Call Meeting to Order: The regular meeting of the Youth Advisory Board was called
to order by Chairperson Phillip Chavez at 7:07 p.m.
Approval of Minutes: The minutes of January 6, 1999 were approved unanimously on a
motion by Dondi Barrowclough, seconded by Robin Horak.
AA2enda Review: No changes to the agenda.
Citizen Participation: No citizen participation.
Agenda:
COLORADOAN TEEN PAGE PROPOSAL
Megan Barz presented the Board's proposal for a teen page in the newspaper to Dave
Greiling of the Coloradoan. In essence, what the Board proposed is that articles from the
three high school newspapers would be reprinted in the Coloradoan once a month. Ms.
Barz, along with the editors of the high school newspapers, would work on an agenda for
approximately 6 months at a time. Articles for the Coloradoan would be routed from the
editors through Ms. Barz to the Coloradoan. It was determined that a theme page may
not have as much appeal as one that includes a variety of topics.
At this time it is uncertain if the teen page would run in the summer. If so, stories would
need to be written in advance. If the teen page were to appear in the Coloradoan on
Friday, the articles would need to be delivered to the Coloradoan on Monday or Tuesday

via Microsoft Word on diskette. The Coloradoan will edit the content. Photos could be
accepted on Monday or Tuesday as well, although it might be better if the Coloradoan
provided the photos. The Coloradoan would design the page.
Mr. Greiling liked the ideas presented but had some concern about the logistics. He
agreed to talk with his staff and respond to Janet Urban the week following this Board
meeting.
On a motion by Ben Brooks and seconded by Robin Horak, the Board voted unanimously
to write a letter to Dorothy Bland, publisher of the Coloradoan, thanking her staff for
being receptive to the idea of a teen page. Bill Leary will write a letter on the Board's
behalf.
BATTLE OF THE BANDS UPDATE
Dondi Barrowclough and Ki Shih made a presentation to the Cultural Resources Board
requesting funding from Fort Fund for the Youth Music Fest in City Park on June 5,
1999. The Cultural Resources Board recommended that $750 be allocated. City Council
will approve their recommendation on February 16.
Ms. Barrowclough and Ms. Shih will make a presentation to Stryker Short Foundation for
additional funding.
Ben Brooks distributed a draft copy of the planning calendar for the Youth Music Fest.
The subcommittee will meet on Tuesday, February 9 and will discuss
auditioning/listening to bands. Bands performing will be comprised of members high
school age or younger. Will Smith suggested talking to Tim Van Schmidt about
spreading the word to local bands about auditioning/performing. Posters will be placed
in music shops, schools, maybe Transfort buses. Mr. Smith also suggested sending a
notice to the Neighborhood Resource Center to alert neighbors to the event on June 5.
Concessions will consist of popcorn, pop, pre -packaged foods. Lights may be needed for
removing equipment (event to conclude approximately 10 p.m.). The use of the
showmobile has been secured, sound equipment and technician(s) have been reserved, t-
shirts will be provided for event staff.
It was suggested that some bands might prefer studio time rather than cash prizes.
Further research will be done regarding this proposal.
Peggy Bowers will invite Shirley Bolton of Wingshadow to the next subcommittee
meeting to discuss using funds her organization acquired that they no longer need.
CONFERENCE REPORT
Steve McHugh was unable to attend the Board meeting to report on his experience at the
National League of Cities conference in Kansas City in December.

OTHER BUSINESS
• Will Smith reported that the Healthy Communities Coalition is doing a forum to
present the assets model to the community on Wednesday, March 24 from 6:00-8:30
p.m. He encouraged youths to participate.
• Congressman Steve Tool and Steve McHugh will be at Centennial High School on
February 19 to discuss issues of a legislative nature (money for detention center vs
money for education). Mr. Smith indicated that other legislators would probably be
willing to speak to other groups.
• Ben Brooks handed out cards with activities hotline numbers for RMHS, FCHS, and
PHS.
• Ki Shih commented that the recent filming of the "Perspectives" show for local cable
should have included the Youth Advisory Board. A statement was made that it was
disorganized and not very well advertised. School principals, PSD Superintendent
Don Unger, Mayor Ann Azari, and Will Smith were there.
The show will air twice a day beginning March 4.
Ben Brooks distributed a list of delegates who attended the National League of Cities
conference. Board members are encouraged to contact any of the delegates if they
wish. He also distributed a list of "Perspectives" participants. Many of the people on
that list are interested in working with the Youth Advisory Board and are interested in
youth issues.
• Will Smith thanked Youth Advisory Board members who attended the Boards and
Commissions event at the Lincoln Center on January 30.
Adjournment: The Board voted unanimously (9-0) for adjournment following a motion
by Robin Horak and seconded by Farah Inam The meeting was adjourned at 8:20 p.m.
