YOUTH ADVISORY BOARD MINUTES
Regular meeting — January 5, 2000

NOTE: Effective December 2, 1999, Jo Faith Warsteane and Bill Leary were terminated
from the Board for excessive absences.
Call Meeting to Order: The regular meeting of the Youth Advisory Board was called
to order by Chairman Ben Brooks at 7:12 p.m.
Approval of Minutes: The minutes of December 1, 1999 were approved unanimously
(4-0) on a motion by Robin Horak, seconded by Brian Fanning.
Agenda Review: Chairman Ben Brooks added "National League of Cities Update" to
the agenda as Item #8.
Citizen Participation: No citizen participation.

INTRODUCTION OF MARK LARKIN
Because Scott Gammon will be out of the country for several months, Mark Larkin has
replaced him as Police Liaison to the Youth Advisory Board. Officer Larkin teaches
DARE half time and will be the School Resource Officer at Blevins beginning soon.
Mark's presence on the Board will be a good pipeline to and from the schools. SRO's
meet weekly and share information about,their respective schools.

DRUG INFORMATION FORUM
Steve Dike -Wilhelm distributed a sample agenda for the proposed drug information
forum. The format includes a written questionnaire to be completed by attendees as well
as facilitated roundtable discussions. Board members felt small roundtable groups would
be a good means of generating discussion.
Some other thoughts included: instead of a panel to kick things off, have a few people
who can speak briefly about real -life incidents. It was agreed that having "real" people as
the introduction would be better than showing a video. Steve Dike -Wilhelm suggested
same -age facilitators. The Board agreed that this forum would be a one-time community -
wide event rather than specific to one school or one area of the city. The Senior Center
and Rocky Mountain High School were suggested as possible sites. An April weeknight
(Wednesday or Thursday) or maybe after school were suggested timeframes.
In reference to publicity, it might be appropriate to get the word out through health
teachers. Developing some sort of incentive for attendance was discussed — class credit,
voucher, requirement of a student's action plan to be readmitted to school.
Further discussion will take place at the next Board meeting.
BRAINSTORM DISTRIBUTION OF YOUTH SERVICE DIRECTORY
The youth service directory (F.O.C.U.S.) is at the printers and will be delivered to the
Recreation office on January 24. Board members will talk to their principals (Ben
Brooks -FCHS, Robin Horak - PHS, and Brian Fanning and Phillip Chavez — RMHS) to
discuss distribution at those sites. The Recreation staff will see that SRO's get copies to
distribute at their assigned schools; YAC staff will be making junior high visits and can
deliver there as well. Peer counselors and counseling offices will also receive copies for
distribution.
Staff is eager to get copies of this wonderful directory into the hands of teens.
HOW TO GET YOUTH INPUT (FOLLOW-UP)
The proposed youth drug forum will serve as a means to get input from community
youths.
NATIONAL LEAGUE OF CITIES UPDATE
Ben Brooks handed out an article summarizing the recent Congress of Cities which was
held in December, 1999. He also mentioned a conference with youth involvement to be
held in March, 2000 in Washington, D.C. although it will not be as large a gathering as in
Los Angeles.

NORTHSIDE AZTLAN COMMUNITY CENTER UPDATE
The ALAS (Advanced Latinas Active in Society) group conducted a canned food drive at
Lincoln Junior High and collected 3,000 pounds for the Food Bank of Larimer County.
They will host a dance on Saturday, December 6 to celebrate.
Teen weightlifting will begin soon. The Youth Advisory Board is asked to help recruit
tutors for the tutoring program at NACC. A talent show will be held at NAC on February
12.
YOUTH ACTIVITY CENTER UPDATE
The January calendar as well as the Recreator were distributed to Board members. The
three scheduled ski trips are full with waiting lists; more will be offered after the first of
the year. About 25 young people attended the recent swing dance which was partially
funded by BASH. Dave Mosnik highlighted some upcoming activities — focus groups,
the summer job fair. Also Larimer County youth employment staff will be at the YAC
on the 2nd and 4 h Tuesdays of each month from 3:30-7:00 to talk to kids about finding
employment. There are some new and exciting activities being offered in 2000; see the
Recreator for details.
Users of the YAC have been surveyed for the last 4 months; results will be available at
the February YAB meeting.
OTHER BUSINESS
• The Youth Music Fest is scheduled for June 9 and may include skateboard
demonstrations, basketball tournament and will probably begin in the afternoon,
running into the evening. YAB members will be used to recruit performers and help
with publicity. Further information will be forthcoming.
Adiournment: On a motion by Robin Horak and seconded by Phillip Chavez, the Board
voted unanimously (4-0) to adjourn at 8:50 p.m.
