COMMISSION ON THE STATUS OF WOMEN
JUNE 17, 1991
Present: Miriam Massid-Pharris, Sally Miles, Doug Gertner, Kathy
McLeod, Carolyn Duff, Brownie McGraw, Bobbi Cullor
(County rep), Ann Turnquist (City liaison) & Lynne Warner

1. Minutes approved with corrections.
2. Follow up on Domestic Violence Task Force-- Sally, Miriam,
Lynne
Statutes currently in place, City/state-Miriam
Bill #1177 (new State Bill -Romer signed)
Sally to get copy from City/County Clerk.

Domestic Abuse Intervention Project
Findings: Restraining orders imposed immediately upon arrest do
not always have desired results of protecting victim
Commission can contribute -Jennifer G.
Question asked by K. McLeod: How should Task Force proceed
further?
Options discussed: -Further investigation of restraining orders
as method of sanction & exploration of HB #1177
by Task Force -Sally
-Need findings in writing to date -Lynne
-Recommendations to date from those interviewed

Need to develop procedures/"facts"
Work with new bill & continue to investigate

Actions suggested & taken:
A.) Letter to Ann Azari/City Council liaison re commission's
interest in Domestic Abuse & formation of Task Force and
interest in looking at new bill 1177 w/City DA--Action/Letter-
Lynne
Letter cc to Fred Rainguet, new FC Police Chief
B.) Gather information re Task Force -put recommendations in
packet -Doug G- commended Task Force re initiative -seconded by
Kathy M.
Look at mediation Task Force -Brownie
Look at Safehouse (Crossroads) Task Force w/Fred Rainguet
3. Under minutes as second retreat was discussed, the question
of choice of day was brought up by Doug; Sat or Sunday
better? There may need to be more thorough discussion of
days/dates before we settle on another retreat.
Orientation for new members -Doug to get info and assemble
packet from Ann T-Lynne to assist if needed.
Question of how impt. letters get written/time frame -Sally.
Clarification of letters: logistics question/signatures - Ann
T. will get letters out and signed.
Second retreat minutes adopted -Miriam so moved, Carolyn
seconded.
4. New Business
A.) Womens Pace -need to get Kathy's list
B.) Commission calendar-timeline/policies & procedures
discussed
C.) Focus of Commission -Sally
1. Long term project planning (decided to wait till new
members are present 7/15)
2. Specific proposals should be submitted in writing
for consideration as part of agenda prior to next
meeting so that issues can be addressed formally and
included in minutes at length.
5. Chair Report
A.) Outreach -Sr. Citizen project proceeding with thanks to
Commission from Jean Helberg-Carolyn
B.) Legal/Gout-No comment
C.) Basic Needs- AYC meeting 6/27/91- "Youth Council"
proposal will be given to Board of AYC for consideration -

6. Info to/from City Council -no report
New Chair and officers in August to discuss -one VP assignment
is to be liaison to CC.

8. Legislative materials -
A.) How to get info. FPC calendar is available free or at
nominal cost. Another option is to call legislative
offices -Miriam to investigate
B.) Regarding legislative alerts what "sorting" mechanism can
we use to bring issues to Commission? & which guests to
invite to speak -Sally
Agenda should be used to bring forth the issue & Sally commended
for her tenacity -Kathy Mc.
9. Other business
A.) Draft recommendation on Task Force functions -Kathy Mc.
motioned-ques. of appropriate direction and structure of
task force as it relates to commission -put this in packet
and on agenda as item. Lynne seconded.
B.) Follow up re MS magazine-2 subscriptions-1 for
Commission, 1 Complimentary for FC Public Library with
sticker indicating that it was presented by this
Commission -Sally. First however, check that library has
a copy -it not the commission approved funds for
purchasing another subscription.
C.) How can we find out what other Women's commissions in
state are doing -newsletters in one place? -Ann T to inform
at July meeting. Central list anywhere? What other
resources are available at City Hall? Ann T to
investigate and report for July 15 meeting.
Colorado Women's News-$15.00 allocated by Commission and
subscription requested.
D.) How should/could Commission build community visibility?
Status report suggested -Brownie
E.) Thank you in writing by Chair to all retiring commission
members suggested -Lynne
F.) Other info: Child support age dropped to 19 for
financial support -Miriam
G.) Suggest facilitated exercise in next retreat by MET team -
Doug (little or no cost- communication enhancing
activity)
H.) Change "Other" category in minutes to "Additional Items"
Ann T. & Chair please note for July meeting.
I.) Suggested to Sally that more comprehensive discussion of
issues could take place if added to agenda, i.e. divorce
settlements and disparities for women in outcomes,
feminization of poverty etc.
