Call Meetine to Order: The regular meeting of the Youth Advisory Board was called
to order by Chairperson Phillip Chavez at 7:10 p.m.
Approval of Minutes: The minutes of October 14, 1998 were approved unanimously on
a motion by Ben Brooks, seconded by Bill Leary.
AAmenda Review: No changes to the agenda.
Citizen Participation: No citizen participation.

INTERVIEWS FOR FUTURE LEADERS PROGRAM
The Youth Advisory Board will select two young people who are juniors or seniors to
attend a "Future Leaders Program" at the 1998 Congress of Cities to be held in Kansas
City, MO December 2-6. One selection will be made from the YAB, the other from the
three candidates who have submitted essays and are present to give a brief explanation of
their desire to attend the Congress and how their attending will benefit the community.
The Youth Advisory Board was directed to make their selection based on the criteria
stated on the application.

Daniel Zentner (FCHS), Michelle Leatherwood (FCHS) and Steve McHugh (Centennial)
were the contenders at -large. Ben Brooks was the only candidate for consideration from
the Youth Advisory Board.
Following the presentations by the candidates, the Board voted on a motion by Robin
Horak and seconded by Jo Faith Warsteane to ask the candidates questions in order to
gain further information/clarification. Board members also were given some time to read
the applicants' essays.
On a motion by Ben Brooks and seconded by Jo Faith Warsteane, the Board voted
unanimously to vote by secret ballot. Again, Board members were cautioned to make
their selection based on the stated criteria.
Steve McHugh and Board member Ben Brooks were selected to attend the Congress.
The decision process was a difficult one as all applicants had great credentials.
DEVELOP WORK PLAN
The following issues were developed as the Board's work plan for 1998-99. Proposed
agenda dates are in parenthesis.
Communication plan (December)
Summarize community groups associated with youth
Youth musicfest (Battle of the Bands) (January)
Transfort/transportation issues (January)
Meet with Loveland's and Greeley's youth advisory boards
In reference to the communication plan item, the Board will invite Coloradoan staff to
attend the December Board meeting to answer questions about what is currently being
done to publicize youth activities and issues and to determine what additional measures
could be taken. The Board will brainstorm prior to the Coloradoan staff s arrival at 8:00
p.m. on Wednesday, December 2. Staff will provide background information to the
Board members prior to the December meeting.
Because of the enormity of the tasks the Board wishes to undertake, it was proposed and
agreed upon to hold frequent work sessions between regularly -scheduled Board meetings.
The first such work session will be held on November 18 at 7:00 p.m. at the Youth
Activity Center.
BATTLE OF THE BANDS COMMITTEE REPORT
Robin Horak, Farah Inam, Ben Brooks, and Will Smith attended the scheduled sub-
committee meeting on October 28. The committee's brainstorming session involved
discussion on date (late March or early April), venue (prefer somewhere other than a
school), types of music (from performance bands to dance bands who would audition),
whether or not to include other types of activities (food vendors, graffiti painting,

carnival events), etc. Local promoters will be contacted for assistance in planning and
support.
Having heard the committee's report, the Board decided to pursue such an event, and
further discussion will take place at the work session on November 18.
OTHER BUSINESS
• Will Smith encouraged young people to attend the teen pregnancy forum at the Senior
Center on November 17.
Adjournment: The Board voted unanimously for adjournment following a motion by Jo
Faith Warsteane and seconded by Ki Shih.
