report also distributed.
Non-traditional sports test will be held on May 9. Each session will be limited to 10-12 participants and
pre -registration is required. The Coloradoan is planning to do an article about the sports felt.
NORTHSIDE AZTLAN COMMUNITY CENTER UPDATE
Debra Bueno reported that Spring Break activities were successful. YAB members are invited to attend
the Pow Wow on April 17-19.

NACC has a summer stipend program, which is funded by a $2,500 grant, where approximately 10-12
youngsters ages 12-14 are hired to work four hours per day. In addition to being paid, program
participants get to go to Water World, Elitch's, etc.
The Cinco de Mayo celebration will be held on May 2 in Old Town and May 3 at Lee Martinez Park. All
are invited to attend.
OTHER BUSINESS
• Abby Jones requested e-mail addresses of other Board members. On March 26, she and Steve Hill
attended the City's state of the arts forum to determine the direction the City is taking in the area
of arts. A report will be compiled and sent to participants. The small group that Abby was in
suggested that youth input is lacking in regards to arts.
• Abby reported that CSU students voted on a referendum to increase Transfort fees and route
changes. Results are unknown at this time.
• Abby is involved in the MS Society fund-raising walk on April 25; contributions are welcome.
• Will Smith reported that all boards and commissions are open to young people with a few
exceptions; applications deadline is end of April.
• Will Smith and Dave Mosnik reported that nothing conclusive was done in the last skateboard
park meeting. There is a great deal of interest in the labor side of construction, less interest in the
materials side. The school district may be willing to provide space. Dave feels there is a lot more
interest from a lot more sources, and opportunities for success have increased. Will stated that if
tagging and skating become linked, a negative image is created.
Richy Lynn reported that a private citizen is working on creating a dance hall for kids under 16 in
the former Montgomery Ward building; minimal effort should be required. It will be
approximately a year before that space houses a business again.
Scott Gammon reported that Suite 152 is open to teens on Friday and Sunday nights. Crowds have
been good. Peer pressure is encouraged to prevent drug, alcohol, and gang activities. A small
group of people are creating problems for everyone. Farah Inam feels that kids should not be
allowed to re-enter once they have gone outside. The bar's owners are committed to continuing
the teen nights at this time.

• Peggy Bowers invited Board members to attend a public meeting on April 2 at the Lincoln Center
from 5:00-8:00 PM and to share their thoughts on the City's Building Community Choices
program. She distributed a list of nine options for the new NACC site.
• Abby Jones reminded Board members that oral school reports are due at the May meeting.
• Jose Sandoval announced the next Splash Dance for grades 6-9 on Saturday, April 4. Volleyball,
swimming, dancing, food will be available for a maximum of 600 participants.
• Dave Mosnik stated that the application deadline is April 3 for the clerical aide who will develop
and maintain a youth web page. Twelve to fifteen applications have been received to date.

On a motion by Jo Faith and seconded by Phillip, the Board voted unanimously (8-0) to adjourn at 8:00
p.m.
