Minutes of October 3, 1988

I. Minutes of September 19, 1988 approved without exception.
II. Viewed the film "Gentle, Angry People" - discussion on several issues
presented in the film, including a question of whether this could be
construed as church vs. state.
Follow-up: Contact other organizations for showings will be made by
various members of Commission; possibly add further discussion of this film
to future agenda.
III. Follow-up from previous meetings.
(a) Jim Creedan has been contacted by Liza; he will make a presentation at
the October 17 meeting, to include written documentation of his discussion.
(b) Carolyn read her draft of the letter to City Council, which recognized
those who supported the sexual discrimination issue. Ann said her office
staff would type and include in next Council packet.
(c) Jacque S. reviewed her draft of the letter to CSU, Poudre R-1 and Front
Range Community College inviting them to appoint a liaison to serve as a
part of the Commission. Those letters will also be typed and mailed by Ann
Turnquist.
IV. Chair Report.
(a) and (c) Regarding sexual orientation election, Coalition of Civil
Rights has asked for Commission representation at a late October support
meeting, and a press conference statement of support. It was noted the
Commission has given its support during the August 1988 hearing before
Council.
Consideration was given to asking the Colorado Women's Political Caucus to
write a guest column in Womens/pace on its candidate endorsement.
Input from several commission members regarding our position on
endorsements of candidates and issues. Comments ranged from "The
Commission should be a pacesetter in taking a stand" to "we need to endorse
carefully so we don't appear to simply go along with any group which
requests us to do so".

Liza also mentioned we had been asked to co-sponsor the 8-week course
beginning January, 1989, "Take Charge of Your Life/Money", with a mention
in any newsletter prior to the start of the classes, as well as any
committee help we can offer.
(b) Regarding addressing City Council - anyone who addresses Council is
asked to give a home address, which many members feel is a signal that no
one is home and is generally a dangerous practice. The Council is
considering changing public participation rules.
Follow-up:
1. Ask Police Department to join with Commission in sending a letter to
Council to request this practice be changed.
2. Most Commission members expressed a desire not to have home phone
numbers put on brochures or other documents which are publicly distributed.
V. Committee Reports:
Basic Needs has scheduled a meeting for 6:00 p.m., October 17, 1988, just
prior to regular meeting.
Outreach has set no meeting yet, due to Ginny's absence.
Legal/Government will meet November 7, 1988, then report back to Commission
whether economic issues can replace some legal/government issues since
legislation is being tracked elsewhere.
During our first meeting of December, all Committees should have 1989 goals
identified/set.
Follow - up: In order for Commission to determine its goal, we need to
review original recommendations, decide which have been met and which need
to be addressed or considered as "ongoing".
(a) Womens/pace Column - Liza noted dates of October 26 and November 9 are
open, and encouraged commission members to recommend any guest writers.
(b) WIN for Change Meeting - Duffy turned in written report from 9/22/88
meeting; Carole will discuss law attendance with Presidents' Coordinating
Council. WIN Buttons are for sale; general discussion re: spring 1989
meeting.
VI. Legislation - Various issues reviewed by Jane.
(a) ABC - Act for Better Child Care Services - Bill, Church vs. State issue
on funding; got tied in with other bills.
Follow-up: Concerned groups/individuals will need to ask for inspections
and other requirements which must be met to qualify for ABC funding, when
available.

(b) Money has been allocated for child care on 19 military bases
(foreign/domestic); also funds allocated for child care nutrition.
(c) Welfare Reform Act moving through Congress.
Follow-up: Larimer County Commissioners should look into availability of
private vs. social services providers due to differences of per diem rates;
also licensing of child care centers.
(d) Task force has been formed by Bea Romer - First Impressions - Which is
a study of services available for the first 60 months of a child's life.
VII. Meeting adjourned approximately 9:00 p.m.; Duffy took minutes due to
Kathy's absence. Next meeting 10/17/88 at 7:00 p.m. with Kathy Everett
serving as secretary.
