Council Liaison: Ann Azari Staff: Ann Turnquist
Council Liaison Report:
Ann Azari asked for questions regarding work session on
communication between Council and Boards. She described the
origins of the issue: There are many issues and values
represented on Council, so sometimes boards or commissions
don't always do things that all Council members agree with.
Also, some Council members don't always know what's on each
Commission workplan. Council discussed communications, and
decided that if a Board or Commission is to take action, will
make sure that actions are shared with Council in advance
though minutes, workplans and agendas.
Council wants Commissions to be on the cutting edge of issues
which are in their areas of interest. But also, Council wants
to know what is going on with their activities.
Ann spoke of audio tapes which are available from the National
League of Cities meeting re: women making a difference in
legislative arena. Also on diversity in the workforce and
Jesse Jackson. Also Bush and Lamar Alexander on education.

Commission Chairs. Discussed Council/Commission communication,
and the concept of the Year of the River. Council would be
open to ideas for improving communications from Commissions.
In Women's History Month, could be a way to tie year of the
river.
Old Business:
Boards and Commissions Workshop:
Should Commission continue to do this? Is this in our
workplan? Kathy Everett said that she believes that is
a good project for which the Commission gets credit.
Task Force to work on Workshop will be Sally, Kathy
Everett, Kathleen Faller and consulting by Audrey. The
Workshop will be held on March 18 in City Council
chambers.
Doug Gertner's Letter:
Commission discussed making a formal response to Doug
Gertner's letter of resignation. After much discussion,
the Commission agreed that it was too late for a
response. Individual members may talk to Doug if they
choose to do so.
Commission discussed that the issues brought up about how
the Commission works together. This could be a retreat
topic (i.e. Rules for dealing with conflict, committing
to making progress towards improving this process)
Chris expressed concern about not being able to air
views. Should all say what's important to each person.
She felt that one can't even get issues open to
discussion. Individual members need to feel support for
bringing opinions to Commission. She found it ironic
that the Commission would spend so much time talking
about the fact that Doug wrote such a letter, not
addressing the content.
Dana: Why write a letter? Does the Commission want to
vindicate itself and show Doug that "he was wrong."
What's the purpose?
11
Lynne: Talked to Doug about issues after he raised them.
Told him he had missed discussion on some of the issues
raised. She was also concerned about his perception
about how women do their work: he didn't have the right
perception because he missed retreats.
Vote: The Commission will not send a letter to Doug, even
though discussion at December meeting was to pull
thoughts together to see if there was consensus on a
letter.
Kathy McLeod said that this decision shows the need to
discuss issues that were raised. Also, if members want
to have issues discussed then each must get things on the
agenda.
Commission agreed that they would like to have a retreat
around issues in Doug's letter. The retreat will be 5:00
p.m., February 24. No other business will be on the
agenda. Includes: leadership, structure, how process i.e.
feminist process, which substantive issues should be
dealt with by Commission
Task force to identify issues by contacting members:
Kathy Everett, Audrey, with consulting help from Carolyn
on a survey.
open Business:
Lynne reported on police complaint process. League presentation
which will be on Channel 27. Other community forums coming up in
February, Contact Becky O'Donnell 221-6535.
