Call to order 4:01 p.m. - Ms. Dale H. Consideration of the agenda - Eliminate item III. Consideration of minutes. Added Item V. Library Park tree sculpture Ill. Citizen Participation None IV. Xeriscape Garden Presentations Artists Joseph McGrane, Tim Upham and Don Mitchell made presentations to the board for the garden project. Following the presentations, the board asked questions and completed the evaluation forms. The results of the evaluation forms were tabulated and the scores were averaged. The board then discussed the ratings. Ms. Liska-Smith moved to recommend the sculpture submitted by Don Mitchell. Library Park tree sculpture Neighbors from the Fort Collins Library area requested that the City stop the chopping down of a tree stump at the corner of Olive and Peterson Streets and to consider it potential for an art project. Mr. Buchanan, City Forester, reviewed this suggestion from the perspective of the past history of tree sculptures and the situation with the current tree. Mr. Buchanan stated that tree sculptures placed outside are very high maintenance, and when maintenance is not done correctly and on schedule, they deteriorate quickly. The tree that is proposed as a sculpture is a Silver Maple which is a soft wood tree. He also stated that the City's wood sculpture titled "Dance Formation" had a cost of between $2,000 and $3,000 in the early 80s and that he estimates that a similar sculpture might cost between $5,000 and $40,000 today. Dan Gams, who lives in the area and was supportive of the tree sculpture concept, discussed his reasons for wanting the tree stump converted into a sculpture. Mr. Gams was informed that since the money in Art in Public Places is tied to City construction projects there were no funds for this project, however, he could come back to the board at the January meeting with a proposal to donate the tree sculpture to the City. As part of the donation process, he or the neighbors that are supportive of the tree sculpture would have to raise the money for the sculpture and its installation. The City staff present at the meeting offered their assistance in helping him with the Art in Public Places donation process. VII. Front Range Community College - Harmony Library Update Ms. Sternlieb, Ms. Liska-Smith, and Ms. Martin attended the selection process for artwork at the new library. Ms. Martin reviewed the background on the project and all three who attended shared their concerns with the process used by the Colorado Council on the Arts. Ms. Liska-Smith suggested that those concerns be communicated to the Council's consultant Barbara Neal. VII. Art in Public Places Reauthorization process - Open House Approved with changes VIII.
