HomeMy WebLinkAboutWomens Commission - Minutes - 05/20/1991MINUTES COMMISSION ON THE STATUS OF WOMEN MAY 20, 1991 PRESENT: Ann Azari, Mary Clark, Kathy Everett, Kathleen Faller, Audrey Faulkner, Dana Hyatt, Kathy McLeod, Sally Miles, Mariam Pharris, Ann Turnquist, Chris Wood Guests: Pat Brooks (A. Faulkner), Bobbi Cullor (replacing Mary Clark as Larimer County Liaison), Lu Fisk (K. Faller) and Speaker Gary Wells (Chair, Human Relations Commission) ITEM INTRODUCTIONS CONCLUSION/RECOMMENDATION/ACTION Gary Wells spoke on the goals of the Human Relations Commission, and emphasized their long- term proactive aspects: 1. EEOC/AA a. Create, in coordination with CSU, a diversification plan for the City's 800 employees b. Make a diversification plan available for employers who wish to use it. c. Collect data and present in an understandable format. 2. Human Relations Award-Philouthropic award 3. Police subcommittee - reviews citizen complaints about police, and HRC advises police on procedure, members ride with police officers about once/month. Lt. Kelly deals with minority issues and attends some HRC meetings. 4. Community Action Board for Larimer County - 2 HRC members serve on this Board and review grant requests. An excellent way to learn about Fort Collins. 5. Committee for Executive Delegation - track legislation. New brochure "Fort Collins Human Relations Commission" is effective link with community. HRC is supporting state law to post EEOC regulations in all Colorado places of employment. FOLLOW-UP Suggested sources for salary data: 1. Monthly labor review on national level 2. Fort Collins Office of Economic Development - Frank Bruno CITY COUNCIL Comments from Ann Azari, the Women's Commission LIAISON new liaison with City Council. Ann is also a liaison to the HRC. Ann spoke about how she works with boards and commissions. She blocks out our meeting time on her calendar so that she will be able to attend. She tries to stop by meetings and to keep in touch with the chairperson. However, she knows we are an advisory board and does not want to interfere. Ann's position is to be an information provider and consultant, to facilitate with the city, and to serve as a sounding board for commission concerns, acknowledging the purpose of the Women's Commission is a large arena. NEW MEMBERS Appointments to Boards & Commissions will be Ann T will made first week in July. In early June there put were 12 applications for the Women's Commission. applications in June Packets. New members to be discussed at next meeting On June Agenda Packets & Agenda approved with additions. Minutes Orientation approved with attendance corrections. Pat Schroeder Commission approved A. Faulkner's Ann T will congratulations letter to Pat Schroeder on her send letter appointment to the House Select Committee on Children, Youth & Families Holnam Council received the Commission's letter to Holnam before Council discussion of hazardous waste burning. Council adopted our suggestion from Cathy Fromme to recommend buying hazardous waste -free concrete. Retreat II K. McLeod distributed hand draft of her notes K. McLeod from the retreat held on 4/20/91 at K. Faller's will take home. Recommendations from retreat included: final draft 1. Officers - roles and functions defined to Ann T. for chair, vice -chair, secretary, for June facilitator, eliminated position, election Packet procedure established. 2. Ad -hoc task forces a. prioritizing tasks b. implementing task force A quorum was present at retreat. We will need Members will to re -write by-laws and implement review recommendations retreat notes for June meeting. Discussed another retreat For June Agenda Chair Report Time Line Commission needs time line to schedule existing K. Everett tasks such as Women's History Month, B&C will do workshop. Nominating Chair will appoint a nominating committee this June agenda Committee month. A. Faulkner has volunteered. Please item to set note recommendations from retreat on officer election. election. Elections will be held in Summer Meetings Meetings will continue through the summer. All members Quorum is essential (7 when 13 members have been appointed). Phone Ann Turnquist if you will be unavailable to attend a commission meeting. Basic Needs Committee Womens/Pace-K. Everett has commitments for June Agenda articles through July. Commission proposed item handing this responsibility around - 4 columns per member Legal/Government Committee Domestic Violence Discussion provoked from L. Warner's newspaper Task Force article about the Aurora woman murdered by her ex-husband M. Pharris - 1. Per Jennifer Graham from D.A.'s office - women do not have protection. 2. There are state laws regarding the enforcement of restraining orders, enforced through the D.A.'s office, not through municipal court. L. Warner contacted A. Azari about the existence of a municipal ordinance. 3. Aurora's ordinance has been determined inconsistent with state law. 4. Police have domestic violence procedures. We will look into these procedures. K. McLeod moved and A. Faulkner seconded establishing a Domestic Violence Task Force - approved by consensus. S. Miles related J. Graham's ideas - The police are trying hard; we need more education for the community, judges and officers; Poudre R-1 reluctant to have program by J. Graham on domestic violence. Task Force appointed: K. Everett, S. Miles, M.Pharris and L. Warner I - Long term goal - review Police procedure on domestic violence and report to Commission, then to Ann Azari 2 - Short term goal - if Governor signs new law, see redraft of procedures Other resources discussed were: 1. Contacting Crossroads/Safehouse (Ann Turnquist, D. Hyatt, M. Pharris on board). 2. Working with J. Graham at the D.A.'s office. 3. Encouraging Poudre R-1 education on domestic violence. 4. Contacting state Commission on Domestic Abuse. 5. Media watch for Commission. S. Miles has connection to person now leading a media watch. Outreach Committee - No representative present.
