Call Meetina to Order: The regular meeting of the Youth Advisory Board commenced
at 7:10 p.m.
Approval of Minutes: The minutes of September 2, 1998 were approved unanimously
on a motion by Steve Hill, seconded by Ben Brooks.
Agenda Review: No changes to the agenda.
Citizen Participation: No citizen participation.

SKATEBOARD PARK UPDATE
The construction of a skateboard park is a strong possibility. A grant for funding has
been submitted to Great Outdoors Colorado. If all goes as planned, the skateboard park
should be ready in November 1999.
BATTLE OF THE BANDS
Board members feel that teens in the community would welcome a Battle of the Bands
event for entertainment. A lengthy discussion followed on the particulars of such an
event. Some things to consider: equipment limitations of performing bands, crowd

control, security, auditions vs. tapes, venue, revenue collection or not, length of
performance, time of year to schedule, festival vs. concert. Board members thought an
event such as this might be a good opportunity to hand out a questionnaire to attendees
that would give the Board guidance on issues and concerns. It would probably also be a
good opportunity to distribute a calendar of teen happenings.
The Board decided to meet as a Battle of the Bands committee to further discuss this idea
on Wednesday, October 28 at 6:00 p.m. at the Youth Activity Center. Board members
are welcome to bring others who may be interested in the discussion. The committee will
report to the Board at the regular meeting on November 4.
It was noted that the BASH committee is still functioning, and an event is planned for
late October at the cornfield maze east of town.
SCHOOL ASSIGNMENTS
Board members selected the schools they will visit to determine issues and concerns of
the students there. Board members will then report orally at the regular meeting on
December 2.
Councilman Will Smith suggested that Wellington and Cache la Poudre junior highs e
excluded from representation because they are not in the city. After some discussion, the
Board agreed to this exclusion although the topic may be revisited at a later date.

ELECTION OF OFFICERS
Phillip, Steve, and Ben were nominated for the position of Chairperson. Phillip Chavez
was elected.
Ben and Steve were nominated for Vice Chairperson. Steve was elected by a coin toss
following a tie vote.
YOUTH ACTIVITY CENTER UPDATE
Suzy Danford handed out the November calendar of activities and the September
participation reports. Board members are encouraged to call the YAC staff with
questions or comments. Ben suggested a link from the definition page of the Youth
Advisory Board to the Board minutes/agenda. It was also pointed out that non -current
information was being posted on the teen web page.

Dondi suggested that Board members' e-mail addresses appear on the web page. Staff
will facilitate. Scott will bring a digital camera to the next Board meeting to photograph
Board members for the web page.
NORTHSIDE AZTLAN COMMUNITY CENTER UPDATE
Debra Bueno distributed a flier announcing a Halloween dance at Northside that is being
planned by representatives from all three high schools. Pre -event ticket sales are
unknown. Ninth graders are included (even though flier does not indicate).
OTHER BUSINESS
• BASH event on October 29 and 30.
Young people are encouraged to attend a forum hosted by the Healthier Communities
Coalition on November 17. The November issue is teen pregnancy. Questions to be
posed include how much of a problem is it, how is it addressed, what are service
agencies doing, what is the role of parents/media/government, how does community
deal with teen pregnancies. Councilmember Smith has requested that peer counselors
contact him and attend the forum.
The National League of Cities has its annual meeting in December in Kansas City.
Councilmember Smith is a representative and has been requested to bring a young
person (age 15-18) for the "youth track" of the conference. Board members are to
consider this for further discussion in November.
