COMMISSION ON THE STATUS OF WOMEN
October 21,1991
Present: Dana Hiatt, Lynne Warner, Audrey Faulkner, Chris Wood,
Mary Zamora, Bobby Cullor, Lu Fisk, Kathy McLeod, Carolyn Duff,
Kathleen Faller, Donna Aurand, Sally Miles, Kathy Everett, Brownie

1. Call to Order: 5:00
2. Chairs remarks --Discussed Doug's letter. Confusion between
causes and outcome. How do we accomplish things and still
attend to process. Need to be a functional group.
Commission discussed letter, training issue, risk taking
(think members take risk). May discuss in the future.
2. Council Report:
Ann Azari talked about new appointment. Ann and Susan will
make recommendation, but any input on who should be appointed
would be appreciated.
Kathy McLeod asked about what is commission's responsibility
and what is staff's responsibility. i.e. Is commission free
to act in responsible way to meet goals of bylaws, or must
commission take direction from staff.
Ann responded that the message from the City Clerk's office
was on behalf of Council, using staff as an information
conduit.
Lynn asked how the Commission could get info about Council's
activities. Ann responded, the budget, Council's revisions,
and matrix from Diane Jones on how staff is implementing
Council's work plan. Discussed that affordable housing will
be on agenda for Oct. 29. Worksessions are open to public,
though not open for public comment.
3. Review of Minutes: Approved as written
4. Announcements
Kathleen and Kathy Hazlett will do a presentation at Private
Industry Council, Nov.12 re: tax savings for child care
expenses through an employee sponsored reimbursement account.
Sally announced, Sat., Nov. 9, celebration of Bill of Rights,
brown bag lunch, 8:30 to 3:30 at CSU student center.
Commission can sponsor, no funds and no volunteer time
required. Four such events are scheduled in state.
Commission approved sponsorship.
Chris passed around books and a card for Cathy Fromme.
Kathleen encouraged individuals to contribute to the Breast
Cancer fund.
5. Reports:
Lynn and Audrey have arranged to have the proclamations for
Lilly and Morgan for Nov. 5 City Council meeting.
6. Adjourned regular meeting: 5:55.

7. Convene Retreat: 5:55
8. Brainstorm issues to discuss, with no discussion:
Issues left over from previous retreats, minutes and phone
calls.
Commission discussed criteria for measuring issues which come
before the commission, including such measures as impact,
credibility, and viability. Commission further discussed the
Political function of Commission.
Discussed that goals can be a pragmatic statement of political
issue.
Agreed that the group should establish criteria for selecting
issues which will be assigned to a task force for work, and
then the Commission should be able to discuss any issue.
Then, whatever the Commission chooses to take action on should
be through filter of credibility, viability and impact. Other
considerations can be part of the filter (i.e. impact should
be measure for what action can be taken, not for what can be
discussed.)
Commission agreed that by the end of the retreat, it should
have list of goals, to be fleshed out with Brownie's sheet.
Listed issues to address through task force goal.
Goal: develop resources of commission to develop the group's
identity, through competency inventory, sharing time at
meetings, etc.
What are other groups in the community doing on women's
issues: i.e. forum on self-esteem, status of women, glass
ceiling.
Goal: Update on where women are now, and what is going on in
community.
The Commission put together a list of 15+ issues which it
thought were of importance to women. The group multi -voted
the list down to a short list of 5 issues to try to develop
strategies to impact those issues. The list includes:
Family Issues: Teen issues; young men; education family;
single parents; parenting; child care.
Politics
Economic equity
Violence: Women's safety; impact of the media on
violence.
Sexual harassment
The group agreed to a second session for this retreat in order
develop the work plan for 1992 which is due to Council in
November. Next meeting will be at 5:00, November 18, Council
Information Center. Dinner will be at 6:00. The meal will
be Chicken Marsala, salad, dessert.
